SCHEDULE FOR THE STRAND PARKING STRUCTURE INTERIM

Statement of Issue:
There is a need to set interim parking fees for use at the Strand Parking Structure until the
Strand is officially fully operational in April, 2009.
Funding Source:
No funding is required. The Strand owner, CIM, is the parking structure operator and
assumes all operating costs.
Recommended Action: Motion to:
Adopt Resolution Number 2008- 71 , "A Resolution of the City Council of the City of
Huntington Beach establishing citywide schedule for charges for facility rentals and
recreation services and repealing resolution 2005-76 and all supplemental resolutions
thereto."
Alternative Action(s):
Do not adopt interim fees and give direction to staff regarding the short term fees for the
Stand Parking Structure.
Analysis:
The Strand will be having a "soft opening" with three stores opening within November, 2008
and the remaining stores to open between December, 2008 and April, 2009.

The Shorebreak Hotel is not scheduled to be officially open until April, 2009. Since the
Strand is opening several retail stores now, and in the next few months, CIM and the city
desire to provide limited parking in the parking structure. The parking structure is owned by
the city, but operated by a private company under the auspices of CIM.
During this interim period, the parking structure will provide limited daily parking and needs to
be able to charge hourly and daily fees during this interim period. CIM and staff recommend
charging the same amount for these fees as is charged at the city-operated Main Promenade
Parking Structure. The proposal, during this short term period, is $1 per half hour, $9
maximum with the first fifteen minutes free.
CIM will work with staff to set a full schedule of fees to address annual and monthly permits,
validations, etc during this period. The city has hired a consultant who will be doing a
downtown parking study. Results of that study will be used as a tool to assist in setting these
permanent fees. This proposed permanent fee schedule will be presented to City Council for
implementation prior to the grand opening of the Strand, including the Shorebreak Hotel, in
April, 2009.
Because this is a soft or partial opening of the Strand, public usage and associated revenue
cannot be projected at this time. The parking structure usage, during this interim period, will
assist staff in making a more realistic estimate of revenues when we return to City Council
prior to the full opening of the Strand in April, 2009.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH AMENDING RESOLUTION NO. 2007-60
ENTITLED "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH ESTABLISHING A CITYWIDE
SCHEDULE FOR CHARGES FOR FACILITY RENTALS AND
RECREATION SERVICES AND REPEALING RESOLUTION NO. 2005-76
AND ALL SUPPLEMENTAL RESOLUTIONS THERETO"
(SUPPLEMENTAL FEE RESOLUTION NO. 3 )
WHEREAS, the City imposes a charge on public access and use of certain City property for the
purpose of raising revenue; and
On September 4, 2007, Resolution No. 2007-60 was adopted,establishing a Citywide fee for
public access and use of certain City property; and
The City Council desires to amend this fee schedule to add the following charges for parking at
the Strand parking structure:
First 15 minutes No charge
Each 30 minutes $1.00 ($9 maximum)
Employee Pass $15.00/month
Employee Daily Sticker Validation $1.00
Employee Daily Stamped Validation $.50/day
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as
follows:
The charges for parking at the Strand parking structure set forth in Exhibit "A" are adopted by
this Resolution and shall become effective on the date this Resolution is adopted.
All other fees and charges set forth in Resolution No. 2007-60 shall remain in effect.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a regular

CIM Group has requested an additional monthly fee of$15 per month for the Strand employees
added to the interim fee resolution. This fee is the same fee currently charged at the Main
Promenade Parking Structure.
