Ni-spring floods revealed the need to make minor improvements at the critical Banning and Meredith storm drain pump stations. These include (1) the addition of a third emergency „backup° engine at Banning for $35,000 and (2) the replacerent of a smp ptmp at Meredith for $3,000.00. Drainage funds are available for these projects because district 7EH runoff waters flow to the Banning station and tha Meredith station Lies within the boundaries of the old Talbert drainage district. 2. The recent flooding and long term prbblems with our storm dram maps have combined to emphasize the need to install a telenikering (emergLmey alarm) system for the City's storm drain pump station network. 'This system will prmide the flood control staff with advanced warning of station problems (fire, flood, etc.) or Ong pump failure. It will enable them to take immediate action to prevent severe station damage and/or pu;p failure. + F[JNDUC : I$35;000 drainage district 7EE: funds (Banning engine); $3,000 7dl.bert draina—ge funds (Meredith sum pump). 2. ACTION s Date October 28, 1982 Submitted to: honorable Mayor and City Council CITY GUUN Submitted by: Charles Thompson, City Administr tj? BY Prepared by: Paul K. Cook, Director of Public ork Subject: Drainage District 7I Fee Revision , 1 ci 3 Statement of Issue, Recommendation,Analysis, Funding Source,Alternative Actions,Attachments: Statement. of Issue: The: Drainage District 7I fee is in error and needs to be revised to reflect the actual cost per acre of undeveloped property. Recommended Action: (1) Adopt the attached resolution revising the City's drainage fee schedule and repeal Revolution No. 5074. (2) Reduce the .credit for drainage fees for Tract 11861 from $24 , 120. 75 to $16,635.00 in Reimbursement Agreement 82-D2. F Analysis: The City Council has adopted the L.D. King Study of October, 1979, as the City's Master Plan of Drainage. After a current review of the number of undeveloped acres remaining within Drainage District 71 , an error was discovered in the study. The L.D. King Study showed 40 un- developed acres, but in actuality there are approximately 70 undeveloped acres. Therefore, thn drainage fee should be reduced from $7,250 an acre to $5,000 an acre to compensate_ for the error. Since the L.D. King Study was adopted, there have not been .any drainage 'I fees collected at the higher rate; bit there has been a reimbursement agreement (No. 82-D2) adopted by City Council. Thus it is necessary to 1 reduce the amount credited for drainage fees for Tract 11861 from $24 , 120.75 to $16 ,635.00. This will allow a maximum rcimbursenl^nt to the developer of $59, 140. 50. CiTr CLI.It Statement of Issue, Recommendation,Analysis, Funding Source,Alternative Actions: Statement of Issue: In order to. construct the needed storm drain and sewer systems in the I j Gothard/Talbert industrial area, condemnation of property for the storm y drain and sewer easement must be accomplished, because the property owner will not dedicate the necessary easement. Recorunended Action; Authorize the City Attorney to start condemnation proceedings for the storm drain and sewer easements across the Foss/Pons property, and .authorize staff to prepare a reimbursement agreement with the affected property owners. Analysis: on December 4, 1978, the City Council authorized Hall & Foreman, Inc. , (Consultant Engineer) to di-ty ign the Gothard/Talbert storm drain and sewer systems. The construction drawings were complete and the affected property owners were contacted for the granting of storm drain and sewer easements. ..Easements were received from two of the affected property owners, but Mr. Foss and Mr. Poss did not want to commit themselves to , the granting of any easements until their pending litigation with the City was resolved. { Landowners in the area are anxious to develop their properties, but j cannot do so until the Foss/Pons easement is obtained. Therefore, we recommend that condemnation proceedings be initiated as soon as possible. This procedure which .includes an appraisal, resolution of necessity, and an order of iuunediate possession will take approximately four months. k In the meantime the landowners who wish to develop their properties can proceed with administration for the construction of the proposed st:7rm drain and newer lines within the City's proposed alignment. Reinforced concrete pipe takes at least three months to manufacture and deliver. Therefore, at the time the City receives an order of immediate possession the storm drain pipe will be available for installation by the developers. Pilo ans 1 ---A Request for Council Action Storm Drain and Sewer Easement CC-481 August 23, 1979 f Page 2 Since the storm drain system is a part of: the City's master plan, the cost of the construction can be credited against the developer's drain- age fe•:s and any excess construction costs could be recovered