Mr. Mayor:
During the August 21, 1978 meeting of the Huntington Beach City Council,
the City Planning Department solicited suggestions from concerned citizens
about mitigating measures to adjoining property owners for the maintenance
of the Rancho View Pedestrian Bridge and Walkway. As adjoining property
owners and being most affected by this same Rancho View Pedestrian Bridge
and Walkway and being most affected by any measures proposed and implemented
to ease the nuisance caused by the continued maintenance of this property,
we propose several measures.
We propose that:
- Turnstiles be installed at both ends of the bridge and walkway.
The south end of the bridge should have a turnstile and the
north end of the walkway, adjacent to the start of the 6 foot
wall, should have a turnstile.
- The walkway be lowered to produce true 6 foot block walls.
The- existing "6 foot" block walls vary between 5 feet one -
inch and 5 feet 6 inches. We propose that the existing walls
remain and that a true 6 foot height be achieved by lowering
the walkway.
- The walkway leading to the bridge be covered from the start
of the 6 foot block wall to the bridge. This covering should
be constructed in such a manner as to prevent trespass onto
adjoining properties andthe throwing of trash onto these
properties.
- The bridge be lowered to the height of the walkway. This
will mitigate the loss of privacy, peeping toms and such
which can now easily view our backyards from the bridge.
- The chain link fence on the bridge be replaced by concrete
walls and a cover. This will abate the nuisance caused by
children climbing over the existing chain link fence and will
reduce the risk of injury to these children.
- Noise abatement baffles be placed on the bridge and walkway
to reduce the noise to adjoining property owners.
- Periodic maintenance of the bridge and walkway be performed
by the City of Huntington Beach. The object of this maintenance
should be to restore and maintain the bridge and walkway and
shall include the repair of defective mitigating devices, the
mending of fences, the removal of graffitti, the cleaning of
the property and such other measures which shall be deemed
normal and proper for property in a residential area.
Police response to complaints be improved and that some
guaranteed time of response to a citizens complaint be
given.
Police patrols in the area be increased and that these
patrols be responsible for physically inspecting the
walkway and bridge on a periodic basis.
The proposal to install a light on the bridge be withdrawn
or that if such light is deemed necessary that the bridge
become a completely enclosed structure. We feel that the
addition of any light which will directly or indirectly
shine onto our back yards will further reduce the enjoyment
of our property and that we feel that we have suffered
enough without this added burden.

MEMORANDUM OPINION
STATEMENT OF FACTS
The neighborhood near Rancho View Pedestrian Bridge is divided
on whether the bridge . should be closed or remain open. Some of
the neighbors complain of drug problems , indecent exposure prob-
lems , fights , graffiti , and racing motorcycles back and forth
on the bridge . Other neighbors are in favor of keeping the
bridge open, suggesting that it is the neighborhood' s only link
out , and that other routes either force school children to cross
major streets or to wall: blocks out of their way . Others in
favor' say that without the bridge , the playground and Little
League baseball diamonds would be away out 6f the way walking
distance .

public welfare. People v. City of Oal-land (1929 ) 96 CA 488,
274 P. 438.

