Subject: Proposed Assessment District 7102
Gentlemen:
In 1964, an assessment district for the construction of drainage facilities
in that area generally bounded by Ellis Avenue, Beach Boulevard, Indianapolis
Avenue and Goldenwest Street was proposed and failed because of majority
property owner protest. Since then development of this area has continued at
a slow pace, but now seems to be accelerating.
The area has large ponded areas and meandering water courses. Major flood-
ing occurs during minor rains requiring intersection closures and pumping.
Increased development activity has increased runoff and has decreased the
natural storage area. The drainage area boundaries have been revised so that
now the limits are Ellis Avenue, Beach Boulevard, Adams Avenue and the Southern
Pacific Railroad; for a total of 504 acres. It is estimated that the drainage
facilities would cost $1 million dollars.
In order to initiate a request for HUD funds it is essential that the
source of the matching funds be determined. It is recommended that an assess-
ment district be created for that purpose. The assessment district would cost
the property owners within the district approximately $1,000 per acre and
could be made payable over a period of time such as ten (10) years.
If the City Council is in accord, suggested action is that a resolution
be passed declaring the intent to form an assessment district to provide drain-
age. Secondly; permission is requested to work with the firm of Voorheis,
Trindle and Nelson who has been successful: in obtaining HUD funds for drainage
in other cities in Orange County.

Dear John:
We have discussed your information regarding forming the single owner
assessment district which we can designate as Assessment District No. 7101.
The below items and decisions are as we understand and desire.
1. A single party petition will be preparld for signature, and after
council acceptance and authorization to proceed, a validity suit will be
processed by your office through the proper coult.
2. Plans and specifications and estimate Uill be prepared to proceed
with a sale of the bond or bonds.
3.. The city will advertise for bids under 1913 Act proceedings, and
utilize the bond sale monies to pay for both the existing and proposed
improvements. The department is not in favor of!city forces performing
the work,therefore we expect.eo award a contractito the low bidder assuming
all is in order.
Therefore, we will appreciate your preparation of the petition and sub-
sequent proceedings. The record owner of the parcel involved is Mabel H.
Bradley, P.O. Box 270, Huntington Beach, California, 92648.
The district boundary description will be as follows:
That portion of Section 35, Township 5 South, Range 11 West,
in the Rancho Las Bolsas, city of Huntington Beach, County of Orange,
State of Cal.ifornia,•as shown on a map recorded.in Book 51, page 13
of Miscellaneous Maps, in the office of the County Recorder of said
County, described as follows:

The southwest one -quarter (SW4) of the southwest one -quarter
(SW4) of the southwest one -quarter (SW4) of the northwest one-quater
(NWT) of said Section 35.
Excepting therefrom the north 85.00 feet of the west 115.00
feet.
Please advise if our general understanding is in line, and if we need
to perform any engineering at this time. Also,'at what stage do we request
the street right of way dedication?
