AS PUBLI RE R f COUNCIL MEETING
OF
C! ERIS CFFiCE
JW L.FLYNN,CITY CLERK
BLAP = 19
What is BLAP-19?
"Bike Lanes And Parking on 19th" (BLAP-19) is a plan to prevent further significant
increases in traffic on west 19th Street in Costa Mesa.
What are the components of BLAP-19?
1. MOST IMPORTANT! No widening of west 19th Street.
2. Designated bike lanes in both directions on west 19th Street.
3. Maintain existing on-street parking on west 19th Street.
Would BLAP-19 prevent the construction of the 19th Street bridge?
ABSOLUTELY!!!
What other benefits would BLAP-19 have?
BLAP-19 would also prevent the large proposed development at Banning Ranch from
being built. Furthermore, BLAP-19 would lead to increased safety for pedestrians,
drivers and bicyclists of all ages. By encouraging more bicycling, BLAP-19 would reduce
greenhouse gases, reduce expenditures on gasoline, and encourage a more healthy
cardiovascular lifestyle.
How can BLAP-19 be implemented?
The City of Costa Mesa must take the first steps in developing a plan to remove west
19th Street from the Master Plan of Arterial Highways (MPAH), as well as changing the
General Plan for the City.
Political will and leadership will be necessary!
