SUBJECT: Approval of Resolutions for Determination of Certain Street Names and
Change of Certain Street Names within the City of Huntington Beach

Statement of Issue: In order to correct inconsistencies on maps, in databases, on street
signs, and to address public safety concerns, the Addressing Initiative Committee, with
representation from Planning, Building and Safety, Police, Fire, Public Works and Information
Services, developed a set of criteria and standards with which to apply to existing and future
street names and address numbers. The committee's work has resulted in the
recommendation to determine and/or change the names of certain streets with the City of
Huntington Beach. City Council approval is requested for the attached resolutions.
Funding Source: Notification costs in the amount of $2300 have been paid for out of the
Information Services budget account 10042101.63345. Public Works will absorb the cost of
materials for signage changes and replacement by incorporating it into their regular
maintenance cycle over time. , l

Analysis: Technology is increasingly being used by Public Safety and other vehicles to
locate addresses in response situations. The City of Huntington Beach has not had a
standardized address database for citywide usage. This has led to significant discrepancies
occuring with the street names (i.e. Golden West vs. Goldenwest), street prefixes (i.e. W.
Adams or Adams), and street suffixes (i.e. Caballero Lane or Drive). Automated safety
vehicle routing systems require street addresses to be consistent. Also, the widespread
replacement of land lines with cell phones does not allow for tracking through the phone
line. Public safety concerns about the potential difficulty in locating the correct address for
incident response led to the formation of the Addressing Initiative Committee. The
committee's work has resulted in recommendations for street name changes.
Outside entities including the U.S. Postal Service, IPS (Intergraph), OC MSAG (OC Master
Streets), and the Orange County Assessor's Office also maintain address and street name
databases with which the City's data is not consistant.
The recommendations of the Addressing Initiative Committee required dropping of prefixes
for Adams, Springfield, and Utica and would require address number changes for twenty-
two residential properties. Street number changes would be required for Loma and
Yorktown for fifty-four residential units and twenty-one commercial properties.
On September 8, 2009, during the Council Study Session, the City Council expressed
concern for those individuals whose address numbers would be changed if the Council
approves the Addressing resolutions. They requested that property owners and occupants
of affected properties be notified by mailing individualized registered return receipt letters.
The Council also called for two public information meetings to be held to answer citizen's
questions.
One hundred five certified letters were mailed to property owners and occupants whose
addresses would be changed if the Council approves the Addressing resolutions. These
notice letters advised owners and occupants of the community meetings to be held.
The first community meeting was held in the Police Department Training Room on
Wednesday, October 21, 2009, at 6:30 p.m. for residential properties that would require
address number changes. Representing the City were Chief of Police, Fire Division Chief,
Director of Information Services, Information Services GIS Manager, and Information
Services GIS Analyst. Six citizens attended.
The Director of Information Services provided an overview of the Addressing Initiative
project to the citizens in attendance. Citizens were also able to obtain information on the
changes proposed for their personal addresses. Overall, the response from the citizens
was positive.
The second community meeting was held in the Police Department Training Room on
Wednesday, October 28, 2009, for commercial property owners that would be affected by
the required street number changes. No business owners attended. Six residents attended,

three of whom had attended the previous meeting. All attendees live on or near Utica
Street.
Following the community meetings, an additional 6,500 postcard notifications were mailed
to residents and owners of properties that could be affected by the street name
determinations and suffix changes proposed in the resolutions. Citizens were also able to
access information related to the Addressing Initiative on the Surfcity Pipeline.
Staff recommends approval of the street name change and determination resolutions
recommended by the Committee.

History
• The City of Huntington Beach has never had a single standardized
address database
• This situation has allowed discrepancies to occur over time with
street names. Some examples:
— Golden West or Goldenwest,
— Street prefixes-W. Adams or Adams,
— Street suffixes-Caballero Lane or Caballero Drive
• Other agencies also maintain address and street name databases
that are not consistent with the City's data.These include:
— U.S. Postal Service
— Orange County Master Street Index
— Orange County Assessor's Office

History

Public Safety response concerns are the major driving forces for the
address changes required to provide consistency:
• GIS technology used in all automated safety vehicle routing systems
requires that street addresses and numbering be consistent
• Cities have patterns established for street suffixes and address
numbering used by mutual aid responding agencies
• Widespread replacement of land telephone lines with cell phones
does not allow for automatic address locating
• Consistency is extremely helpful to new officers, dispatchers,
citizens and mutual aid responders not as familiar with Huntington
Beach's current street name and number exceptions

Implementation Steps
The recommendations of the Addressing Initiative Committee will
require Council actions for implementation. Two separate Council
resolutions have been prepared:
• Determination of the Names of Certain Streets Within the City
of Huntington Beach which will clear discrepancies of street
names and drop prefixes for Adams, Springfield and Utica
• Changing the Names of Certain Streets Within the City of
Huntington Beach which will change suffixes for streets that
do not conform to the established pattern
If Council approves,the changes will be effective January 1, 2010
Street signs will be updated in conjunction with their regular sign
maintenance schedule
