"Bike Lanes And Parking on 19th" (BLAP-19) is a plan to prevent further significant increases in traffic on west 19th Street in Costa Mesa. What are the components of BLAP-19? 1. MOST IMPORTANT! No widening of west 19th Street. 2. Designated bike lanes in both directions on west 19th Street. 3. Maintain existing on-street parking on west 19th Street. Would BLAP-19 prevent the construction of the 19th Street bridge? ABSOLUTELY!!! What other benefits would BLAP-19 have? BLAP-19 would also prevent the large proposed development at Banning Ranch from being built. Furthermore, BLAP-19 would lead to increased safety for pedestrians, drivers and bicyclists of all ages. By encouraging more bicycling, BLAP-19 would reduce greenhouse gases, reduce expenditures on gasoline, and encourage a more healthy cardiovascular lifestyle. How can BLAP-19 be implemented? The City of Costa Mesa must take the first steps in developing a plan to remove west 19th Street from the Master Plan of Arterial Highways (MPAH), as well as changing the General Plan for the City.
