There is an--additional need and-necessity for additional public .and private- trash service in the City `of .Huntington Beach because at present,. only one company picks up trash from . commercial enterprises and since the city has grown and continues to 'grow at a rapid rate, another company 's . service would ;be desirable to, insure proper. pickup of trash and would provide competition which- is in the best American tradition to insure against monopoly and to guard against a single high price for businessmen: In addition, school systems which must be serviced should have the benefit of competitive bidding so that taxpayers will be the beneficiaries of that competitive bidding. Another factor is .that many of the applicant's customers who move to Huntington Beach desire to continue service with applicant because they have been satisfied with that service.