through a reimbursement agreement with the City. Many storm drains and sewers have been constructed in this manner in the past. Alternatives: (1) Do not proceed with condemnation for an easement through the Foss/ Poss property, but construct parallel sewers and storm drains on the north and south properties adjacent to the Foss/Pose property. The "problem with this alternative is two fold. First of all, ease- ments have not been acquired from the A to Z Wrecking Yard property . owners or from Foss/foss. Easements would be needed from both pro- perties in order to accommodate -the storm drai-n and sewer. Secondly, because of the parallel construction of lines, the project would cost approximately $70,000 more than the primary alignment. (2) no not proceed with the condemnation of: the easement. This would prohibit development south of the Foss/Pass property until an ease- ment is granted. II (3) Authorise the Public Works Department to administerr.the construction project. Under this alternative the storm drain could not be built before this winter because of the required formal bidding procedure and following required council action. Private developers are not } subject to the restrictions that the City is subject to in advertis- ing, bidding and awarding a contract. Funding: Costs for the appraisal and condemnation would be financed with the City's sewer and Drainage District 9 funds. As of. June 30, 1979, Drainage District 9 had $500,000t. Setting aside i $100,000 for the Slater storm drain pump station equipment and $200#000 for the building, and also $110,000 for the Talbert Avenue storm drain, east of Gothard Street, whi: '* will be constructed wit4 the Talbert AHFP project this fall, the drainage district has $170,000- which is sufficient for the proposed project along and through the Foss/foss property. j 1 1 P" t T♦5 R ..::I... .lw , i. For the City Council' s benefit, the following is a history of the most' recent decisions on drainage within the area shown on the attached map. r 1. During_ths winter of' 1977--78 the "A to Z" Wrecking Yard property was ;-flooded due to grading of the Foss/Puss property. A remedial drainage system was constructed on the Foss/Foss property. flow- ever, litigation for the prior flooding was undertaken by "A to Z" naming the City and Foss/foss at fault in the matter. 2. On 10/2/78, the City Council authorized the -design of the subject + storm drain by Hall & Foreman, Inc. This design has been completed. 3. East month, the City Council authorized condemnation proceeding 1 fGr,.a drainage easement across the Foss/Pons property. They also authorized the preparation Of a reimbursement agreement with Manthei/Buccella whereby M/e would install the subject storm drain . system in conjunction with the development of their property in the area. However, M/B in their letter of 9;7/79 said they are no longer interested in installing the drain because of the City code requirement that only 90% of the total cost is reimbursable to them. It is their contention that the City should proceed with the. acquisition of easements and condemnation where necessary as Well as letting a contract for construction of the storm drain system. Alternatives I have analyzed the matter and feel there are many alternatives for the City as follows: ` 1. Proceed with acquisition of easements and construction of the en- tire drain from Gothard to Talbert. I do not .favor this alterna- tive because it puts all the burden on the City when the property owners along Gothard will be the primary benefactors. I feel that all easements including Foss/Pose should be dedicated at no cost to ':•ie City before the City would construct the drain. The total cost of this drain is estimated at $275,000.00. 2. Do not participate in any way with the storm drain system, leaving it to future developers to install on- a reimbursement basis. I do not favor this alternative because it indicates bad faith on ; the part of the City who has in the past supported the project by acquiring some easements and having the storm drain design completed. In addition, the City Council. has indicated support for light industrial development in the area. 1 • f r folio Yi. memo to Floyd G. Ooa.,itU Sept. 25, 1979 ' i Page 2 j 3. Proceed with a contract to install a storm drain from Gothard easterly to the railroad as shown on the attached map. An ease- ment for this construction has already been granted. I am in favor of this alternative because it will allow approximately 50 acres to develop at a cost of only $] 25,000. 