In answer to Question No . 2 , Streets and Highways Code Section
8322 provides that a public }searing shall be held prior to the
closing; of any street - or bridge . Streets and Highways Code
Section 33011 defines "street" as a public street , lane , alley ,
court , or other place . Section 3322 provides that before the
closing of any street is ordered, the City Council shall pass
an ordinance or resolution declaring its intention to do so,
referring to the street by its lawful or official name, or by
the name by_ which it is commonly known, and referring to a map
or plan on file in the office of the City Clerl:. The ordinance
or resolution of intention shall fix a time and place for hear-
ing of all persons interested or objecting to the proposed street
closing, which time shall not be less than fifteen (15 ) days from
the date of passage of the ordinance or resolution. It shall be
published or posted in the manner prescribed by ordinances of
the City. Notices of street closing shall be posted conspi-
cuously along; the line of the street or bridge at least ten (10)
days before the date set for the public hearing. Such notices
shall be posted not more than 300 feet apart , but at least three
( 3) shall be posted. Such notices shall state the passage of
the ordinance or resolution of intention and the time and place
of the Bearing.
Section 3313 provides that the City Council shall, on the day
fixed for the hearing;, Bear the evidence offered by any person
interested. If the City Council finds , from all the evidence
submitted, that any street or bridge , described in the ordinance
or resolution of intention, is unnecessary for present or pro-
spective public street or bridge purposes , the City Council may
make its order closing such street or bridge .
In answer to Question No. 3, reference must be made to Govern-
ment Code 65402 , which provides that no street or bridge closing
shall be made by the City until the Planning Commission reports
that such street or bridge closing is in conformity with the
General Plan. The Planning Commission shall render its report
as to the conformity with the adopted General Plan within forty
(40 ) days after the matter was submitted to it . Failure on the
part of the Planning Commission to do so shall be deemed that
such street or bridge closing is in conformity with the General
Plan. Government Code 65002 provides that a "street" includes
street , highway , freeway , parkway , road, lane , walk, alley , via-
duct , subway , tunnel, bridge and other ways .
In answer to Question No. 4, reference is made to Streets and
Highways Code Section 2381, which discusses abandonment or closing
of rights-of-way . Section 2381 is contained within the "Cali-
fornia Bikeways Act" and is not applicable to the City ' s proposed

CONCLUSION
The City may close the Rancho View Pedestrian Bridge provided
that the matter is first submitted to the Planning Commission,
and the Planning Commission renders its report stating that the
proposed bridge closing is in conformity .with the adopted General
Plan; provided that the City Council makes a finding, after pub-
lic hearings , that the closing of the bridge is in the best
interest of safety, convenience, and public welfare; *and further
provided that , after all the evidence is submitted at the public
hearing, it is determined that said bridge is unnecessary for
present or prospective public street purposes . Streets and High-

QUESTION: Can the City legally close pedestrlan
crossings over flood control channels
during certain hours of the day?
ANSWER: Yes , if necessary to conserve the public
welfare .
FACTS : A number of pedestrian crossings of
flood control channels , used primarily
for children to get to school from tract
homes , have had their wall.n painted with
profane language and graffiti requiring
the City to repaint . Children also con-
gregate at these locations creating a
nuisance and disturbing the peace of the
neighborhood. A proposed solution to the
problem is to install .gates with locks
at the entrance to the pedestrian crossing
which can be locked at cortai.n times of the
day .
DISCUSSION:
The use of streets by pedestrians is subject to reasonable
regulation by cities . Municipal power to T'Cf*elate 1tt:rec1ts,
and the use -of streets and public places is very. broad
except where it is subject to state regulation. Municipal
power over streets embraces the control of pedestrian
travel on the .streets where such action serves the public
interest and convenience .

California Streets and Highways Code, Section 8304 :
"Street includes public street, lane, alley, 'court ,
or other place. "
It has been held that a city may close a street temporarily
and divert travel where "necessary to meet some exigency or
some laudable purpose that conserves the public welfare ."
No adverse possession or prescription, however long continued,
can destroy .the rights of the city (public) in such street .
Section 21109 of the California Vehicle Code provides that
the city can temporarily close the pedestrian overpass

" Local authorities may adopt rules and regu-
lations by ordinance or resolution regulating.
vehicular and pedestrian traffic in subways ,
tubes , and tunnels or upon bridges or viaducts .
The proposed ordinance or resolution shall not
be effective as to any state highway until
approved in writing by the Department of Public
Works .
The rules or regulatloris :Tall not be effect-
ive until appropriate signs have been posted giving
notice thereof to drivers and pedestrians approach-
ing the highway structures . "

