SUBJECT: Appropriate Grant Funds For Recycling And Recycling Education
Programs

Statement of issue: The City is the recipient of a grant from the California Department of
Conservation that requires the City to implement soda bottle and can recycling, recycling
education, and recycled product purchasing programs.
Funding Source: Funds received from the California Department of Conservation, Division
of Recycling, in the amount of $54,657 will be appropriated from the Refuse Education Fund
(509) undesignated balance to the Refuse Education Fund budget account 50985103.63000
(Refuse Education Fund/Supplies and Equipment)_
Recommended Action: Motion to: Appropriate grant funds in the amount of $54,657 to the
Refuse Education Fund budget.
Alternative Action(s): Deny appropriation of the grant funds to the Refuse Education Fund
budget, and direct staff to stop implementation of planned programs and return the funds to
the California Department of Conservation.

Analysis: Annually, the California Department of Conservation makes funds available for
beverage container recycling and education projects through a city/county grant program.
Funds are allocated to each successful applicant city based on population. The State
approved the application from the City of Huntington Beach in July of 2004, and $54,657 has
been received and deposited into the Refuse Education Fund. Due to a transition in staffing,
the appropriation of these funds was inadvertently omitted from the budget. The grant
stipulates that all money must be used for activities related to beverage container recycling,
purchases of products made from recycled beverage containers, and recycling educational
efforts as stated in the application. All funding must be encumbered by June 30, 2005 or
returned to the State of California. Funds are designated for the following activities:
Recycling Activity: collection and recycling of beverage containers and purchase of
recycled beverage container products for use at large venues and public areas:
• Purchase site furnishings and/or containers made from recycled beverage
containers for parks, community centers and senior centers_ Signage would indicate
that this product is an effort by the City to promote recycling.
• Collection recycling program in public places
• Beverage container litter cleanup projects in public places
• Supplies such as recycling bins, liners and bags
Educational Activity: education promoting beverage container recycling and/or litter
prevention:
• Develop educational materials that promote recycling and litter prevention for use at
civic functions and schools
• Personnel costs for grant administration and recycling coordination
Public Works Commission Action: Not required.
Environmental Status: Not applicable.

been prepared for "Appropriate Grant Funds for Recycling and

If the City Council approves this action, there will be no effect on any
fund's financial position since the new appropriation is funded by a
new grant, not anticipated in the original budget.