00. This cost will be: recouped by the City in a reasona4ly short time through the payment of drainage fees for these 5.0 acres. This alternative will not require the condemnation and payment for any other ease- meet from a private property owner. The remainder of the storm drain system from the north side of the Foss/Poss property to Talbert Ave. could be installed by a _ .. developer on a reimbursement basis or by the City after all ease- Ments have been granted. ne Oommendation It is my recommendation that the City Council approve Alternative No. '3 as described above and authorize staff to complete plan and specifications for their approval as soon as possible. CC-4 81 After reviewing the ":anthei/Huccella letter of September 70 1979 the following actions ar s reco mm ded The tributary area for. the Gothard/Talbert storm drain is for the most part undeveloped, vacant industrial property. Thd natural drain- age 'course has not been altered ,except for the grading of the Foss/rosy property. Because of thisgrading the A tq Wrecking Yard building south'..of the Foss/foss property was flooded two winters ago. As a result'o£ the flooding Foss/Poss. constructed, a 24" and - 36". diameter corrugated metal pipe drainage 'system through. their property to remedy .;-.the"*flooding. Therefore,, .t U_.' recommended 'that as i a e 'area develops t ow!)erg- e rpqu re to a cats-easements and construct the necessary storm drains. Since Man"hei/Ruccella indicated in their letter that. there is no incentive for them to construct the necessary storm drain-'system (there- .-''•foren ot developing their property) , it is recommended that the City not; procF,ed with the condemna'.• ;.an for the storm drain and sewer easements across the Foss/foss property. There is no reason for us to purchase 'the easement at this time, because we could require it later as. a condi- ; ' ; tion'.of"development of the Foss/Poss. property. It is his residence, and . tie also has his office there. Accompanying this letter is a copy of the letter I sent to Mr. Foss. lie didn't feel that; we needed to meet at the property to make an inspection. However, I did leave an opening for future f. contact, if that mould be his choice. For preliminary evaluation purposes , I believe there are two y methods of analysis: First, the land would have value for continued incidental ir.dustr;al type storage purposes, and the easement acquisi- ticn would be 50% of the fee value for this limited type of industrial use. Second, and subject to review by the City At•torr;cy, I would estimate the Proposed acquisition as 50% of the fee value i. for all of the industrial uses to which the: land is available and adaptable. 1 .. Please note that sail tests and a title report have not been re- viewed. Both of these could be pertinent in the two evaluations. And, the area of the easement is an estimate, and is subject to a E City Engineer 's calculation. The value conclusions are contained on the following page, SUMMARY OF EVALUATION. I have added a third alternate which requires re- view by the City Attorney. RECOMMENDED ACTION: f it "is recommended that the City Council approve the expenditure of $17,000,.for the purchase of a new gear. head for one of the pumps at th'e Banning Avenue Storm Drain Pump Station. ANALYSIS: We, have.•contacted the two manufacturers of the types of pumps used at } our, etorm drain pump Atations in order to obtain prices for repairor replacement of a failed gear head. The results of our contacts are as j; follows: 1. Repair the existing Philly FP 21 gear drive to new condition With delivery within 24 weeks; estimate cost $17,000. . , 2. • Furnish and install a new Philly FP 21 gear drive with delivery within 26 weeks; cost $22000. 3.: In lieu of Philly repair or replacement, furnir.h and install a new Amarillo 1200 gear drive with immediate delivery; cost $17,000. We feel it is in the best interest of the City to obtain the Amarillo 1200 gear drive in the amount of $17,000. ► : Funds had 'been requested in the 1977-78 budget for repair or replacement of pumping facilities. However, the decision was made that rather than budget for specific items such as these, if the need arose the Contingency Fund would be used accordingly. ALTERNATIVES: I Due to the age and condition of the failed gear head we have no alterna- tive but to replace it under one of the options referred to above. Oelsito, City Administrator FROM: H. E. Hartge, Director of Public Works DATE: December 16, 3,977 SU83ECT: O13 Town Storm Drain Phase III STATEMENT OF'PROBLEM: Increasing development of vacant land adjacent to areas subject to flooding is placing added emphasis on need to complete Old Town Storm Drain System. RECOMMENDATION ACTION: Authorize a loan to Drainage District. AG in the amount of $300,000 from the Reserve Fund reimburrrible with interest from drainage fees to be collected within Drainage District 8G. ANALYSIS: As shown on tho attached map Phase I of the Old Town Storm Drain System was , completed April, 1977 at a cost of $720,000.00. Phase II was awarded September, 1977 in the amount of $606,000.00. Phase In is estimated to cost $700,000.00. Whan constructed Phase III as shown on the attached map will complete the "backbone" (( of the Old Town Storm Drain System. Other peripheral projects required to complete the entire old Town Storm Drain System are estimated to cost $550,000 and are identified on the attached map. As of December 13, 1977 Drainage District BG which includes the: land area served by the Old Town Storm Drain System had received J $433 ,662 in drainage fees including interest. The expenditures and encumbrances as of the same dates total $423,120.00. This leaves an J unencumbered fund balance in Drainage District BG of $10,461 .00. The remaining undeveloped land. within Drainage DisLric:t fiG totals 200 acres. The present drainage: fee within District BG is j $6.4000, therefore, we ran anticipate approximately one million twu hundred thousand dollars additional drainage fens from District BG upon its full development. The requested $300,000 loan from the i Rorerve Fund would be paid with interest when the next 50 acres of t land develops within the drainage c istrict. The storm dra:.n projects themnelves will aid in expediting this development. f i • r' ! 1: I ''i'', . .... .. _ ..wan.>..ww.•rx.•t.>..Y•w.•ew.L•'At.Wa'M••sw^ ;y• . t1 . Honorable Mayor and City Council VlPEI December .16, 1977 Page 2 ' It is planned to use the borrowed $300,000 to purchase the I' required pipe for Phase III in advance of calling for bids for the , work. Keeping in mind that the Phase III project is estimaL4!d to { cost $700,000 and that 5400,000 of this; amount is anticipated from HCD Fourth Year Funding and $300,000 from a loan from the City's , Reserve Fund the project's time schedule is directly related to the F availability of the HCD Funds which is September, 1978. By purchasing the pipe in advance, it will be immediately available for the contrac- tor in September, 1978. Also, 4he pipe is less expensive now than it will be in September, 1978. Finally, the time saved by having the pipe available for the contractor will give -.is that much more pro- tection against storm water funding during the winter of 1978-79. " RLTERNATIVES: (1) Continue permitting development within the flood yt area while maintaining the collection of drainage fees for future work. (2) Establish a building moratorium. This would cut off the only certain source of revenue. (3) Borrow money from other than the Reserve Fund. FUNDING SOURCE: The $700,000 project would be funded as follows: $400,000 from Fourth Year HCD Funds and $300,000 fray a loan from the Reserve Fund to Drainage District 8G. Box ISO CALIFORNIA 92648 ENGINEERING DEPARTMENT April 3, 1975 Honorable Mayor and City Council Citf of Huntington Beach ,t Attention: David D. Rowlands Subject: Study of Master Plan Storm Drain Distract 04 I, Gentlemen: i As requested by the City Council at their meeting of March 17, 1975, an indepth study of Master Plan Storm Drain District No. 4 was conducted to determine the cause of the flooding problems in the Trophy Lane/Greenvi^w Avenue and Christy Drive/Duchess Lane areas during the past winter season. The following is a report of this Department's findings. Background The original Master Plan Storm Drain System for District No. 4 was prepared in 1962 in accordance with the then applicable standards t. of Orange County Flood Control District to accommodate a 25-year return frequency storm. The present system was constructed during the early . 1960's by several land developers and completed by the City in 1969 when minor catch basin and lateral work was performed. Since the time of system completion to the present, the area had not experienced any flooding problem, Department Study { This study applies to the present-day Orange County Flood Control District standards and equipment manufacturers recommendations. Applying the 1973 Orange County Flood Control District Hydrology Manual data to this district resulted in an increase of 25% over the 1962 standards of the total storm rater runoff rate. Utilizing this new flow rate, the hydraulic calculations for the underground storm drain system was performed and revealed that some of the pipe is insufficient in size and the pump station needs additional pumping capacity. Using the present standards, the system as it exists is capable of handling a 10-year return frequency storm as opposed to a 25-year frequency storm according to the 1962 standards. The December 4, 1974 storm City-wide approached a 100-year return frequency storm and the one on Marcy: 51 1975 on the west side of the City approached a 50-year return frequency. 