Statement of Issue: Huntington Beach is eligible for a $40,000 grant from the Orange
County Regional Recycling and Waste Diversion Grant Program, conditioned upon adoption
of a resolution accepting funds per the terms of the program.
Funding Source: No funding is required for this action. Revenue of $40,000 for
recycling and public education programs is anticipated.
Recommended Action: Motion to: Adopt Resolution No. 2008-08 , A Resolution of
the City Council of the City of Huntington Beach Accepting Funds from the Orange County
Regional Recycling and Waste Diversion Grant Program.
Alternative Action(s): Do not adopt the Resolution and decline acceptance of $40,000

Analysis: In 2006, the County of Orange implemented a self-haul surcharge at its landfills.
The surcharge was enacted after County Integrated Waste Management conducted a waste
characterization study which demonstrated that a large percentage of materials from self-
hauled loads consisted of recyclable construction and demolition (C & D) waste materials.
The surcharge is a financial disincentive implemented to discourage individuals from
dumping directly at the landfill, where there is no opportunity for recovery of recyclable waste
materials. At the direction of the Board of Supervisors, the Integrated Waste Management
Department has established the Regional Recycling and Waste Diversion Grant Program as
a means to distribute surcharge revenues back to the local cities and sanitary districts.
Funds are allocated to the cities and sanitary districts based on population. A grant of
$40,000 is available to Huntington Beach. The County directed that the jurisdictions must
agree to use grant funds to further community and regional objectives in waste reduction and
recycling on programs with a nexus to reduction in self-, haul waste whenever practicable.
The deadline for applications was January 31, 2008. Staff has applied for funding for the
following programs:
C & D Education and Incentives ($25,000): Grant funds will be used to conduct two
workshops for contractors working in Huntington Beach. Potential attendees will be
identified using landfill reports, building permits and business license records. An industry
professional will teach green construction and demolition techniques, the negative effects of
self-hauling C & D loads directly to landfill, and local opportunities for C & D recycling. As an
incentive for attendance, seminar participants will receive discount coupons for hauling
materials to the C & D line at Rainbow Transfer & Recycling instead of hauling to the landfill.
Printed brochures will be developed for distribution at the workshops and at our City Hall
permit counters.
School Recycling Program_ ($10,000): Grant funds will be used to provide Huntington Beach
elementary, middle, and high schools with an on-site beverage container and paper recycling
program. Participating schools will be provided a complete program for source-segregating
California Redemption Value (CRV) containers, paper, and cardboard recyclables on
campus. The program will include classroom containers and larger central carts or bins for
recyclable materials, which will be collected by Rainbow Disposal. Participating schools will
receive promotional materials, organizational assistance, and incentive rewards.
Worm Wizardry, the Magic of Vermicomposting ($5,000): Staff has partnered with Rainbow
Disposal and Shipley Nature Center to develop an educational program to teach residents
how to compost kitchen scraps using worms, a system called vermicomposting. This
program is funded with Refuse Program AB939 Public Education funds. Four
vermicomposting workshops are scheduled for 2008, and seminar attendees will have the
opportunity to purchase a vermicomposting kit at a discount. Grant funds will be used to
extend the discount offer to city residents who want to begin vermicomposting, but are
unable to attend the seminars.

The County's Program overview and completed Program Application are attached. Staff
recommends that Council approve the resolution accepting the $40,000 recycling and waste
diversion grant from the County of Orange.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH ACCEPTING FUNDS
FROM THE ORANGE COUNTY REGIONAL RECYCLING
AND WASTE DIVERSION GRANT PROGRAM
WHEREAS, the County of Orange has established the Regional Recycling and
Waste Diversion Grant Program; and
The City of Huntington Beach has been allocated $40,000 for the implementation
of recycling and waste diversion programs or activities; and
The City of Huntington Beach intends to utilize these funds for establishment of
new recycling and waste diversion programs to address the needs of our community while
furthering regional objectives,
NOW, THEREFORE, the City Council of the City of Huntington Beach does
hereby resolve as follows:
1. All Regional Recycling and Waste Diversion Grant Program funds will be
used for new or significantly expanded programs or activities to enhance recycling efforts
and increase diversion of materials from Orange County landfill.
2. The City of Huntington Beach agrees to all of the terms and conditions
outlined in the Regional Recycling and Waste Diversion Grant Program documents.
3. The Director of Public Works or his/her designee is hereby authorized to
execute all documents in connection with the Regional Recycling and Waste Diversion
Grant Program funds to the City.
BE IT FURTHER RESOLVED, that the City Council of the City of Huntington
Beach recognizes the County of Orange for providing this grant program and commends
the County for its regional leadership in solid waste management and recycling and waste
diversion activities throughout Orange County.

