[ ] Yes DQ New Policy or Exception Statement of Issue, Recommendation, Analysis, Funding Source, Alternative Actions, Attachments: M/ STATEMENT OF ISSUE: In 1990, the Governor and: Legislature adopted SB 2310, authored by Senator Marian Bergeson, which established the California Market Development Zone program. The purpose of the act was to stimulate the recycling of postconsumer waste materials generated in the State. By approving a resolution, businesses in our City that recycle postconsumer waste materials into usable products will be eligible for equipment state tax credit, state technical assistance, low interest loans and other locally controlled assistance. RECOMMENDATION: Adopt City Council Resolution No."o a Resolution of the City of Huntington m Beach Approving the Inclusion of the City into a Countywide Recycling Marklgt J= Development Zone Program., ANALYSIS: The Act authorizes cities and counties to apply to become Recycling Market Development Zones (RMDZs). When an area is designated an RMDZ, businesses locating there which process recyclables or utilize post consumer waste in �I production processes may receive a recycling equipment tax credit, specialized technical assistance and information sharing services from the California Integrated Waste Management Board (CIWMB), low interest loans, and other, locally - controlled assistance. The County of Orange is currently applying to the CIWMB for declaration as a RMDZ. While elsewhere in the State, only portions of some cities and counties are declared RMDZs, the County is seeking to have the whole county declared a RMDZ. The designation will have no effect on City operations, and will solely allow any firms opening targeted businesses the ability to obtain the benefits discussed above. The County Integrated Waste Management Department (IWMD) is seeking passage of the attached resolution from each city in the County, so they may include it in the application packet to the State. FUNDING SOURCE: There are no funds needed for the Recycling Market Development Zone. Funds to prepare and send the resolution are budgeted in .1993-94 Economic Development budget. MTU/BAK/TA: sar (docl) RESOLUTION NO. titinr, A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH APPROVING THE INCLUSION OF THE CITY INTO A COUNTYWIDE RECYCLING MARKET DEVELOPMENT ZONE PROGRAM. WHEREAS, on April 6, 1992, the City Council of Huntington Beach approved the Source Reduction and Recycling Element (SRRE) for the city; and The SRRE called for economic development opportunities in the city as a measure necessary to improve local and regional markets for recovered materials; and Implementation of the SRRE will result in the dramatic increase in the quantity and types of material recovered from diversion programs instituted in conjunction with the California Integrated Waste Management Act of 1989 (AB 939); and The county and cities of Orange are proposing to act as joint lead agencies in a countywide Recycling Market Development Zone (RMDZ); and The RMDZ boundaries would encompass all unincorporated and incorporated areas of Orange County; and The creation of the countywide RMDZ would enhance the employment and economic development goals of the lead agencies; and Current and planned city waste management practices, programs and conditions are favorable to the development of post consumer waste materials; and Designation of the proposed zone as a RMDZ is necessary to assist in attracting and developing recycling businesses within the County, 7/RMDZ/4030/June 9, 1994 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Huntington Beach that the city hereby supports the inclusion of the city into a countywide Recycling Market Development Zone program.
