The City Council considered a communication from Mayor Pro Tempore Bauer dated
July 1 1996 regarding the Commercial Development of Vacant Surplus School Sites adjacent
to Major Arterials and other vacant or under utilized sites
A communication dated July 1 1996 from the Community Development Director regarding
Public Notification for the City Council Discussion on the Commercial Development at
Vacant/Surplus School Sites etc (245 residents notified - Crest View Schools Site)
A motion was made by Bauer second Garofalo to adopt Resolution No 96-57 - A Resolution
Of The City Council Of The City Of Huntington Beach Applications For Commercial
Development On Large Parcels Of Land Adjacent To Major Arterial Highways Or Other Vacant
Or Under Utilized Parcels In The City
Councilman Green stated that he would like a Study Session on this issue as he requires more
information
Each Councilmember spoke regarding the Agenda Item
The motion made by Bauer seconded by Garofalo carried by the following roll call vote

The City Council considered a communication from Councilman Garofalo dated June 24 1996
regarding the One Million Dollar Overhead/Administrative Cost to the City of Huntington Beach
to Manage Refuse Contract
Councilman Garofalo reported
The City Administrator recommended that this item return to Council the second meeting in
August
On motion by Garofalo second Green Council directed the City Administrator to return with a
report at the August 19 1996 Council meeting The motion carried unanimously

SUBJECT ONE MILLION DOLLAR OVERHEAD/ADMINISTRATIVE COST TO
CITY OF HUNTINGTON BEACH TO MANAGE REFUSE CONTRACT
Recently a majority of the City Council voted to not return to the taxpayers a $0 46 rebate
stemming from our refuse collection contractor being charged less at the landfill While I would
plead with the prevailing side (THOSE NOT WANTING TO RETURN THOSE FUNDS TO
HUNTINGTON BEACH TAXPAYERS) to reconsider this item, I do believe that we need to
examine, the yet to be asked for justification for this $1 million per year short fall
Simple math equates the $0 46 to about $1 million per year I would guess that whatever it costs
Fountain Valley to manage their contract, we should not be far behind While we might generate,
collect, and dispose of more GARBAGE, it is a per -house charge that equalizes the issue It
should take the same effort to manage a contract for the collection of 10,000 homes as it does for
20 000 the contract terms are level If we were to say the true cost is $150,000 per year to
manage the contract, then we should keep $0 15 of the $0 46 and return the balance to the
taxpayers When we discover that a service costs more than the fee generates, we never hesitate
raising taxes/fees, therefore, we should lower them and return savings to the users when the fees
produce a profit I guarantee that some of you, if you were not on the City Council, but rather
just a homeowner - taxpaying regular would be yelling at Council for doing thisf
In the absence of all that I would like to make the following motion
MOTION DIRECT STAFF TO RETURN IN NO MORE THANFOUR WEEKS WITH A
COMPREHENSIVE REPORT JUSTIFYING THE $0 46 ASSESSMENT FOR OVERHEAD
COST IN THE PUBLIC WORKS DEPARTMENT TO COVER OUR COST