GRANT PROGRAM
PROGRAM OVERVIEW
The County of Orange, Integrated Waste Management Department(IWMD) is proud to initiate
its inaugural Regional Recycling and Waste Diversion Grant Program. This program is
designed to enhance the meaningful partnerships the County holds with its City and municipal
solid waste hauling special district partners in order to better promote, enhance and effectuate
sustainable regional outcomes related to recycling and waste diversion throughout Orange
County. This grants program is designed to provide financial support and incentives to our
partner Cities and municipal solid waste hauling special districts.
REGIONAL, RECYCLING AND WASTE DIVERSION GRANT PROGRAM MISSION
The County of Orange, IWMD seeks to take an active regional leadership role in waste
management through the encouragement of open discussion and-active participationin-__- - - - - ---
meaningful waste diversion and recycling opportunities.
OBJECTIVE
The Regional Recycling and Waste Diversion Grant Program was created to provide linkages
between the activities and programs undertaken by the County and our local partners. The
County of Orange, IWMD will accept applications from Cities and municipal solid waste hauling
special districts that promote local and regional waste diversion and recycling efforts.
Applications must be completed and submitted by the established deadlines and will be
evaluated on the ability of the proposal to address the following objectives:
• The proposed program/project should establish a new, or significantly expand an
existing, program or activity. These funds must not be utilized to supplant existing
funding levels.
• The proposed program/project should offer a fresh, unique perspective on a waste
diversion strategy for the proposed recycling activity, event or program.
• The proposed program/project should offer an immediate or ongoing impact on waste
diversion and recycling issues.
• The proposed program/project should provide a regional and local benefit.
• The program/project should provide an opportunity for media coverage.

APPLICATION EVALUATION CRITERIA & FUNDING SOURCE
Proposal criteria have been established and only projects that meet these criteria will be awarded
funding. The source of this funding is derived from the recently implemented AB 939 Self-Haul
Surcharge. The Board of Supervisors have explicitly indicated that this funding be used for
developing new programs/activities, or significantly expanding existing programs/activities, to
enhance recycling efforts and the diversion of waste from our landfills.
The Board of Supervisors has allocated$1,000,000 to support this program for County Fiscal
Year 2007/08. Available funding will be dispersed on a per capita basis with cities being
grouped by population into small, mid and large-sized cities. Grant allocations typically consist
of three funding amounts ($20,000, $30,000, and $40,000) with Cities being assigned an
allocation amount based on population. Population figures from California State University,
Fullerton's Center for Demographic Research were utilized to determine population as of January
2006. Cities with under 50,000 in population will receive $20,000. Cities with a population of
50,000 to 99,999 will receive $30,000. Cities with a population of 100,000 or greater will
receive $40,000.
Cities with solid waste hauling sanitary districts allocations may differ. Two special districts,
Costa Mesa Sanitary and Midway City Sanitary Districts, were included in the allocations below.
The inclusion of these special districts required a modification to the Cities of Costa Mesa and
Westminster's allocations as well as the County.

County staff will review and evaluate each proposal based on the criteria established.
Requests for funds may include new, or significantly expanded existing, short or long-term
projects, events and activities that meet the established criteria.
Proposed criteria for consideration of Regional Recycling and Waste Diversion Grant
Program requests are as follows:
1. Requests Must Address A Need
✓ Program or activity should divert materials from landfill disposal.
✓ Program or activity should be regionally-based, address a regional need,
and/or be multi jurisdictional.
✓ Program or activity,to the maximum extent practicable, should
demonstrate a nexus between the proposed activity and the diversion of
self-hauled waste.
2. Requests Must Explain The Expected Impact
✓ Program or activity should have a clear desired outcome with an
estimated impact and the ability to measure its effectiveness.
✓ Program or activity should take advantage, to the maximum extent
practicable, of existing resources in order to ensure the greatest impact
for the smallest cost.