STATEMENT OF ISSUE:
Transmitted for consideration is a request from a group of homeowners
in the area immediately north of Rancho View School -that the City re-
move the pedestrian bridge across the Ocean View Flood Control Channel
between Lancaster Drive and the school grounds. The request was pre-
viously submitted to the City Council at its meeting of April 6 , 1978 .
However, it was subsequently determined that the proper procedure was
to refer the matter to the Planning Commission for a public hearing and
a finding of conformance with the General Plan.
RECOMIMENDATI ON
The Planning Commission and Planning Staff recommend that Negative
Declaration No. 78-61 be approved, that the pedestrian bridge be
retained, and that mitigation measures be implemented including,
but not limited to, the following:
(1) installation of staggered barriers at either end of the bridge;
(2) installation of low profile street lighting; and
(3) increased police patrols in. the area.
The Commission also recommends that the Department of Public Works
be directed to trim hedges and trees that encroach on the public
right-of-way.
ANALYSIS:
PLANNING COMMISSION ACTION ON JUNE 6, 1978 :
(1) Approved Negative Declaration No. 78-61
(2) Voted to recommend to the City Council that the Rancho View
Pedestrian Bridge be retained and the abovementioned mitigating
measures be implemented (unanimous) .

FINDINGS:
(1) The bridge is necessary for access to a future neighborhood
park site. -
(2) The bridge provides convenient access for shoppers.
(3) The bridge is necessary for student access to Ocean View
High School.
(4) The bridge provides access to the Little League diamonds and
tennis courts on the Rancho View School grounds.
DISCUSSION:
The bridge in question is a concrete structure located directly south
of the intersection of Heritage Lane and Lancaster Drive. Access
from the street is via a ten-foot pedestrian and storm drain easement
between two residences, with a six-foot block wall on either side.
Access to the flood control channel itself .is restricted by a five-
foot chain link fence.
Construction of the bridge was a condition of approval of Tentative
Tract 5735 in 1964. The bridge was necessary at that time to provide
access to Rancho View School, which is now being converted to an
administrative center. The residents requesting the removal of the
bridge feel that since the school has been closed there is no longer
a need for the bridge, and that the bridge is a focal point for
various law enforcement problems which would be eliminated by its
removal. On the other hand, a large number of residents have expressed
opposition to the removal of the bridge, and indicate that it is
routinely used as an access route to the Little League diamonds,
Ocean View High School and several other destinations.
Police Department representatives have stated that the number of police
calls in the general vicinity of the bridge is about average compared
to the rest of the City. However, they also acknowledge that the
location and configuration of the bridge pose definite law enforce-
ment problems.
The City ' s Parks Analysis indicates that the quarter-section bounded
by Warner, Beach, Heil, and Newland is currently deficient in terms
of neighborhood park facilities. The Department of Recreation and
Parks has expressed the intention to convert part of the Rancho View
School site to a park, including a multi-use athletic field. Four
baseball diamonds have already .been developed and are in use. . Con-
sequently, there is still substantial demand for access across the
flood control channel, and the Department. of Recreation and Parks
has recommended that the bridge be kept open. Removal of the bridge
would render the recreation facilities less accessible to neighborhood
residents, and would result in increased vehicular and pedestrian
traffic on Beach Boulevard and Newland Street.
Based on the above information and input received from residents of
the area, staff does not feel that the problems associated with the
bridge are of sufficient magnitude to justify its removal, since it
still widently provides useful access. It is therefore proposed to
\^implement measures to mitigate as many of the problems as possible.

ADDITIONAL INFOR ION:
Of the fifteen people who addressed the Planning Commission at
the June 6 , hearing, thirteen spoke in favor of retaining the
bridge and two favored its removal. Petitions have been submitted
by residents on both sides of the issue, with 279 signatures for
keeping the bridge and 97 for removal. The Planning Staff has
prepared a map depicting the location of property owners who
signed each petition, within a limited study area (see attachments) .
This analysis shows that opinion is about equally divided in the
,,immediate area of the bridge, with residents: along Heritage Lane
generally favoring removal. There were sixteen instances of
residents of a single household signing both petitions.
ENVIRONMENTAL STATUS :
Negative Declaration No. 78-61 was posted for a 10-day public review
period beginning May 26 , and no comments were received. The Environ-
mental Resources Section recommends that Negative Declaration No.
78-61 be approved with a finding that the proposed project will not
have a significant adverse impact on the environment.
FUNDING SOURCE:
I
The Department of Public Works estimates that the cost to remove the
bridge, sidewalk, fences , and block wall amounts to $6 ,781. The source
of funding has not been determined as yet, but revenue sharing or
contingency funds could be allocated for the purpose. The proposed
mitigating measures would also involve costs, estimated at $2 ,000 -
$3 ,000 for the installation of lighting, less than $100 for staggered
barriers, and approximately $50 for tree and hedge trimming.
ALTERNATIVE ACTIONS:

