BIDS are formed through Resolution of Intention,
Public Notice and Public Hearing. If no majority
protest either written or verbal at Meeting
Assessments proportional to estimated benefit
received, annual payment, assessments can be by
business type, size or zones
No residential properties assessed
Annual Public Hearings for 1989 BIDs

Minimum 5 years of assessments for 1994 Act (VHB)
Visit Huntington Beach (VHB)
• Mission is to attract overnight tourist to hotels
• Annual budget based on 3%TOT self -assessment
FY 16/17 Budget (approx.) $5 million
Auto Dealers Business Improvement District
• Mission is the operation/maintenance of 405 Reader board
• Annual budget $112,000
HB Downtown Business Improvement District (HBDBID)
Mission is the improvement of the economic business environment
related to marketing, safety, maintenance, tourism, parking and
special events fund and promote activities which benefit businesses
within Downtown
Annual budget is $450,000 (BID assessments of $iso,000; Surf City
Nights of $120,000 event revenue of $60,00o and City Maintenance
agreement of $155,000)
