Statement of Issue In order to receive the City s annual entitlement grants to the
Community Development Block Grant (CDBG) HOME I vestment Partnership Program
(HOME) and American Dream Downpayment Initiative (AD 1) from the U S Department of
Housing and Urban Development (HUD) it is necessary t conduct a public hearing and
approve an Action Plan for 2005/2006 The approved Actio Plan m lust then be submitted to
HUD no later than August 15 2005

Analysis The City receives annual entitlement grants from the U S Department of Housing
and Urban Development (HUD) These monies are design tied as Community Development
Block Grant (CDBG) and HOME Investment Partnership Program (HOME) funds CDBG
entitlement is designated to serve low-moderate income re idents and areas within the City
through public improvements public services code enforclement lconomic development
activities rehabilitation programs and related activities HO I E entitllement is exclusively for
the provision of low-moderate income housing Beginnin in FY 2004/2005 funds were
allocated for the American Dream Down Payment Initiative (ADDI) ADDI will be administered
through the HOME Program and will essentially mirror HO IE s regulations and guidelines
ADDI funds may only be used to assist eligible first-time h mebuyers in purchasing single-
family homes by providing funds for downpayment and closir g costs
Citizen participation is encouraged throughout the process as outlined in the Citizen
Participation Plan for the City of Huntington Beach The (Citizens Participation Advisory
Board (CPAB) established by City Council in 1996 assesses community needs and
provides its specific recommendations to the City Council C IAB held two public hearings on
community needs reviewed applications heard presentatic hs by the applicants and held
monthly subsequent public meetings to deliberate and forML late its recommendations to the
City Council A joint City Council/ CPAB study session was IIeld June 20 2005 The CPAB
and Staff Funding Recommendations are in agreement foreach activity Attachment 1 shows
Funding Recommendations as submitted by CPAB and Staff
The HOME grant in the amount of $823 233 less a 1 % administration allocation is
requested for housing acquisition and rehabilitation In accordance with the Citizen
Participation Plan the City s Economic Development Commi tee provides policy guidance on
the selection of HOME projects
The ADDI grants in the amount of $28 222 is request d to assist eligible first-time
homebuyers with downpayment and or closing costs In compliance with Federal guidelines
ADDI will be administered in conjunction with HOME and in accords 1 ce with a policy which
would be developed administered and monitored by the Economic Development
Department
This is a required public hearing as required by HUD regulat ons Also as required by HUD
this public hearing and a 30-day public comment period were advertised in The Independent
a local newspaper of general circulation Written public com ents re'ceived during this time
will be attached to the Action Plan and sent to HUD

Council Public Hearing at the Huntington Beach Civic Center, 2000 Main Street, Council
Chambers The hearing will be held at 6 00 PM or soon thereaftei on the 2005/2006 Action Plan
in accordance with the City s Consolidated Plan (CP) as required by the U S Department of
Housing and Urban Development (HUD) for receipt of$1,591 169 lin Community Development
Block Grant (CDBG) funds and $823,233 in HOME Investment Partnership (HOME) funds and

HOME Investment Partnership
In an effort to expand and preserve its existing affordable housing 3tock Huntington Beach has
worked with Community Housing Development Organizations (C iDOs) to acquire multifamily
rental properties These buildings are rehabilitated and then are m de available to persons below
60% of Orange County median income for a minimum of 30 years I The CHDO must enter into an
agreement with the City that outlines all of the affordability requir ments, property maintenance
standards, and long-term monitoring requirements that are require by HOME regulations

Southeast Coastal Redevelopment Protect Area The purpose of the Implementation Plan is to
identify the specific goals and objectives for the protect area describe the specific programs
including potential projects and estimatedxpenditures that would be made during the five years
and explain how these activities will eliminate blight

Investment Partnership (HOME) funds and $28 222 in American ream Downpayment Initiative
(ADDI) funds The 2005/2006 Action Plan proposes the CDBG F OME and ADDI budgets from

The City followed its Citizen Participation Plan The Citizen Pa it ipation Advisory Board (CPAB)
held two public hearings on community needs and held subseq ent monthly public meetings
Citizens may review and comment on the draft 2005/2006 Actio I Plan in ithe Department of
Economic Development The public comment period will begin my 15 and end August 14 2005
Public comments received during this time will be attached to th Action IPlan and sent to HUD

In an effort to expand and preserve its existing affordable housin (stock Huntington Beach has
worked with Community Housing Development Organizations (ClDOs) to acquire multifamily rental
properties These buildings are rehabilitated and then are made 3vaiiabie to persons below 60% of
Orange County median income for a minimum of 30 years The CIHDO must enter into an
agreement with the City that outlines all of the affordability requirements property maintenance
standards and long-term monitoring requirements that are requir d by HOME regulations
