Subject: Permit to Construct Coast Highway Trunk, Reaches 1 and 2, Huntington Beach Enclosed is an application for a permit for County Sanitation District No. 11 to cause the design and construction of a major interceptor, Coast Highway Trunk, Reaches 1 and 2, located totally within the Coastal Zone in Huntington Beach. The pro- posed facility will presently take one District pump station out of service and ultimately many smaller City pump stations . The drainage area to this interceptor will ultimately serve about two-thirds of the City of Huntington Beach. Enclosed with said application are the following: 1. Application for Permit 2. BOX 8127 10844 ELLIS AVENUE FOUNTAIN VALLEY, CALIFORNIA 92708 Q14) 540-2910 (714) 962-2411 On January 11, 1978 the Board of Directors of Sanitation District No. 11 adopted the proposed Coast Highway Trunk route for Reaches l and 2. The District Board requests concurrence of the route alignment from the Coastal Commission in the public interest as being the least environmentally sensitive, the most economical and having the least impact on traffic and commercial enterprise . Attached is a map delineating Reaches 1 and 2 of the proposed Coast Highway Trunk which is planned to run along the east side of Brookhurst Street in a southerly direction from Plant No. 2 , thence under the Coast Highway to the old Pacific Electric right-of-way. The alignment will thence go westerly in the beach area, siphon under the Edison Company ' :> steam plant ocean outfalls to Beach Boulevard , thence through the City' s beach parking lot to Lake Street. The project will require tunneling underneath the Coast Highway to the northerly side of the Lake Street and Coast Highway intersection. The Newland Street Reach will be constructed northerly under the Coast Highway and align itself on the east side of Newland Street, terminating at the Newland-Hamilton Pump Station at a depth to deactivate the pumping station, thus reducing the District ' s on-going annual maintenance and energy cost. The District ' s staff and consulting engineer have coordinated with the major affected agencies such as the City of Huntington Beach, Caltrans, Southern California Edison Company, the California Department of Parks and Recreation, California Department of Fish and Game, the Regional Water Quality Control Board, and the County of Orange for necessary permits, easements and coordination. Upon securing the Coastal Permit and preparing final plans and specifications, construction will begin at Plant No. 2 and Brookhurst Street this summer. The length along Coast Highway will be constructed from mid-September to the end of March, 1979, •- thereby avoiding construction during the Easter vacation and summer months . SECTION VII. Development's Consistency With California Coastal Act of 1976 1. The California Coastal Act of 1976 provided in Public Resources Code Section 30604(a) that a coastal development permit shall be issued if the Regional Commission finds th the proposed development is in conformity with the provisions of Chapter 3 of the Act and will not prejudice the ability of the local government to prepare a local coastal program that is in conformity with the provisions of Chapter 3 of the Act. Upon connection to the District ' s sewer, the Department will be required to enter a contractual agreement for the convey- ance and treatment of wastes (user charge) as required by the Clean Water Act of 1972 (PL 92-500) and the District' s Use Ordinance. This connection agreement will be similar to the existing agreement for Bolsa Chica State Park. Construction should begin this summer in Brookhurst Street and cross Coast Highway after Labor Day to the Department' s property, It is requested that the Brookhurst Street exit from the Park be closed until after construction passes that point (maximum of two months) . RECOMMENDED ACTION: It is recommenaed that the City Council approve in concept the County Sanitation Districts' proposed alignment for the Coast Highway Sanitary Sewer Trunk Reaches 1 and 2. ANALYSIS : ,,-�During the past 6 months City staff has been working with the County \VSanitation Districts ' consultant in resolving the potential problems inherent in the construction of the proposed Coast Highway Trunk. Meet- ings were held too with Vince Moorhouse -relative to the unique problems of the Coast Trunk alignment proposed through the beach parking lots . The potential loss of revenue and the effect of the proposed project on the existing landscaping were thoroughly analyzed. - An alternate alignment of the Trunk Sewer within the Pacific Coast Highway roadway was also considered. The tremendous increase in cost of this alternate alignment ($2 , 300 ,000 vs. $1,700 , 000) and the horrendous effect on traffic was such that further serious 'consideration was dropped . It is the opinion of City staff that the proposed alignment as identified on the map accompanying Fred Harper' s letter of Jan. 27 , 1978 addressed to the City Council (copy attached) is the most reasonable and should be adopted by the City Council . The final EIR for the sanitary sewer Master Plan which included Reaches 1 and 2 was adopted by the Board of Directors and certified in July, 1977 . ALTERNATIVES: It is possible for the Coast Highway Trunk Sanitary Sewer to be constructer within the roadway of the Pacific Coast Highway . It is, however , un- economical. and would have a most disasterous effect upon traffic utilizing the Coast Highway. Moorhouse, Director Public Works Harbors, Beaches Development Subject SEWFR CONSTRUCTION CONDITIONS-- Date February 1, 1978 BEACH PARKING FACILITY Pursuant to our meeting at the Orange County Sanitation District Offices on January 19, 1978, I have attached the sewer construction conditions which this department would want fulfilled if the sewer line were to be constructed in the beach parking lot from Beach Boulevard to Lake Street. I still have serious reservations as to whether the City should allow this sewer line to be constructed on City property for the following reasons: 1) The detrimental affect on the extensive planting areas that have taken several years to stabilize. 2) Allowing a major sewer line to be placed in City property that I feel should be in the street, thereby possibly encumbering the future use of that property. If this were a private piece of property, there would be some question as to damage to the value of that property by allowing a major trunk of this size to be located in it. On the other hand, this property will more than likely always, be used for parking. The only thing is that it does eliminate some options in future years and no one can foresee that far ahead. 3) Disruption of the public use of the facility, most particularly the camper location. ifC:l At our meeting on the 19th, Orange County Sanitation staff did assure us that all of my concerns could be mitigated and that I would submit to you our requirements for placing the line in the City's facilities. I fully recognize the financial impact to the taxpayer and the savings that can be afforded by placing the line in the parking facility and also the fact that the Sanitation District has agreed to meet the City's conditions. I would +. hope that we could get this project implemented and completed in order that we can get the facility back to normal as soon as possible. The major concern is timing and construction dates, with severe penalties if the facility is not open by March 31st. In fact, at no time would we want the entire facility completely closed and it is my understanding that would not occur. Of additional concern is that we would want one of our own people to inspect the work as it is being constructed, particularly as it applies to curbs, plants, backfill, etc. You are well aware of some of the problems that existed during construction of the parking Facility that were overlooked and we do not want to repeat that exercise in that the City must live with the end result.
