Adopt Resolution No 2015-55 certifying that the City has the resources to implement the projects to be included in the 2017 Federal Transportation Improvement Program (FTIP) as required by the Orange County Transportation Authority (OCTA) Statement of Issue The Orange County Transportation Authority (OCTA) requires the submittal of a resolution certifying that the City has the resources to implement the projects to be included in the 2017 Federal Transportation Improvement Program Financial Impact None associated with this action Recommended Action Adopt Resolution No 2015-55, "A Resolution of the City Council of the City of Huntington Beach Certifying That The City Has The Resources to Fund The Projects in the FFY 2016/17 — 2021/22 Transportation Improvement Program and Affirms Its Commitment to Implement All Projects in the Program " Alternative Action(s) Do not approve the resolution and provide staff with an alternative direction Analysis Previously, the City Council committed local funding to match three Federal funded grants through the Federal Transportation Improvement Program (FTIP) The FTIP is a database that programs funding for all State and Federal Funded transportation projects as well as projects of regional significance The three projects previously authorized to receive these grant funds are 1 Atlanta Avenue Widening Project (from Huntington St to Delaware St ) 2 Utica Avenue Bicycle Boulevard 3 Lake Street Bicycle Treatments and Downtown Bicycle Facilities In order to secure these grant funds, OCTA, which administers these federal grants, is requiring that all Orange County agencies have their respective council or board approve a resolution re- affirming that it has the resources to fund the projects submitted for inclusion in the 2017 FTIP The proposed resolution affirms that the City does, in fact, have the resources for the projects HB -631- Item 5. - I Dept ID PW 15-057 Page 2 of 2 Meeting Date 10/5/2015 Environmental Status Not required for this action Strategic Plan Goal Enhance and maintain Infrastructure Attachment(s) 1 Resolution No 2015-55, "A Resolution of the City Council of the City of Huntington Beach Certifying that the City has the Resources to Fund the Projects in the FFY 2016/17 — 2021/22 Transportation Improvement Program and Affirms its Commitment to Implement all Projects in the Program" Item 5. - 2 1413 -64- RESOLUTION NO. 2 015 - 5 5 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH CERTIFYING THAT THE CITY HAS THE RESOURCES TO FUND THE PROJECTS IN THE FFY 2016/17 - 2021/22 TRANSPORTATION IMPROVEMENT PROGRAM AND AFFIRMS ITS COMMITMENT TO IMPLEMENT ALL PROJECTS IN THE PROGRAM WHEREAS, The City of Huntington Beach ("CITY") is located within the metropolitan planning boundaries of the Southern California Association of Governments; and CITY has authorized project submittals to the Orange County Transportation Authority's (OCTA) Federal Transportation Improvement Program (FTIP), and CITY is the lead agency for projects and will comply with applicable local, state, and federal provisions including but not limited to the FTIP, California Environmental Quality Act, National Environmental Policy Act, Americans with Disabilities Act, and Buy America; and CITY agrees to construct Transportation Control Measures projects as noted in the amendments in a timely manner, NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby resolve as follows: 1. That it affirms the City's commitment to the projects submitted in the 2017 Federal Transportation Improvement Program: a. Atlanta Avenue Widening Project (from Huntington St. to Delaware St.) b. Utica Avenue Bicycle Boulevard c. Lake Street Bicycle Treatments and Downtown Bicycle Facilities PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a regular meeting thereof held on October 05, , 2015.
