The City of Huntington Beach , under date of March 17, 1967, con- tracted with James M. Montgomery, Consulting Engineers, Inc., to make a study and submit a report on control and telemetering for the City of Huntington Beach water, storm drainage and sewage collection systems. =, Scope of Report. II. A. The scope of the report is outlined as follows: 1. Water system facilities. 2. Storm drain stations. i 3. Sewage lift stations. 4. Control and telemetering system. 5. Telephone service . 6. Cost of telemetering system. B. In considering any telemetering system of the magnitude j required', for :he telemetering of functions for essentially three systems as extensive as that of the City of Huntington Beach, a number of factors are involved; namely, 1. ThL- physical lccation of the water, storm drain and sewer lift facilities. 2. The correlation between the production and booster pumping facilities and their respective reservoir, and the requirements of the water system. 3. Storm drainage system. 4, Sewage lift stations. 5. The number of telemetering functions required for proper system analysis and warning indications. 6. Water System Facilities The present water system is composed of three storage reservoirs; 4:1 namely, Overmeyer, Golden West and Peck. At each of these reservoirs are pumping stations which pump directly into the system. The pumps at the Overmeyer and Golden West pumping stations are k controlled by the pressure on the system. The gas engine driven pumps at the Golden West Pumping Station run continuously and the speed is controlled by pressure on the system. The electric motor driven pump is controlled by a time clock. The gas engine driven pumps at Peck Reservoir are controlled by time clocks and, when running, the speeds of the pumps are controlled by pressure. The Overmeyer Reservoir is filled from a connection to the MWD West Orange County Feeder by use of a pressure reducing valve. The .l Golden West Reservoir is filled by the production from Golder West Wells Nos. 3, 4 and 5. The wells pump directly to a forebay and are controlled by the level in the forebay, while the motor driven pt.mps at the forebay pumping station arc controlled by the level J in the Gn1den West Reservoir. The Peck Reservoir is filled from the production of H.B. Well No. 2. The well pump is controlled by the water level in the reservoir. It is also possible to fill the reservoir from the system. Additional well water is supplied by four wells; namely, Dyke j Well, H.B. Well No. 1, H. B. Wen No. 3 and H. B. Well No. 4. These well pumps run continuously, pump directly into the system and arc controlled manually. Additional water is purchased as required from MWD through two connections on the West Orange County Feeder and one connection on the East Orange County Feeder. The flow of water at each of the above connections is controlled manually, being supplied through a pressure reducing valve to the City of Huntington Beach system. Two reservoirs of 15 and 20 million gallon each, along with pumping station., are planned for future installation. The 20-mg reservoir is to be located near the MWD connection on the East Orange County Feeder. The reservoir is to be filled from this connection and the pump at the pumping station will supply water into the system, The 15-mg reservoir and pumping station is planned to be located in the Balsa Chico Gun Club area. The reservoir is to be filled from the system and held as storage, then pumped out into the system as required by system demands. It is also planned to establish several additional pressure points on the system. These points are shown on Plate I. y —y� IV. Storm Drain Stations. 'y The storm drain system consists of 14 pumping stations; namely, Adams, Atlanta, Banning, Flounder, Hamilton, Heil, L-idianapolis, Marilyn, Meredith, Newland, Scenario, Shields, Slater and Yorktown. At each station the main pumps are driven by one or more gas engines. The engines are started automatically by the water level in the wet well and the speeds of the engines are con- trolled by a float in the wet well connected to the throttle of the engines to maintain a safe level. There is a total of 31 engines presently installed with provisions for a future instal.ation of 13 additional engines in the 14 stations. All stations discharge drainage water into flood control channels. V. Sewage_Lift Stations. The sewage lift system consists of Z2 pumping stations numbered 1 to 22, inclusive. Stations Nos. 23 and 24 are now being designed, and for the purpose of this report,will be considered as existing. At each Ftation,the motor driven pumps care controlled automatically by the level in the wet well. The sewage is discharged into the Cityts trunk sewer system. AVI. Control and Telemetering System. A. General. Recommended telemetered functions, metering, .-� control, alarm and' supervisory indications, are shown it!. a J block diagram, Plate Nos. II and III, for each location of a water system., storm drain station and sewage lift station facility. Metered functions are shown as being recorded, control functions by a switch and supervisory functions by a light indication (red light - pump or engine running; amber light - i alarm). -j B. Water System. Since all of the pumps at the various pumping stations, whether electric or gas driven, are automatically controlled, the only telemetered information needed are irdi- cations of whether or not the pumps are running, or failures. The water level at each reservoir is to be telemetered and recorded at the Central Headquarters with an attending hi-low level alarm with the exception of the forebay, where only a low level alarm is indicated. J H. B. Wells Nos. 1, 3 and 4 and Dyke Well are to be controlled from the Central Telemetering Board. H.B. Well No.2 will be -3- t r controlled automatically by the existing probes in Peck Reservoir; however, the well pump can be started and stopped from the Central Telemetering Board, provided the probes are in service. The Golden West Wells Nos. 3, 4 and 5 ,Y presently are controlled automatically from the water level in the forebay. Well pumps that are running would be shown by supervisory indications at the Central Telemetering Board. 