If the Council wishes to pursue the removal of the bridge, the
procedure set out by State Law for vacation of a public right-
of-way must be followed. The Council should direct the prep-
aration of a resolution of intention which sets out the date of
a further public hearing at least 15 days after the adoption of
the resolution. This could be adopted by the Council at its next
regular meeting and the hearing scheduled for the first meeting .
in August. At that time, the Council may order the vacation upon
making a finding that the right-of-way is unnecessary for public
purposes.

(3) Recommend to the City Council that measures be implemented to
mitigate crime problems associated with the bridge, including
installation of staggered barriers at either end of the bridge
to deter motorcycles and bicycles from speeding across,
installation of street lighting, and increased police patrols
in the area;
2. 0 GENERAL INFORMATION
A group of homeowners in the residential area immediately north of
Rancho View School .has requested that the pedestrian bridge across the
Ocean View Flood Control Channel be removed. These residents feel that
the bridge is no longer needed due to the closure of Rancho View School ,
and point to several law enforcement problems as justification for its
removal. On the other hand, a large number of residents have indicated
their desire to have the bridge retained, contending that their children
regularly use it to gain access to the school grounds and beyond. A
petition with 279 signatures has been submitted by residents wishing the
bridge kept open. Removal of the bridge would leave Beach Boulevard
and 'Newland Street as the only access routes across the channel in this

3:•0 SUMMARY OF ISSUES
The important issues bearing on this proposal are as follows :
(1) The extent and seriousness of the crime problems associated with the
bridge;

(2) The need for the bridge .as an access route to and from the school
site, with regard to the potential use of the . site as a recreational
facility;
(3) The possible. safety hazard resulting from removal of the bridge ,
due to increased use of Beach Boulevard and Newland as access
routes;
(4) The cost of removal of the bridge;
(5) The conformance of the removal with the General Plan.
4 . 0 ENVIRONMENTAL STATUS
Negative Declaration 78-61 was posted for a 10 day .public review period.
beginning May 26 . As of this date no comments have been received. The.

be approved by the Planning Commission, finding that the proposed project
will not have a significant adverse effect on the environment .

side. Access to the flood control channel itself is restricted by a five

! tract immediately north of the channel (TT 5735) in 1964 . The bridge was
necessary at that time to provide access to the Rancho .View School ,
which is now being converted to an administrative center . However ,
there are plans- underway to develop a neighborhood park on the site, and
the City has an ag.re.ement with the Ocean 'View School District to utilize
a portion of the grounds as a multi-use sports field. Four little league
baseball diamonds are presently located on the site .
The request to remove the bridge was brought to the attention of the City
+, Council at its meeting of April 6 , at which time a motion was approved
to proceed with the removal . Subsequently it was determined by the
City-Attorney that since the removal involved vacation of a public
right-of-way (the pedestrian easement) there was a need for public hearings ,
a finding of conformance with the General Plan (CGP 78-15) by the Planning
Commission, and the adoption of an ordinance. Therefore, the matter
has been referred to the Planning Commission for a public hearing and
recommendation to the City Council. A separate section of this report
discusses the issue of conformance with the General Plan.