1 ' i s . Honorable Mayor and City Council April, 3, 1975 Page 2 Proposed Solution Phase I,. - Separate the 48", diameter conduit servicing Trophy Drive/Greenview Lane from the present system and connect it I directly to the pump station. This will result in reducing the quantity of water required to pass through the last portion. of the system prior to the pump station and will prevent water originating at Christy/Duchess from flowing into Trcahy Drive as reported in the March 1975 storm. Estimated cost is ;;5,000.00. A request. for these funds are included in the 1975--76 budget. Phase II - Construct 300 lineal feet of 42" diameter conduit in Trudy from Shields to Farinella. Estimated cost $15, 000.00. These funds are also requested in the 1975-76 budget. Phase III - ,Construct a 36" diameter conduit .n Woodstock from Christy to Silverwood to permit earlier interception of water and reduce the extent of ponding at. the intersection of Christy and Woodstock. Estimated cost $60,000.00. Phase IV - Continue the '42" diameter parallel conduit in Trudy between Farinella to Gloria. Estimated cost $50,000.00. Phase V - Continue the 42" diameter parallel conduit in Trudy between Gloria add Heil. Estimated cost $20,000. 00. Phase V! - :increase capacity of the Shields pump station to accommodate the new design discharge -Fo, the system. Estimated cost $110,000.00. I. Zotal cost of all ph7 work $270,00 0.00. Durifig ythe study of this drainage district, office: personnel met with residents in the area to obtain knowledge of their observations during the storms, and to solicit their ideas for possible solutions to the problem. All of their ideas/comments were studied and, where possible, incorporated into the above proposed solution. Very truly yours, H.. E. Coen, Mayor (1S City of Huntington Beach, C: . ifornia r P.O. Box 190,' Huntington Beach, California 92648 Olt CI i Dear Mr. Coen: You are no doubt aware of the flooding problem that some areas of the city have undergone during recent months. This problem has reached severe proportions within the area of Christy Drive at Bradbury, Duchess, and Woodstock. We ourselves sustained over $4000 damage in the first flood, and many other families have suffered similar such losses in this area. Having seen this flooding repeat itself several times on a lesser scale and on a . major scale once again last night, we have all become extremely anxious that another rainstorm of two or three hours duration could financially destroy us. We have been led to understand by your, city engineers that tenta- tive plans have been drawn that would place approximately 1000 feet of additional drains on both Bradbury and Woodstock to alleviate this problem. My neighbors and I wish to join in asking your immediate support and effort in assuming that such a plan is ultimately approved, funded, and implemented. Confident that the city will not be callous to our problem and ! , to the danger it presents us, we have faith that something will. ! be done--and soon. i t ,I Nncreltv, J !_ndrew do Barbara O'Hara 6172 Christy Drive Huntington Beach, California 92647 't r 1 CITY OF HUNTINGTON BEACH INTER-DEPARTMENT COMMUNICATIt7N F ,, T iH. This area, as well as areas in the city of WesttO aster north of Heil Avenue, developed early in the 1960's and drainage in Heil Avenue between Beach Boulevard and Newland Street has been inadequate resulting in flooding at times. We have been working with ri-e City Engineer's office in the city of Westminster toward a joint project to solve the problem. Thc. most economical solution is to construct a storm drain from Heil Avenue northerly along the east boundary of an Ocean View School Distract site to the Orange County Flood Control District channel. The city of Westminster has consented to prepare the construction plans and let a contract on the basis that Lhe city of Huntington Beach will share in the cost of the project on a 50-50 split. The actual construction cost is estimated to be $40,000 plus an engineer- ing and contingency factor of 107., for a total of $44,000.00. The Director of Public Works and the City Administrator recocr..end j that the project be authorized by the City Council. Trar.srnitted here- with is a resolution to provide f,•r tAs. If the city of Huntington Beach approves this project, it is the intent that the project be transmitted to the Ci;y Council of Westminster at their regular mer_ing of flay 11, 1971. Box 190 Huntington Beach, California 92648 Dear Sir: This letter is in regards to the proposed fencing of the Westminster Channel in the City of Huntington Beach. The major portion of the channel fencing is in locations where streets are contiguous to the channel. To decrease the possibility of car damage to the com- pleted Eence, curb and gutters should be placed prior to the fencing contract. Going on the above basis the City of Huntington Beach should prior to the district's fence construction, construct curb and gutter as follows: 1. On the north side of Edinger Avenue from approximately 150 feet easterly of Graham Street to the existing curb and gutter opposite Marina High School. 