✓ Program or activity should, to the maximum extent practicable,provide
diversion"credits"to jurisdictions.
3. Requests Must Be Business/Resident/User-Friendly
✓ Program or activity should,to the maximum extent practicable, be
mindful of the cost and operational implications of any new/improved
program or activity.
4. Requests Must Be Measurable
✓ Programs or activities should have a clear beginning and end with a built
in tool to measure impact and effectiveness.
5. Requests That Include Matching Funds Will Be Given Priority
✓ Programs or activities that are proposed with matching/additional
funding will be given priority so long as they comply with all other
criteria.
RULES AND REQUIREMENTS
Application and Submittal Requirements
Each application must be submitted to IWMD staff with a Council/Board-approved Minute
Order and a copy of a Council/Board Resolution that outlines the jurisdiction's intended use of
the grant funds and explicitly state that it agrees to comply with the conditions outlined in this
document.
A completed and signed Application must be submitted by January 31, 2008. Failure to complete
and return this brief application may jeopardize the ability to receive funds.
New or Significantly Expanded Programs/Activities
Only new or significantly expanded existing programs/activities will be awarded funding.
Applications who do not clearly state whether this is new or existing and justify its proposed
expansion will be rejected.
Completion of a Recipient Fulfillment Report
A completed and signed Grant Recipient Fulfillment Report must be returned upon completion
of the program/project. Failure to complete and return this brief report may affect future
eligibility for sponsorships. Funded projects are tracked to ensure compliance with the
established criteria.
Attendance of County-Hosted Bi-Monthly Recycling Coordinators Meetings
Recipient agrees to regularly attend the County Bi-Monthly Recycling Coordinators meetings.
Missing more than two of these meetings per year could affect future eligibility for sponsorships.
Funded Program Changes
Any proposed changes to a County-sponsored program or project must be approved by the
IWMD program manager prior to implementing the proposed program or activity changes.
Proposed changes must fall under granting guidelines and criteria and provide a benefit to
regional diversion or recycling efforts. It is important that the recipient initiate contact with the
IMWD manager prior to making program changes.

Extension Requests
Any changes, including an extension of the program/project timeline, must be approved by the
IWMD program manager. The County takes into consideration that other government and
private funding must be coordinated to facilitate the completion of inter-agency programs and
public-private partnerships. Extensions are granted on a case-by-case review. The maximum
extension is 6 months beyond the initial 12 months after sponsorship funding.
Return Funding
On occasion, recipients have been unsuccessful in their efforts to complete the funded event or
activity. The County reserves the right to request County sponsorship funds be returned within
30 days after review of the program status. If a program/project is not completed by the agreed
upon date,then the unused sponsorship funds must be returned within 30 days.
No Substitutions
Awarded funds may ONLY be used for the program described in the application. If the program
is cancelled or substantially modified funds MUST be returned to IWMD and a new application
submitted as necessary. The manager of the Regional Recycling and Waste Diversion Grant
Program must be contacted in these circumstances.
No Retroactive Funding
Programs will not be funded retroactively. If the program completion date precedes the
application and approval deadlines, funding request will be declined.
FUNDING RESTRICTIONS
If the program or project is approved, funds will be distributed only to the name of the
organization that applied.
The Regional Recycling and Waste Diversion Grant Program WILL NOT fund expenses for
travel/transportation, office space, equipment, scholarships, internships, legal, lobbying or
consulting fees.
No substitutions: As stated above, awarded funds may ONLY be used for the event/activity
described in the application. If the program/activity is cancelled or substantially modified, funds
MUST be returned to IWMD and a new application submitted as necessary. The manager of the
Regional Recycling and Waste Diversion Grant Program must be contacted in these
circumstances.

Project Summary: The City of Huntington Beach proposes to utilize grant funds to implement
two new programs in our city to increase recycling, and to supplement an existing program for
vermicomposting.
Project 1: C & D Education and Incentive Program. We propose to conduct two workshops for
contractors working in Huntington Beach. The workshops will educate on green construction
and demolition techniques and the negative effects of self-hauling C &D loads directly to
landfill. As an incentive for attendance, we propose to offer attendees discount coupons for the
C &D line at Rainbow Transfer& Recycling. We will develop collateral materials for
distribution at the seminars and at our city hall permit counters.