The following is a discussion of the primary .issues having a bearing on
the problem.
5..1-- Crime
Residents have cited many instances of crime, primarily juvenile, in the
vicinity of the bridge, including drug abuse, .vandalism, littering,
assault and indecent exposure. Other problems included the use of the :
bridg.e. as an escape route for shoplifters, excessive noise from motor-
cycles, and cases of children being hit by bicyclists . Police Department
data indicates that the crime rate in this general area is average
compared to adjacent areas (no specific data relating to the bridge
itself is available) . However, the Police Department has indicated that
the physical configuration of the bridge poses - a definite law enforcement
problem, and has recommended its removal . It is not certain, however; ;
that simply removing the bridge would mitigate the majority of the crime
problems referred to. A number of measures to reduce crime, short of
removal , have been proposed by residents and by City staff . The effective-
ness' .of these measures also cannot be estimated at present.. ;
= 5. 2 Access

Beach and Newland, posing safety problems as well as resulting in much
longer trip lengths . Removal of the bridge would therefore. render
the recreation facilities less accessible to neighborhood residents .
5. 3 Cost
J ..The Department of Public Works estimates that the cost to remove the
bridge, sidewalk, fences, and block wall amounts to $6 ,781 .. The cost

5 . 4 General Plan Conformance (CGP 78-15)
The General Plan Land Use Element criteria provides that elementary
schools should be accessible from dwelling units by foot without
crossing any arterial streets . It. is further stated that neighborhood
park sites should be located adjacent to elementary schools when possible.
Safe and convenient access to residents should be provided , preferably;
on local streets .
Although the school site is not presently designated as a neighborhood;
park site in the General Plan, the Department of Recreation and Parks
has indicated a desire to recommend that the Planning Commission consider
a General Plan Amendment to include it as such. If the site were to
be. so designated, the removal of the bridge would be counter to the
City ' s policy regarding safe and convenient access to neighborhood parks .
. However, since the park site is not currently indicate on the General
. Plan, removal of the bridge at this time does not . substantially
conflict with the policies relating to park access .
In addition, the bridge provides a safe means of gaining access to
Warner Avenue for pedestrians and non-motorized. vehicles . This access '
is in keeping with the Circulation Element policy to provide
non-motorized transportation facilities .
Generally, the policies contained in the General Plan are not specifically
related to this particular situation. Some policies would be furthered
in a general sense by retention of the bridge , and others by its removal .
In summary, staff feels that a finding of conformance should be made
at the discretion of the Planning Commission. It should be emphasized
that the finding of conformance with the General Plan is entirely separate
; from the recommendation to either remove or retain the pedestrian bridge,
s; which is based on a number: of other considerations as well .
6 . 0 RECOMMENDATIONS
Based on the above information, staff does not feel that the problems
associated with the bridge are. of sufficient magnitude to justify cutting
off a much needed access route to existing and potential recreation
facilities . It is therefore suggested that measures be implemented to
mitigate as many of the problems as possible. The Public Works Department
`has indicated that staggered barriers at either end of the bridge will
force bicyclists and motorcyclists to dismount in order to pass through,
providing a deterrent to speeding. Installation of appropriate lighting
may help to reduce crime at night, although it may intrude on adjacent
residences . A more effective measure would be to increase police patrols
and provide quicker response to complaints .
6 . 1 Conformance with the General Plan (CGP 78-15)
�_Approval_ o_f.. CGP 78-15 is suggested in order to allow the City Council
discretion regarding whether or not the bridge should be removed. A
finding of conformance is justified by absence of specific policies
addressing this situation, and can be made regardless of what actions
in regard to. the bridge are recommended by the Planning Commission.

Statement of Issue, Recommendation, Analysis, Funding Source, Alternative Actions:
Statement of Issue:
The City Council at its -meeting of 4-17-78 directed that the pedestrian
bridge across the Orange County Flood Control Channel in the vicinity of
Rancho View School be removed. They also requested the staff to investigate
the cost of the project before removal.
Recommended Action:
•Instruct the City Attorney to prepare an ordinance to close the pedestrian
access.
Analysis:
The City Attorney' s office advises us that to abandon the pedestrian
crossing, an ordinance must be adopted by the City Council Upon adoption
thefollowing steps would then be taken:
1. Declaration of Lot A in Tract 5735 as surplus.
2 . Sale of the lot.
3. Demolition and reconstruction of the walkway, fencing and bridge.
Access to the bridge is by means of a 10 foot wide lot between 2 residences
on the north side of the channel. The 10 foot wide parcel was dedicated
as Lot A in fee simple as part of Tract 5735, which was recorded November
29 , 1964 . The ownership being fee simple means that the lot must be declared
surplus by the City Council and be put on the market for public bids. When
the lot is sold (_presumably to the adjacent property owners) , the City will
retain an easement for the storm drain.
I have met with the adjacent property owners, Mr. and Mrs. Moyer and Mr. and
Mrs. Schwarz, and they have indicated that they would submit a nominal bid
for 5 feet of the 10 foot lot. Further, they agree to relocate the two
walls on both sides of the lot if the City will:

