STATEMENT OF ISSUE:
The Transportation Commission has completed its investigation of the Vantage Drive/Banbury
Cross pedestrian bridge usage.
RECOMMENDATION:
The Transportation Commission recommends that a fence and gate be installed in the center
of the existing bridge, secured by locks controlled by Police Department personnel (crossing
guards or other.)
ANALYSIS:
At its July 17, 1989, meeting, the City Council referred the issue of the pedestrian bridge
that connects the Banbury Cross complex to Vantage Drive over the Wintersberg Flood
Control Channel to the Transportation Commission. The Commission was to make an
evaluation of the conditions that exist and forward a recommendation to overcome the
neighborhood complaints regarding those conditions.
The Commission considered the issue at its August, September, and October meetings. Public
testimony was received regarding the use and utility of the bridge, vandalism of private
property on Vantage Drive, misuse of the bridge after students had returned home from
school, and other local activities which disturbed Vantage Drive residents. After substantial
discussion and consideration of the issues involved, the Commission members agreed that the
bridge should remain in place to serve the children attending Sun View School and other
schools. However, since the intent of the bridge was for student safety, and not as a general
use facility, the closure of the bridge when not needed by students was appropriate.
The Transportation Commission voted unanimously at its October meeting to forward the
recommended action to the City Council. The proposed fence and gate can be installed for
less than $2,000.00 and within 45 days of approval.
FUNDING SOURCE:
Funds are available in Account No. E-AA-415-3-90-00.
ALTERNATIVE ACTION:
Do not approve installation of the fence and gate.
