Statement of Issue: The Fire Department is requesting approval to adjust user fees for fire
sprinkler tenant improvement projects.
Funding Source: Not applicable.
Recommended Action: Motion to: Adopt Fee Resolution 2009 - 81 , amending
Resolution No. 2009-32, establishing a City-wide Development Fee Schedule.
Alternative Action(s):
1) Hold the Public Hearing and adopt only a portion of the fees.
2) Do not adopt any of the recommended fees.

Analysis: Resolution No. 2009-32 regarding City of Huntington Beach development fees
was adopted on June 15, 2009. Since this adoption, the Fire Department has identified a
need to revise the section of the fee schedule related to fire sprinkler installation.
Currently, the base fee for fire sprinkler tenant improvement projects for up to 20 sprinkler
heads is $555. However, a cost reduction is warranted due to the lack of sprinkler heads
installed in most projects. Many small tenant improvement projects involve only one to five
sprinkler heads and the charge of$555 is higher than the cost to plan check the
improvement.
In an effort to reduce development cost to the community, better align our plan check fees
with the other cities, and provide excellent customer service, the proposed revision is
recommended:
♦ Tenant improvement base fee (6 to 20 sprinkler heads) - $555
♦ Tenant improvement base fee (up to 5 sprinkler heads) - $350
Following a public hearing, City Council adoption of the attached resolution is recommended.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH AMENDING RESOLUTION NO. 2009-32
ENTITLED "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HUNTINGTON BEACH ESTABLISHING A CITYWIDE
DEVELOPMENT FEE SCHEDULE AND REPEALING RESOLUTION NO. 2007-59
AND ALL SUPPLEMENTAL RESOLUTIONS THERETO."

WHEREAS, on June 15, 2009, the City Council adopted Resolution No. 2009-32 which
updated the existing fee schedule for development fees; and
The City Council desires to amend this fee schedule to modify a portion of the Fire
Department development fees as set forth in Exhibit "A," attached hereto and incorporated
herein by this reference,
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Huntington
Beach that the fees set forth in Exhibit "A" and adopted by this Resolution shall be effective
sixty(60) days following the adoption of this Resolution,and continue thereafter.
All other charges or fees set forth in Resolution No. 2009-32 shall remain in effect.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a
regular meeting thereof held on the 21 st day of December , 2009.

NOTICE 1S HEREBY GIVEN that a public hearing will be held by the City Council of the
City of Huntington Beach in the City Council Chambers of the Civic Center located at
2000 Main Street, Huntington Beach, California, at the hour of 6 p.m. or as soon
thereafter as possible on Monday, the 21St of December, 2009 for the purpose of
considering revisions to the city-wide user fee schedule. All proposed revisions are cost
recovery in nature.
It is proposed that a new rate schedule be adopted which will reduce the rate for fire
sprinkler tenant improvement projects with five (5) or less sprinkler heads. The
Huntington Beach Fire Department is proposing a revised user fee schedule that
recovers the increased cost of these items or services.
A complete report detailing the proposed amendment is available for review by the
public at City Hall, 2000 Main Street, in the City Clerk's office between the hours of 8:00
a.m. and 5:00 p.m., Monday through Friday. Interested persons may also contact the
