SUBJECT: Approve and authorize execution of an agreement with Southern California
Edison, granting an easement on City owned lots occupied by the Warner
Avenue Fire Station and the adjacent parking lot due to construction of the
Warner Avenue Gravity Sewer and Lift Station C project, CC-1370
Statement of Issue: It is necessary to grant an easement to Southern California Edison (SCE) for
their relocated infrastructure, due to the City's construction of the Warner Avenue Gravity Sewer
and Lift Station C, project CC-1370.
Financial Impact: This agenda item has no financial impact.
Recommended Action:
Approve and authorize the Mayor and the City Clerk to execute a "Grant of Easement" agreement
with Southern California Edison, due to construction of the Warner Avenue Gravity Sewer and Lift
Station C located on the City owned lots APN 178-651-30 and APN 178-651-06.
Alternative Action(s):
Reject the easement agreement and provide staff with alternative action.
Analysis: On August 19, 2013, Council awarded the Warner Avenue Gravity Sewer and Lift
Station C Project CC-1370. Construction of the proposed Lift Station C requires the relocation of
an existing SCE underground service, therefore, an easement for the relocated service is
necessary.
Environmental Status: The Warner Avenue Gravity Sewer and Lift Station C Project CC-1370
has been issued a Coastal Development Permit from the California Coastal Commission, and an
approved Mitigated Negative Declaration form the City of Huntington Beach Zoning Administrator.

ground enclosures,markers and concrete pads and other appurtenant fixtures and equipment necessary or useful for distributing
electrical energy and for transmitting intelligence by electrical means, in, on, over, under, across and along that certain real
property in the County of Orange,State of California,described as follows:
FOR LEGAL DESCRIPTION,SEE EXHIBIT"A"ATTACHED HERETO AND MADE A PART HEREOF.
Grantor agrees for himself,his heirs and assigns,not to erect,place or maintain,nor to permit the erection,placement or
maintenance of any building, planter boxes, earth fill or other structures except walls and fences on the above described real
property. The Grantee,and its contractors,agents and employees,shall have the right to trim or cut tree roots as may endanger
or interfere with said systems and shall have free access to said systems and every part thereof, at all times, for the purpose of
exercising the rights herein granted; provided, however, that in making any excavation on said property of the Grantor, the
Grantee shall make the same in such a manner as will cause the least injury to the surface of the ground around such excavation,
and shall replace the earth so removed by it and restore the surface of the ground to as near the same condition as it was prior to
such excavation as is practicable.

Southern California Edison Company has retained Spectrum Land Services to acquire rights of
way to install Edison's electric distribution facilities.
In response to a request for electric service,we will need an easement to permit the construction
and maintenance of electric facilities to the above-mentioned location. The enclosed plat shows
the location of the proposed facilities.
You will find enclosed an original and one copy of a Grant of Easement document. Please have
the original Grant of Easement executed, have the signature notarized, and return to me in the
envelope provided. NOTE: The notary public must spell out each name exactly as they appear
on each signature line and the notary stamps must be clear and legible to be accepted for
recording by the County Recorder's Office. Failure to promptly return the executed easement
to this office may delay the energizing and scheduling of the facility installation. The plat
and copy of the easement are for your files.