2. On the north side of Bolsa Avenue from easterly of the Westminster Channel crossing to the Edwards Street crossing. Upon completion of the curb and gutter construction `s as noted above, the district will prepare plans and adver- tise for bids for 5 ft. chain link construction as follows: 1. Where the channel is parallel to Edinger Avenue, north side of channel from Graham Street to Marina High School And south side of channel from 150 feet west of Graham s Street to Springdale Street. To date about $373,000 has been invested in the pump station and storm drain pipeline., A critical item remains to be constructed. Approxi- mately 1,000 feet of storm drain must be constructed in Indianapolis, east of Bushard Street. At present we have $379000 on hand towards the estimated $750000 project cost. r It had been expected that this area would be in development this summer and that the drainage fees would have been collected and the work completed. Due to the tight money market and the ,h resultant slow down of development funds from all the land to be served by this drain this has not occurred. To further complicate this the development of Tract 6322 will be constructing Indianapolis Avenue 'over the location of the pipeline in the immediate future. It is requested that this drainage area be extended a loan of approximately $38,000 from the sewer fund so that work on this project can commence immediately so the line can be in service for the 1970-71 storm season. SLL:m i 6 , HYDROLOGY This hydrologic study of a portion of the City of Huntington Beach is made as a preliminary step toward a suggested design for a storm water drainage system for that area. The study contemplates a drainage system capable of transporting the runoff rasultinh from a storm linvin„ a frequency of onno in ten years. The area under consideration lies entirely within the City of lluntington Brach gcnerall.y wrist of lampshire Avenue (State Hightti-ay No. 39) and easterly and southerly of 1leiri Street. In addition, an area containing about 1.25 acres betwcon Main Str%-Oat and the southerly proloM.ation of Golden best Avenue, extending from loth Street to Summit Avenue, and one of approximately 200 acres lying east of Hampshire Avenue, between Garfield and Ellis Avenues, are included, raking a total area of about 1270 acres to he serviced. Soils in the area are predominantly in the Ramona series. and include loam, sandy loam, flee sandy loam and sand. Small areas of Chino silty clay loam and tidal, marsh laird oaour in the southeasterly portion. For the purpose of this stung the whole Is treated an Ramona sandy loam an being most representative of the area. At present the use classifioation inuludes the three catdgorlea, Commercial, hesideyitial and Agriottltural. This study treats all areas as Single Family hesidentlnl to compensate for ' future development. i I i Use la made of the "Shortcut Rational Methoc? of Tabling" as developed by the Oran,e County Flood Control District for oom- puting runoff. Plate I and Plate XI show, respectively, the Rainfall Intensity, Duration Curve raid the Eunoff Coefficient Curve used in this study. Table 1 presents the detailed runoff computation end cUssin pipe size determinations. Topographically the area under consideration is divided into six servioe areas which ,ill be designated in this report as Areas MR` and "Al", pn", pC", RD" and W. The boundarlos of the several areas are indicated in the accompanying asap by colored border lines. Area "A" contains about 400 aoras, about one-half of which lies on the HuntiN.,,ton Beach mesa and one-half on the " adjacent lowland. There are no well defined channels of flow r a from the mesa to the loth erea and no particular point of oonoen« tration or proviaion for disoharge. It is all on the mesa. Development Includes .residential and park areas In the westerly . portion with oil wells and other commercial uses in the easterly portion. At prevent the runoff from that portion of the area went of the Southern Pacific Railroad concentrates In the vioinity oe the small park between 12th'and 13th Streets whence It eventu- ally drairm away thru a small and Inadequate storm sewer along 13th Street to the Pacific Ooean. Storm water failing on the area east of the railroad tends to pond in low spots, the excess eventually finding Its troy to an arroyo near the east and of Nashville Street; thence across Highway No. 39 to the lowland. Area "C", containing about 125 acres, lies north of Utica Street andr exoopt for about 5 acres, west of the Southern Pacific fiallroad t»aok. It is liMted on the north by a natural divide running from the high point on Summit Avenue, southeast- nrly to the railroad near the center of Seoti.on 2. Torty acres {' of this area Is oueupizd by the Huntington Beach High School plant. The balemoe is about equally dividod between, agricultural and industrial (oil Wells) . Because of potential development in r this area, all is considered as single family residential for the purpose of this atudy. i I At present the runoff from this