1. Remove the concrete walkway.
2. Replace that displacement with clean dirt at a cost of $150 . 00 .
3. Construct a block wall (10 feet) at the end of the lot at the flood
control channel right of way with material cost at $300 . 00.
The above items of work can be accomplished with City forces.
Additional items of work outside of Lot "A" are:
4. Bridge removal - $1600 by contract.
5. Chain link fence and gate removal - $300 by contract.
6. Concrete walkway removal from south end of bridge to "B" Street (if
required by O.C.F.C.D. ) by City forces.
The total out of pocket cost would be $2, 350. The value of work to
be performed by City forces if done by a contractor would amount to $3 ,430 .
The survey party which performed field measurements for the preparation
of the attached plan observed a number of small children using the bridge
to gain access to the playground area at the Rancho View School. In
addition, there was some indication of high school students using the
access as a route to Ocean View High School or to stores northeast of
Warner and Beach. Also, the Mayor' s secretary as well as other City staff
members have received calls from residents in the area concerned with the
proposed closure. Based on this, we can anticipate some opposition to the
closure. Transmitted herewith are an area map and a map showing the cross-
ing details.

City of Huntington Beach Resolution 4501, Section 6 sets forth this as a
Class V categorical exemption.

Council may set the matter for public hearing prior to preparation of an

No funds are obligated with the recommended action. I'f the ordinance is
adopted by- the City Council with or without public hearings, the work
could not commence until after the beginning of fiscal year 1978/79 . The
amount of $2350 can be included in that budget or it may come out of
the Contingency Fund at that time.

STATEMENT OF ISSUE:
A group of homeowners in the area immediately north of Rancho View
School has requested that a pedestrian bridge across the Ocean View
Flood Control Channel between the residential area and the school
be removed. The residents feel that the bridge is no longer needed
due to the closure of Rancho View School, and point to several law
enforcement problems as reasons for the removal of the bridge. Staff
has conducted an analysis of the alternatives available and has pre-
pared a cost estimate for removal.
RECOMMENDATION:
Staff recommends that the pedestrian bridge be retained as •a necessary
access across the flood control channel, but that measures be im-
plemented to mitigate the problems referred to by the residents ,
including the following:
(1) Installation of staggered barriers at either end of the bridge.
to deter motorcycles and bicycles from speeding across;
(2) installation of a street light over the bridge;
(3) increased police enforcement in the area.

"ANALYSIS :
The pedestrian bridge is a concrete structure located directly
south of the intersection of Heritage Lane and Lancaster Drive.
Access from the street is via a ten foot pedestrian and storm
drain easement between two residences, with a six foot block
wall on either side. Access to the flood control channel itself
is restricted by a five foot chain link fence. This is evidently
not an effective barrier according to the adjacent residents .
Construction of the pedestrian bridge was a condition of approval
of the residential tract (TT 5735) in 1964 . The bridge was
necessary at that time to provide access between the residences
and Rancho View School, since the only streets that cross the
channel in the area are Beach Boulevard and Newland Street. The
residents feel that since the school has been closed and is being
converted to an administrative center the bridge is no longer
necessary, and that its removal will reduce or eliminate the
crime problems associated with it.
The following is a discussion of the primary issues having a
-bearing on the problem:
Crime. Residents have cited many instances of crime, primarily
juvenile, in the vicinity of the bridge, including drug usage,
vandalism, littering, assault, and indecent exposure. Other
problems include the use of the bridge as an escape route for
shoplifters , excessive noise from motorcycles, and cases of
children being hit by bicyclists. Conversation with several
Police Department representatives have not indicated that the
problem is so severe as to merit removal of the bridge, although
it is admitted that the physical configuration of the bridge poses
a definite law enforcement problem. It is not certain, however,
that simply removing the bridge would mitigate the majority of
the crime problems referred to.
Access. The City' s Parks Analysis has indicated that the quarter
section bounded by Warner, Beach, Heil and Newland is currently
deficient in terms of neighborhood parks. It is therefore the
expressed desire of the Department of Recreation and Parks to
convert part of the Rancho View School grounds to a park facility.
In addition, plans are underway to develop four little-league base-
ball diamonds on the site. Consequently, there is still substantial
demand for access across the flood control channel between Beach and

