Statement of Issue:
The Sewer Lift Stations are in need of a reliable portable emergency power source.
Funding Source:
Funds to be transferred from the unencumbered Sewer Fund balance.
Recommended Action:
Motion to authorize the Director of Finance to transfer $50,000 from the unencumbered
Sewer Fund balance to purchase new equipment.
Alternative Action(s):
Deny the transfer and do not approve the purchase.
Analysis:
The sewer lift station system lacks a reliable emergency energy source to keep the pumps in
operation in the event of a power failure. This condition could be remedied by the purchase
of two portable emergency generators and accessories. E

Currently, emergency power for the system is provided by three small generators, which
were acquired through military surplus purchases in the 1960's. These units are inadequate
and unreliable. They should be replaced by two modern units of sufficient power to operate
each lift station for an extended period of time.
Sufficient funds for the purchase of these units, and the appropriate accessories, are
available in the undesignated Sewer Fund balance. Staff intended to include emergency
generators as part of the rebuilding of the lift station system, however, because of restricted
lot size at many of the station locations and cost constraints, the acquisition of portable
generators is now the most efficient solution.
COUNCIL POLICY REGARDING REQUESTS FOR AN APPROPRIATION OF FUNDS:
As adopted by the City Council in March 1998, all requests for appropriation of funds must
meet one of the following criteria: 1) The request is for an unanticipated emergency, 2) the
request is required to implement labor negotiations, or 3) The request will be offset by related
new revenues.
The new appropriation being requested is for an unanticipated emergency.
