As the excavation moves across the intersection, eastbound through traffic would be reopened, followed by westbound through traffic as soon as the excavation clears the intersection. This would: • expedite the crossing over staged construction and reduce the duration of impact to motorists and adjacent businesses; • avoid impacts to summer and beach traffic motorists who may not be familiar with the area; • complete the crossing while school is still is session; • avoid conflicts with the Slater Avenue channel construction scheduled to begin on June 5th. Analysis OCSD is constructing a 36-inch diameter sewer approximately 20-feet deep in the center of Goldenwest Street. Earlier this week, Public Works staff met with OCSD staff and their contractor, Ken Thompson, Inc., to explore ways to expedite their project. Our discussion focused on the upcoming crossing of Warner Avenue and the extensive construction of a manhole in the center of the intersection. G:ENG\BROHARD\WARNER CLOSING FOR OCSD Originally, the crossing of Warner Avenue was scheduled during the holiday season in 1999. The original plans called for the crossing of Warner Avenue to occur in multiple phases over, 12 weekends, while keeping one lane open for through traffic on Warner Avenue. Twelve weekends were required because the hours of construction were limited to between 9:00 a.m. to 4:00 p.m.; Saturdays and Sundays. This time limit also required the contractor to set up and break down his traffic control and to have his trench backfilled and plated each day. The length of time required for this staged construction would be very disruptive to both motorists and to adjacent businesses. Additionally, the contractor's extremely large excavator, 55-feet in length in the closed position, would likely block the majority of Warner Avenue. Under the recommended plan to cross Warner Avenue in one continuous pass, the contractor will post changeable message signs on Warner Avenue on May 16th; advising motorists of the upcoming closure. The contractor will also coordinate with the City's Police and Fire Departments, adjacent businesses, the Post Office, schools, OCTA and Rainbow Disposal.
