It is my understanding that this has been a very successful program and there was a news article stating that HB was among the most efficient Orange county cities in their recycling program.To me this is an indication to continue as is. It certainly is must easier for the HB residents to continue recycling as they are instead of having separate trash cans for each type of trash and maybe different days pickups for each type of trash. Gooch January 3,2006 • Input TO CITY COUNCIL from surrounding Cities that have converted to automated delivery(personnel from cities) 1. Over-all experience—(positive/negative—"war"stories they can share) 2. Special considerations (possible changes in pick-up days/hours etc) 3. Handicapped/elderly—special considerations for unique pick-ups? • Alleys(vs) curb-side service As alleys are generally much narrower than streets-will they be capable of accommodating the new automated system? 1. What percentage of H.B. is serviced by alley pick-up? 2. What percentage of alley pick-ups will be maintained? 3. What percentage of alley pick-ups will be changed to curbside? • Scavenging 1. Reduces income from "collectibles" 2. Increased enforcement will be required 3. What will the cost be and who will bear it? • Increased productivity/Worker Safety 1. Proposal only "touches" on increased productivity 2. In Long Beach manual production was.84 tons per work hour 3. With fully automated pick-up the efficiency increased to 2.7 tons per hour — an increase of over 200% resulting in a tremendous COST SAVINGS to the City, even with a pro-rata capital outlay for new equipment and receptacles. Automated pick-up virtually eliminated worker compensation claims associated with back injuries. Carpal tunnel injuries did occur, but worker compensation cost were greatly reduced. What is to be "done"with similar"cost savings"in H.B.? • Contract amendment—cost/benefit of revising service delivery 1. Who will benefit from revision—financially? 2. Has the contractor prepared a"Performs"for the proposed change? 3. What provisions are in the current contract to "identify" profit? 4. The proposed revision may very well be a "win-win" for both parties however, is it the "best" deal the citizens of H.B. can receive? Can we negotiate either a lesser monthly rate, increased service or other uses for potential increased profits possibly dedicated to other city services such as public safety, open space; infrastructure improvements once the financial benefits are identified?
