Statement of Issue: Council is asked to adopt the Resolution. setting the recommended
parking fees. The recommended parking fees will assist with the downtown parking demand
in order to ensure that patrons are parking in appropriate locations and reduce impacts of
patrons/employees parking in residential areas.

Alternative Action(s):
1) Do not approve Alternative A, and approve Alternative B regarding hourly rates in the
Main Promenade Parking Structure; or
2) Do not adopt Resolution No. 2009- 70
Analysis: Parking inventory in downtown Huntington Beach consists of approximately
2,700 off-street and on-street parking spaces in public and private lots and facilities
throughout the downtown. The parking supply is critical to the vitality of the downtown and
business owners. Parking has been a major subject of concern for residents, business
owners, and business patrons. Staff is proposing recommendations which will address
the parking needs of the various user groups of the downtown and beach area,
fluctuations of demand at various times during the year, and to maximize parking capacity
to benefit all users.
As part of the overall Downtown Specific Plan, a parking study was prepared by the City's
consultant, Kimley-Horn. Among the findings, the study indicates that parking fees directly
impact where people park. The study also demonstrated that the City's parking fees are
currently below market rate.
The proposed parking fee schedule was presented to the Economic Development
Committee (EDC) on September 14, 2009, and to the Downtown EDC on September 24,
2009. The proposal includes the following recommendations:
® Revise the Annual Pass Program and Establish Rates
® Elimination of Employee and Public Validation Program
® Increase of Daily, Holiday, and Special Event Rates at Beach Lots and Main
Promenade
® Increase Employee Monthly Parking Rates
Before the Downtown EDC meeting, a draft copy of the proposed parking fee schedule was
sent to the Downtown Business Improvement District (BID) for Board review. The BID
responded with 13 concerns regarding the proposed fee schedule. Staff and the BID have
met and revised the fee schedule where possible; however, two items remain unresolved:
(1) the proposed increased monthly employee parking passes, and (2) the elimination of
the parking validation program. After meetings with the EDC, DTEDC, BID, and Chamber
of Commerce, the final recommendations are described below:
Annual Passes
The existing annual pass covers all City beach lots, Pacific Coast Highway (PCH) and
Beach Boulevard meters, as well as the Main Promenade Parking Structure (MPPS). Staff
is recommending the creation of three separate annual passes to encourage appropriate
parking behaviors, e.g. beach visitor parking at the beach lots. Subject to City Council

approval, the following three types of Annual Passes would be available for purchase
beginning December 1, 2009:
• Beach Pass — Permits parking in City beach lots and meters on PCH and Beach
Boulevard. The recommended rate is $125 for the general public and $50 for
seniors.
® MPPS Pass — Permits parking only at the MPPS. The recommended rate is $150
for the general public and $50 for seniors.
• Combination Pass — Permits parking at the City beach lots, PCH and Beach
Boulevard meters, and in the MPPS. The recommended rate $200 for the general
public and $100 for seniors. Additionally, this is the only pass that offers a pro-rated
fee; a Fall Pass can be purchased, beginning September 15 of each year for $75 for
the general public and $25 for seniors.
Annual Pass fees are proposed to increase $10 per year for the next five (5) years for the
general public, and $5 per year for the next five (5) years for seniors.
Holiday and Special Event Days
A number of special event days occur during peak season between Memorial Day and
Labor Day weekends, and include events such as the Hurley US Open of Surfing and AVP.
The daily maximum at MPPS is currently $18. Staff is proposing to increase the daily
maximum rate to $20.
Fourth of July
In October 2006, City Council approved a $10 surcharge to be added to the daily maximum
rate in City beach lots and MPPS for the Fourth of July holiday. The current Fourth of July
parking fee including surcharge is a flat rate of $22 in the beach lots as well as at MPPS.
The proposed new rate is $25 in the beach lots and $27 at MPPS. The surcharge funds
shall continue to be used to fund Fourth of July activities.
Monthly Employee Parking Pass
As part of the Kimley-Horn study, a survey of monthly parking structure rates was
conducted in surrounding cities. The survey results indicate that the current MPPS
employee monthly rate of $15 per month is significantly less than in other cities where
parking rates range from $40 to $125 per month. In Huntington Beach, downtown monthly
employee passes range from $40 to $50 per month in the private structures. Staff proposes
to increase the MPPS employee rate from $15 to $20 per month, with annual increases of
$1.00 per year for the next five (5) years, commencing Memorial Day Weekend 2010.
City Beach Lots
The daily parking fees in beach lots located from Beach Boulevard to First Street are
proposed to increase from $12 to $15 in order to conform to current State Beach rates.
This rate also matches the existing maximum daily rate in our metered lots located
adjacent to the pier (Pier Plaza lots).

