SUBJECT: Approve and accept $15,000 of grant funding from the Fireman's Fund
Insurance Company Heritage Grant Program and a matching donation
of $15,000 by the Robert Mayer Corporation for purchase of self-
contained breathing apparatus (SCBA)
Statement of Issue: City Council approval is requested for acceptance of $15,000 in grant
funding awarded to the City by the Fireman's Fund Insurance Company Heritage Grant
Program and a matching donation by the Robert Mayer Corporation for the purchase of self-
contained breathing apparatus. This equipment will be used by the Fire Department.
Financial Impact: The Fireman's Fund grant amount is $15,000 and does not require any
matching amount by the City. The donation provided by the Robert Mayer Corporation is
also $15,000.
Recommended Action: Motion to:
A) Approve and authorize city staff to accept and expend the Fireman's Fund Insurance
Company Heritage Grant award of $15,000; and,
B) Approve and authorize city staff to accept and expend the $15,000 donation from Robert
Mayer Corporation.
Alternative Action(s): Do not accept the grant award or donation.

Analysis: In September 2010, the City was notified that the Robert Mayer Corporation and
the Fireman's Fund Insurance Company each wish to donate $15,000 toward purchase of
Fire Department equipment. At this time, City Council authorization is requested to accept
funding from these sources, which will be used for the purchase of replacement firefighter
self-contained breathing apparatus (SCBA).
The Fire Department has immediate need for this equipment. The Department's existing
SCBA equipment is nearing fourteen (14) years old, having been purchased as far back as
1997. With recent budget reductions, it is increasingly difficult to obtain this essential
equipment. By accepting these grants, it will save the city $30,000 in the equipment
replacement fund which can be used in other essential areas. SCBAs are mandatory for
firefighter respiratory protection during emergency firefighting activities. Accepting this
funding allows the Fire Department to be better equipped for emergency responses and
rescues, thereby ensuring greater safety for our citizens and visitors to the community.
In addition, the acquisition of the new SCBA equipment will also directly benefit an area
beyond the borders of Huntington Beach. The City maintains automatic aid response
agreements with surrounding cities and communities, including Costa Mesa, Newport Beach,
Fountain Valley and the Orange County Fire Authority. As part of these agreements, the
Department provides reciprocal emergency responses to neighboring jurisdictions.
Acceptance of this funding does not require any matching funds from the City of Huntington
Beach.
