Transportation Enhancement Activity (TEA) Program the City must adopt a resolution approving the submittal of landscape enhancement protect applications to the Orange County Transportation Authority (OCTA) Funding Source Funding is not required for the resolution Should the protects be awarded Measure M funds of approximately $182 500 are available and will be required to provide the minimum 25% match An incremental increase in General Fund annual maintenance costs would be required to maintain these enhancements and will be identified by a Maintenance Impact Statement per Administrative Regulation (AR) 310 prior to protect construction Recommended Action Motion to Adopt Resolution No 4006 - /0 authorizing application for funds for the Transportation Enhancement Activity (TEA) Program under the 1998 Transportation Equity Act for the 21$t Century for Adams Avenue Frontage Median Landscape Enhancement Protect Edinger Avenue Parkway Improvement Protect and the Main Street Median Landscape Improvement Protect Alternative Action(s) Deny adoption and forego eligibility to receive grant funds through the TEA program This action could result in the possible loss of grant funds amounting to $1 152 500 REQUEST FOR CITY COUNCIL ACTION MEETING DATE March 6, 2006 DEPARTMENT ID NUMBER PW 06-011 Analysis On January 12 2006 the OCTA announced a call for projects for TEA funding over two fiscal years 2006/07 and 2007/08 As a condition of eligibility the City is required to adopt a resolution approving the submittal of TEA applications for landscape enhancement projects In general the resolution declares the City s desire to implement the submitted projects as well as an affirmation to follow TEA procedures should funding be approved and allocated The resolution also identifies the Director of Public Works or his designee as the City s official representative to act in connection with the application and provide information as necessary The following projects will be considered as candidates subject to review and ranking by OCTA and the TEA Advisory Panel Project Description TEA City Match 1 Adams Avenue Frontage Landscape Improvement $375 000 $125 000 Project (Santa Ana River to Brookhurst Street) 2 Edinger Avenue Parkway Improvement Project $605 000 $210 000* (Saybrook Lane to Countess Drive) 3 Main Street Median Improvement Project $172 500 $ 57 500 (Huntington Street to Delaware Street) * City Match authorized in the FY 2005106 budget Project #1 would provide landscaping to the islands separating the residential frontage road adjacent to Adams Avenue at the entrance to the city This frontage island is one of several frontage road islands that have never received a priority for funding and as a result are long overdue for minimal improvements This application if successful will provide funding to bring these areas into a more presentable condition Project #2 would provide supplemental funding to the Edinger Avenue Parkway Landscape Project Should this funding be awarded the currently funded project to install curb and gutter as approved in this years budget would be delayed to incorporate the additional improvements into one project As noted the City s match is currently authorized The matching portion from the Sea Isle Garden Club has been collected and is now available Project #3 would landscape the last remaining incomplete median planting area along Main Street This work has been proposed in the Public Works Departments annual budget submittals for several years however cost constraints have necessitated each time that the protect be eliminated from the final budget This application if successful will provide the needed funds to successfully implement the project G IR C A12006106 011 Mar OF HUNTINGTON BEACH AUTHORIZING APPLICATION FOR FUNDS FOR THE TRANSPORTATION ENHANCEMENT ACTIVITY (TEA)PROGRAM UNDER THE 1998 TRANSPORTATION EQUITY ACT FOR THE 21 ST CENTURY FOR THE ADAMS AVENUE FRONTAGE MEDIAN LANDSCAPE ENHANCEMENT PROJECT EDINGER AVENUE PARKWAY IMPROVEMENT PROJECT AND THE MAIN STREET MEDIAN LANDSCAPE IMPROVEMENT PROJECT WHEREAS the Umted States Congress in June 1998 enacted the Transportation Equity Act for the 21" Century replacing the expired Intermodal Surface Transportation Efficiency Act of 1991 which makes funds available to the Orange County Transportation Authority (OCTA) for Transportation Enhancement Activities and The OCTA has established the procedures and criteria for reviewing proposals and The City of Huntington Beach possesses authority to nominate transportation enhancement activities and to finance acquire and construct the proposed projects and By formal action the City Council authorizes the nomination of the Adams Avenue Frontage Median Landscape Enhancement Project Edinger Avenue Parkway Improvement Project and the Main Street Median Improvement Project including all understanding and assurances contained therein and authorizes the Director of Public Works or his designee as the official representative of the City to act in connection with the nommation and to provide such additional information as may be required and The City of Huntington Beach will maintain and operate the property acquired developed rehabilitated or restored for the life of the resultant facilities or activity and With the approval of the California Department of Transportation (Caltrans) and OCTA, the City of Huntington Beach or its successors-in-interest in the property may transfer the responsibility to maintain and operate the property and The City of Huntington Beach will give representatives of Caltrans and OCTA access to and the right to examine all records books papers or documents related to the transportation enhancement activity and The City of Huntington Beach will cause work on the project to be commenced within a reasonable time after receipt of notification from the State that funds have been approved