Project 2: School Recycling`Program. We propose to offer recycling bins and assistance to
Huntington Beach elementary, middle, and high schools to establish on-site beverage container
and paper recycling programs.
Project 3: Worm Wizardry, the Magic of Vermicomposting. We propose to use grant funds to
supplement our existing vermicomposting seminar program by subsidizing the purchase of
vermicomposting bins for Huntington Beach residents.
Anticipated Outcome: We anticipate that we will see an increase in the number of local
contractors using the Materials Recovery Facility at Rainbow Disposal and a reduction in self-
haul waste to landfill. We anticipate that we will induce more of our local schools to begin on-
campus recycling programs. We anticipate that we will be able to sell additional
vermicomposting kits to Huntington Beach residents at discounted prices.
PROJECT &ACTIVITY DESCRIPTION:

vermicomposting seminar in conjunction with Rainbow Disposal and Shipley Nature Center, a 5-
acre nature preserve and educational facility located in Huntington Central Park. We have four
vermicomposting workshops scheduled for 2008 and will offer worm bins at a deep discount for
seminar attendees. We will utilize grant funds to offer discounted vermicomposting bins to HB
residents who were not able to attend the seminars.
BRIEFLY EXPLAIN THE NEED: Each of our programs is designed to meet a need in our
community.
Project 1 is in response to the County's self-haul waste characterization study, which revealed
the large percentage of recyclable C &D materials in self-haul loads. In Huntington Beach,we

have opportunities for local C & D recycling at Rainbow Transfer and Recycling and at
Hanson's Recycling. According to our self-haul tonnage reports from January to September
2007, more than 2,100 residential and commercial tons were self-hauled to County landfills from
Huntington Beach--primarily from contracting companies. The amount of tonnage going to
landfill may indicate that contractors are under-utilizing the locally available recycling services.
Huntington Beach has not yet adopted a C & D ordinance; therefore, we intend to encourage
voluntary participation by educating contractors on the environmental and financial benefits of
recycling locally. We intend to offer incentives as both an inducement to participate and a
means to track participation.
Project 2 is in response to inquiries from school groups regarding school recycling programs.
Our project partner is our franchised hauler, Rainbow Disposal, who already offers a paper
recycling program for local schools. Huntington Beach has 36 public schools represented by
five separate districts and 16 private schools. There are 15 schools currently participating in
Rainbow's paper recycling program. By offering classroom containers and organizational
support, our goal is to establish or expand recycling at every campus in our city. This grant will
provide the means to expand an existing program.
Project 3 is an existing program for our city. We piloted two composting seminars in 2007 and
had a very favorable community response. We have developed a vermicomposting seminar,
which is scheduled for four presentations in 2008. We are able to accommodate 50 attendees per
seminar, and have budgeted to subsidize the purchase of vermicomposting bins for seminar
participants. However, we lack funds to offer the discounted bins to the residents at large. The
grant will provide the means to expand an existing program by extending the discounted bin
offer to additional residents.
GOALS & OBJECTIVES OF PROPOSED PROGRAM: Our goals and objectives are to
increase the number of contractors using local recycling resources instead of landfill,to begin or
expand on-campus recycling programs in our local schools, and to sell additional
vermicomposting kits to Huntington Beach residents at subsidized prices.

For Project 1, we anticipate that we will see an increase in the number of local
contractors/remodelers using the Materials Recovery Facility at Rainbow Disposal and an
increase in awareness of C & D disposal issues within the local contractor community. We
anticipate a reduction in self-haul tonnage from Huntington Beach to county landfills.
For Project 2, we anticipate that we will induce more of our local schools to begin on-campus
recycling programs. We also anticipate that the schools that are currently recycling paper will
expand their existing programs to include CRV beverage containers.
For Project 3, we anticipate that we will be able to extend the discounted vermicomposting bin
offer to additional Huntington Beach residents.
DESCRIBE PROPOSED METHOD OF MEASUREMENT: Each of our projects will be
measured separately.
Project 1 will be measured by the number of contractors attending the seminars and by the
redemption of coupons at Rainbow Transfer and Recycling.
Project 2 will be measured by number of schools that enroll in the program and by the weight of
the recyclables recovered from each school.
Project 3 will be measured by the number of vermicomposting bins sold.