area drifts southerly aoross Mansion Avenue and Utica Street- to join that from the westerly portion of Area "B" thus further overtaxing the 13th Street Storm Sowere It would seem that much of thin runoff oan be intercepted at Utica Streit and carried eastward to an arroyo heading near the intersection of Utica Street. and Delaware Avenue; thence southeasterly across quinoy Street and Highway.No. 39. Area "D* containing approximately 375 'aores lies east and north of Areas "a" and "CO. At present it is largely given over to oil..wells with come *Wioultural and scattered small residential areas. Because of its potential for residential and commercial development it is considered here an single family residential. Area "D"- is traversed longitudinally in a north-south . direction by a flat awale with ponding areas at intervals along its length. The slope is to the south and the diooharge is into the arroyo mar the intersection of Delaware Avenue and Utica Street mentioned in connection with Area "Co. The ponds aot as retarding baoins in case of major storms, thus reduoiw end flattening the peak runoff. Nevertheless the ponds are an undesirable feature and a deterrent to development. i Area °L" lies on the mesa east of Highway No. 39, between Garfield and Ellis Avenues. This 95 acre area is largely occupied by oil wells with some agricultural land and scattered residentUL ,properties. Normal drainage iu Into a -ventrally located depression Just east of the f]ighimy, and Itt the game Swale that traverses area "D". The only escape route, for runoff in exceso of the capaolty of the pond is southerly aloM this Swale for a distance of come 9500 feet before finding its .way onto the lowlands. It would seers that a much shorter and more satisfactory route might be provided to the edge of the, weea at the east boundary of the area. A hydrologic study of each of the six areas described Indicates pea?: runoffs resulting from .a storm having a frequenoy of occurrence of once in ten earn to be about an follows: Area "A" 400 mores 245 ors or 0.62 o.f./seo./oo. Area "Al" 0 acres •- 32 ofe or •l.07 c.f./aeo.// Area °D' 2 0 acres - 230 ofs or 0.96 ox./sea./ao. Area "C" 130 acres - 136 ofs or 1.06 o.f./seo./aa. Area OD* 3?5 acres M 370 ofs or 0.«99 o.f./seo./ao. { Are2, "E" 95 acres - 107 ofs or 2.12 o.f./soo./aa. Totals 1270 acres - 1122 ofs or 0.9? o.t./uea./eo. Aa noted above Areas "C" and "DO have a ao inan discharge : point. Referring to the runoff csaloulatkon tables It will be noted that Area "C" has a peak flora at that point of 139 .o.foa. with a time of ooncebtration of 23 minutes. Area "D" contributea a peek f?ow at the same point of 255 e.f.a. but at a time of oon oentratlon of 37 minutes. An adjustment to compensate for the different times of concentration gives a combined peek at that point of nnly 361 o.f.a. at the longer time or concentration of 37 minutes. • i i Prooeeding dovinstream to the confluence of the erroyos carrying the runoff From Area uB" and the combined areas "C" + nD° it is noted that the peak flow from Area 12H" at that point is 254 o.f.s. at a time of uoneentratlon *of 26 minutas while the peak from Area "C" t "D" is 393 o.f'.s. at a time of 40 s ainutes. The compensating adjustment here reduces the combined peak flows to 60$ .o.t.a. This is, the disoharge for whloh the oulvert at , Highway No. 39 must be designed. . f i _ "s .11 t I...\.... .... ...1 ry- ..._ .,. f .... . . .. .... .... r.s x..w. . _a .t .: .. , _ ... .- >fe':ae. .4.5•.t .n.,. .i•'(: .......sti st......wy.! DESCRIPTION OF PROPOSED FACILITIES The faoilitieo proposed in this report do not, in any area, constitute a comprehensive storm drain system, but rather set up, in some cases, merely a means of disposing of the storm runoff at the point of oonoentration or discharge, and in other oases, a system of trunk sewers with sufficient strategically located inlets and manholes to 'prevent extensive floodixg of contiguous areas and to permit maintsnanoe and oleanirig. It Is antioipated that at the time the systems are actually detailed a more oomprehennive study of the drainage at the individual street intersections may indloate the need of additional catch basins. To nerve Area RA" an extension of the Pxood Control Distriotle Huntington Beach Channel (D-1) for a distanoe or some 2000 feet along the easterly line of the right of Way for Stag . . i Highway No. 39 as it is ourrently being revised by the State } Department of Public Works, together with a oulvert under the + Highway, is proposed. The channel will conform in Bice and general design features with the D-1 channel now proposed by the Flood Control District. The proposed culvert will be a single I barrel 61x5' reinforood conarete box structure, designed and i oona truoted to State HIShwal Department standards. No o1munels, pipelines. or collecting systems of any kind other than slde ditohis or