04 System pressure at the Overmeyer and Peck Pump Stations will be transmitted and recorded at the Central Teleinetering Board. A power failure alarm will be provided at the Golden West Wells and Forebay Pump Station since the well and booster pumps at this location are all on electric power. There also will be provided from the Golden West Reservoir a preset low level alarm to be transmitted to the Central Telemetering Board and also to the home of an operator on call. C. Storm Drain Stations. The vet well level of each station will be transmitted and recorded along with hi-low level alarms, together with indication of the engines that are running, at ~he Central Telemetering Board. The recording of wet well water levels will be a permanent record of the performance of the station as well as an indication of the need for additional pumping facilities. i D. Sewa e LiftStations. All sewage lift stations will be equipped so ae to transmit a common alarm indicating either a high level in the wet well or a preset level in the dry well. The common alarm transmitted to the Central Telemetering Board will be shown on an alarm panel. The alarm panel will receive only the alarm conditions transmitted from the various lift stations, setting it apart from the oiher alarm functions _., received from the water or storm drain systems. There .� Jare presently 24 lift stations. Provision will be made on the alarm panel for 16 future: alarms. At Sewagc Lif t Station No. 9, the wet well level will be transmitted and recorded at the Central Telemetering Board in addition to the alarm function. E. Central Telemetering' Board. It should be noted that the board is arranged so that metering and supervisory functions pertaining to each system, namely, water, storm drain and sewage, have been assigned to its respective panel. There are several reasons for this arrange- ment: (1) recording, indications and alarms for each system are separated and can be readily distinguished; (2) the tele- metering system can be installed by increments for each system or the three systems may be installed in phases. The Central Telemetering Board would be located as shown ox Plate I. F. Tone E,Suipment. The transmission and receiving of signals for the metered functions, supervisory indications, alarms and control functions, will utilize tone equipment of the solid state type for sending and receiving audio frequency signals over telephone lines as shown in the block diagrams, Plates II and III. The tone equipment at the Central T,elemetering Board will ^j be installed on swinging racks in the rear of the panels where they will be readily accessible for testing and maintenance. The tone equipment installed at the various stations will be enclosed ir. wall-mounted cabinets. VII. Telephone Service. The transmission of signals for the telemetering system will be over telephone lines. The number of telephone circuits required for transmission of signals from the various stations are shown .J on Plate I. The General Telephone Company serves the entire area of the City of Huntington Beach. These stations are located in the Long Beach Telephone Exchange area. The telephone charges for this circuit are broken down as follows: from the location of the stations to Long Beach Central Office, $37.00; from Long Beach Central Office to Huntington Beach, $42.00; making a -"j total of $79.00 for the transmission of three functions. We recommend that these functions be eliminated for the present from the telemetering plan due to the excessive telephone charges. A nonrecurring installation charge of $15.00 per termination will apply. At present, there would be 45 terminations. The total cost for ter rr.inations would amount to $675.00. VM. Estimated Cost. Montgomery, Inc.. regarding a control and telemetering system for water, newer and drainage facilities. The system will provide for the telemetering of information for 24 ",.ier lift stations, 14 storm drain pump stations and the water system. • At the present time we are frequently advised of a malfunction of a _ station by a resident who la inconvenienced by a nonoperating pump or. low water pressure. The crew is immediately dispatched to locate the source of the problem and to immediately correct the situation. However, in spite of quick action on the part of the maintenance forces, property damage may result. The same situation of course may occur involving the storm drainage pump sta- tion. Additionally, the water system at the present time requires a corzi.der- able amount of manual control and many miles of travel on the part of the maintenance personnel. The control and telemetering system outlined in the report will reduce the need for additional personnel and vehicles to maintain and check the operation of the tree systems. It will also enable the City to provide more consistent service for the residents of the City. The estimated cost shown on the report of $1.1.4,0001 which has been revised to account for increased cost of labor and materials, would provide 1'{+r the ultimate system and would .include the central telemetering board ton+: rquigGent, both transmitting and receiving, and the installation of all the Lalemetering equipment at the exist- ing locations.