Main Promenade Parking Structure Proposed Rates
Hourly Rates:
Currently, the MPPS charges $2.00 per hour with a 15-minute grace period. The proposed
alternative hourly rates are as follows:
® Alternative A: A 15-minute grace period, and $1.00 per hour for the first three (3)
hours, and $1.00 every 20 minutes thereafter; or
® Alternative B: A 30-minute grace period, and $1.00 per hour for the first two (2)
hours, and $1.00 every 20 minutes thereafter.
The proposed alternative rates are intended to encourage parking turn-over, while allowing
time for visitors to eat, do errands, or shop in the downtown for a nominal fee. The above
options are presented due to the proposed elimination of the validation program.
Daily Maximum:
On June 15, 2009, the City Council approved the maximum rate in the MPPS of $12 per
day, but the approved rate is still lower than the existing beach lot maximum of $15. To
encourage beach goers to park in the beach lot instead of MPPS, staff proposes to raise
the MPPS daily maximum rates from $12 to $15 during off-peak season and $17 during
peak season when there is increased demand for parking.
Flat Rate 8 p.m. and after.-
Staff proposes an evening flat rate of $5 to be collected at entry, commencing at 8 p.m. and
thereafter. The recommended flat rate was also proposed by the Downtown Adhoc Image
Committee. A flat rate accomplishes three things: (1) encourages evening users to park in
the structure and not in surrounding neighborhoods, thereby reducing the impact of late
night activity on residents; (2) collecting at the point of entry secures parking revenue; and
(3) preventing or reducing the potential for late night disturbances by patrons who wait for
parking staff to leave after 2 a.m. to avoid paying when they exit.
Employee and Customer Validation Program:
The BID does not agree with staff's proposal of the validation program. Staff proposes to
eliminate the program as it has been a challenge to monitor and there is evidence of abuse
over the years of the validation program. The proposed short-term hourly rates
compensate for the elimination of validations. All customer validations are proposed to be
eliminated, unless mandated in an existing agreement.
The Strand Parking Structure:
Hourly Rates:
In order to assist in the direction of reducing short-term hourly parking rates, CIM Group,
operator of The Strand parking structure, proposes to change their off-peak season fees
(September 15 through May 15) from $1.00 per half hour for the first two (2) hours, to $2.00
for the first two (2) hours. This fee will be effective December 1, 2009.

The current Downtown Specific Plan and Downtown Parking Master Plan (Section 4.2.14)
states, "Any changes to the programs (parking controls such as time limits and rates) shall
be submitted to the Executive Director (of the Coastal Commission) to determine if an
amendment to the Specific Plan is necessary." As required and following standard
protocol, staff will send a cover letter to the Coastal Commission, along with a copy of the
City Council approved parking rates for public and recreational facilities within the coastal
zone. Historically, the Coastal Commission has received the approved rates and provided
no response.

WHEREAS, on June 15, 2009, Resolution No. 2009-33 was adopted, establishing a Citywide
fee for public access and use of certain City property; and
The City Council desires to amend this fee schedule to address parking issues at various City-
owned downtown parking locations as set forth in Exhibit "A" attached hereto and incorporated herein
by this reference,
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Huntington Beach
that the fees set forth in Exhibit "A" and adopted by this Resolution shall be effective immediately
following the adoption of this Resolution, and continue thereafter.
All other charges or fees set forth in Resolution No. 2009-33 shall remain in effect.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a regular
meeting thereof held on the 16th day of November , 2009.

BID Parking Study Comments
The BID has came to the following conclusions after it's board meeting June 23, 2009.
1. The parking study is not accurate as to the existing rates of some of the other cities. Some of
the parking garages in Santa Monica give 1 hour free parking and Laguna Beach only has 1 lot
that is charging$3 per hour.
2. More change machines are needed for guests to make change for the meter. Most of the Main
Street businesses are asked for change multiple times daily.
3. Meter rates do not increase.
4. The parking garage at 200 Main Street, Main Promenade, have a daily rate equal to the daily
rate for beach parking. The parking study recommends$15 daily and the BID does not oppose
that amount.
5. A flat rate after 8pm in the Main Promenade is agreeable.
6. Combination pass for beach/Main Promenade is agreeable,with the elimination of a yearly pass
for the Promenade only.
7. If a yearly pass is available for the Main Promenade it be priced the same as the beach yearly
pass of$200.
8. Beach pass used for beach lots only is agreeable.
9. Validations pricing remains the same or eliminate validation all together and offer 2 hour free
parking in the Main Promenade.
10. Offer free employee parking allowing the businesses to monitor the employees using the free
parking. Businesses to encourage employees to park on the top of the structure if security is
provided.
11. Increase the monthly rate from $15 to $30 for non-employees with a locals incentive.
12. Encourage private structures to use valet during peak periods is agreeable.
13. Encourage private structures to offer free employee parking for businesses in their building.

NOTICE IS HEREBY GIVEN THAT that a Public Hearing will be held by the City Council of the City
of Huntington Beach, at its meeting scheduled on November 16, 2009 at 6:00 PM or soon thereafter
at the Huntington Beach Civic Center, 2000 Main Street, Council Chambers for the purpose of
adopting a resolution amending Resolution No 2009-33 as re-printed below:

WHEREAS, on June 15, 2009, Resolution No. 2009-33 was adopted, establishing a
Citywide fee for public access and use of certain City property; and
The City Council desires to amend this fee schedule to address parking issues at various
City-owned downtown parking locations as set forth in Exhibit "A" attached hereto and incorporated
herein by this reference,
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Huntington Beach
that the fees set forth in Exhibit "A" and adopted by this Resolution shall be effective immediately
following the adoption of this Resolution, and continue thereafter.
All other charges or fees set forth in Resolution No. 2009-33 shall remain in effect.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a regular
meeting thereof held on the day of ' 2009.
All interested persons are invited to attend to express their opinions for, or against, the proposed
fee revisions with written or oral comments. Written communications to the City Council should be
