SUBJECT: Approve and authorize acceptance from the United States Department of Health
and Human Services (DHHS) of $277,468 in Federal Metropolitan Medical
Response System (MMRS) Funding for training and the purchase of equipment
and suaDlies
Statement of Issue: On September 3, 2013, the City Council approved Resolution 2013-48
adopting the FY .2013/14 budget. Section 9 of this resolution requires that any grant awards
exceeding $100,000 require City Council approval. At this time, approval is requested for
acceptance of $277,468 in Federal MMRS funding.
Financial Impact The United States Department of Health and Human Services (DHHS) is
offering the City $277,468 in Federal MMRS funding for training and the purchase of equipment and
supplies. No general fund expenditures or matching funds are required.
Recommended Action: Approve and authorize staff to accept $277,468 in Federal MMRS funding.
Alternative Action(s): Do not approve acceptance of the funding.
Analysis: In 1997, after numerous hearings on the increased threat of terrorist incidents on U.S.
soil, the United States Congress passed legislation providing funding to enhance the capability of
federal, state and local emergency responders for incidents involving nuclear, biological and
chemical terrorism. The 120 most populated U.S. cities were offered funding to enhance their
ability to respond to and manage such emergencies, referred to as Weapons of Mass Destruction
(WMD) incidents.
On September 4, 2001, the City Council approved entering into an agreement with. DHHS for
$400,000 to develop an MMRS Program. This program has been in place since that time and
provides a comprehensive plan, specialized equipment and training to manage WMD incidents
within the City and County.:
At this time, DHHS is offering $277,468 in additional MMRS funding. This funding would be used to
purchase the following items: ,
® Handheld computing devices which integrate into electronic medical reporting system,
$66,200
e Individual first aid kits for large mass casualty incidents, $32,500
® Mobile radios for use in emergency response apparatus, $29,400

Analysis (continues!):
Specialized emergency medical system response vehicles for use in high density events
where regular fire apparatus cannot respond, $43,000
Hazardous materials response equipment and clothing, $1,500
Urban Search and Rescue (US&R) equipment for specialized heavy rescue, $104,900
The City Council is requested to approve and authorize City staff to accept this funding.