Newland. Removal of the bridge would cause the neighborhood to
be split in two and render the recreation facilities less acces-
sible to children. The present bridge is the only feasible access
point between the two arterial streets.
Cost. The Department of Public Works estimates that the cost to
remove the bridge, sidewalk, fences, and block wall amounts to
$6 ,781. The cost breaks down as follows:
(1) Concrete block wall removal $ 805. 00
(2) Concrete sidewalk removal 2 ,790_.00
(3) Remove chain link fence. and gates 300. 00
(4) Remove reinforced concrete bridge 1 ,600 .00
(5) Import backfill 170 . 00
(6) Overall cleanup 500 .00
Subtotal 6 ,165 .00

Storm Drain. Public Works has indicated that it would be desir-
able to retain the easement between the bridge and Lancaster Drive
for access to the storm drain pipe even if the bridge is removed.
This would reduce the above cost estimate substantially, since
, the sidewalk and block walls could be left in place.
SUMMARY:
Based on the above information, staff does not feel that the crime
problem is of sufficient magnitude to justify cutting off the
residential area from the neighborhood':sonly recreation facilities.
--It is therefore suggested that measures be implemented to mitigate
as many of the problems as possible. The Public Works Department
has indicated that staggered barriers at either end of the bridge
will force bicyclists and motorcyclists to dismount in order to
pass through, providing a deterrent to speeding. Installation of
appropriate lighting may help. to reduce crime at night, although
it may intrude on adjacent residences. A more effective measure
would be to increase police patrols and provide quicker response
to complaints. While this may be a .costly solution, stepped up
enforcement may only be necessary for a relatively short time.

which could be implemented to reduce the crime problems .

As you are aware, the Ocean View School District and City Recreation,
Parks and Human Services Department are combining efforts with the
Ocean View American Little League to redevelop the Rancho View School
grounds into a multi-use sports field. The Ocean View American Little
League season begins this month and completed in early July. We antici-
pate the facility will be .used for soccer and/or flag football in the
fall .
The Recreation and Parks Commission will soon determine whether or not
to recommend to the Planning Commission that an amendment to the City
General Plan be considered to include Rancho View School as a future
neighborhood park.
I would recommend, in the meantime , that we keep the Rancho View School
bridge on the north side open to the public .

NOTICE IS HEREBY GIVEN that a public hearing will be held by the
City Council of the City of Huntington Beach, in - the Council
Chamber of .the Civic Center, Huntington Beach, at the hour of
7:30 P.M. , or as soon thereafter as possible, on Monday
the 3rd day of July 1978 , for the purpose of
considering the removal of a pedestrian bridge across the Ocean View Flood
Control Channel between Lancaster Drive and the Rancho View School Grounds. A map

lic hearing will be held by the City
Council of the City of Huntington Beach,

Center, Huntington Beach, at the hour
of 7:30 P.M., or as soon thereafter as
l _ possible, on Monday the 3rd day of
July, 1978, for the purpose of considering
a the removal of a pedestrian bridge
across tha Ocean View Hood Control
Channel between Lancaster Drive and
the Rancho View School Grounds. A map
o depicting the location of the pedestrian
bridge is on file in the Planning De-
partment Office.
The Council will also consider Nega-
tive Declaration Na 78.61 which is a
finding that sa?d removal of the pedes-
trian bridge will not have a significant
adverse effect upon the environment.