gutters constructed in aornneotion with street cork is presently contemplated in this area. ` i . • .. . .. t .. _ .. ... .... ... .. ,fit 1 f For Area "Al° it Is proposed to construct a 30" R.C.P. culvert across State Highway Ho. 39 to carry the runoff from the area to the Flood Control District's t%ntatively proposed exten- sion of Channel D-1. The oulvert proposed is oontingent on the prior construction of the Flood Control Channel. An alternative proposal pending such construction is to construct a small earth oharuiel south along the west aide of the Highway from Indianapolis Street to the oulvert proposed for Area "AO. To serve Area "8" an underground storm drain system, referred to elaewher©' in this report as the 11ashville Street U.oit Is proposed. This system will consist of a main trunk reinforced oonorete pipeline varying in size from 024" to 7201, with two laterals of reinforced eonarete pipe, one 3914 acid one 42u in diameter, together with apptu-tenant inlets. The main trunk wIll extend :from. the outlet at Nashville Street emd aelaware Avenue west along Nashville Street to the Southern Paoifio railroad' thence westerly to a junotion box in Lake Avenue, thence north along Lake Avenue to (,uiztey Street, thence west and northwest along ruinoy Street to its intersect Lou with 17th Street, a distance of approximately 4480 feet. The Alabama Avenue lateral and the 12th ;-jt:reet lateral, 380 foot and 470 feet in length respectively, biting the total length of pipe- line to approximately 5330 feet. The system will require the oon- otruotion of ten inlet and manhole atruetureo of varying nice and Inlet oapaoiti.es, and one outlet struoture. It Will also require wa• t the oonstruetion of a section of earth ahannel 800 feet, more or 1' less, in length with some shaping and possibly deepening of a I i portion of the natural arroyo to its oonfluenoe with the arroyo carrying the discharge from Areas "C" and "D". This systaw is I i shone in Plan and Profile on Plate IIl. Area 10C" will be served by a reinforced oonerete pipe trunk sewer, elsewhere referred to at the Utica Street Unit, and shown on Plate IV, which will, disoharge at the intersection of I Utioa Street and- Delaware Avenue. It will run from that point 'I west along Utica Street to Main Street, thence north along Main # I Street to Mansion Avenue a total- distance of 00 feet ! 39 more or less. Seven inlet atrueture3s will be required for this system JJI 1 plus an outlet structure which will be in common with that of the Delaware Avenue Unit. The Delaware Avenue Unit, oho•%;n on Plate V. will serve Area, "DO. From its common outlet structure with the Utica Street Unit it will extend north along Delaware Avenue a distance of } some 4600 feet to a point one-fourth mile north of Garfield s Avenue. Seven inlet struotuitea will bo provided to pick up runoff at street interseotions and provide fac ilition for dratil.. ing the pond areas which occur at Intervals along the oours©' of the proposod pipeline. Struatures roquired which will nerve both the Utica Stroet Unit and the Deese Avenue Unit are the common , outlet structure mentioned above, a reinforced ooncreto boss oul- vert aaroaa Quinoy Street, and a section of open earth channel some 800 feet in length. Probably come shaping of the eaxiating : natural arroyo downn tream from the now ohannel may be required. A large reinforced concrete box culverts across Highway No. 39 below the confluence of the two arro;*oo serving as outfalls for Area "D" and Areas "C" and "D" will be required. This oulvert will be designed to carry the combined discharge from the Nashville Street Unit, the Utica Street Unit- and the Delaware Avenue Unit. Necessarily the construction of these three Units must be con- tirigent upon the construction of the northerly extension of Channel D.-1, whether ouch channel is provided by tho Flood Control District or tho City of Huntington Beach or as a joint prnjeot. It is contemplated that the State Highway Department will pertiol- pa.te an the construction and/or coots of any culverts drossim Highway No. 39. The runoff from Area °i " at present concentrates in a long de3pression extending easterly from Highway No.. 39 to within . a few hundred feet of the edge of the mess.. At present, in the case of major storms it may escape only across Highway No. 39 and thenoe southerly along the Swale mentioned above, a distance of,almost two miles before again crossing Highway No. 39 and escaping onto the low farmland area east of the mesa. Thin runoff can beet« be disposed of by the oormtruotion of some 800 lineal feet of 540 pipeline to convey it eastward and tiisehrarge it over the bluff. This disposition would necessarily be oontingent on the provision of the channel across the lowland to conneol; either with the Flood Control Distriot's proposed Channel V-.2 or with tho northerly 6xtenwioa of Channel D.I.
