SUBJECT: Adopt Resolution No 2015-67 approving submittal of two grant applications
associated with improvement projects to the Orange County Transportation
Authority (OCTA) for funding under the Comprehensive Transportation Funding
Program (CTFP) for regional traffic signal synchronization projects
Statement of Issue
Adoption of a resolution is required for the submittal of project grant applications to the Orange
County Transportation Authority (OCTA) for funding under the Comprehensive Transportation
Funding Program (CTFP) The two projects are regional traffic signal synchronization projects
along Magnolia Street and along Brookhurst Street
Financial Impact
No funding is required for this action However, if this grant application is approved by OCTA, the
City will'be responsible for up to $400,000 in local matching funds A separate City Council action
will be required at that time with a request for allocation of matching funds from the City's Air
Quality Management District Fund, of which sufficient funds are available
Recommended Action
Adopt Resolution No 2015-67, "A Resolution of the City Council of the City of Huntington Beach
Approving the Submittal of Improvement Projects to the Orange County Transportation Authority for
Funding Under the Comprehensive Transportation Funding Program "
Alternative Action(s)
Deny approval of the projects listed in the resolution and forego eligibility to receive grant funds
through the CTFP
Analysis
On August 11, 2015, the Orange County Transportation Authority (OCTA) announced a call for
projects for the Comprehensive Transportation Funding Program (CTFP), Regional Traffic Signal
Synchronization Program This program provides improvements for inter-jurisdictional traffic signal
coordination These projects are regional and competitive As a condition of eligibility, the City is
required to adopt a resolution approving the submittal of applications for CTFP funding In general,
the resolution declares the City's desire to implement the submitted projects, as well as an
affirmation to follow CTFP procedures, should funding be approved and allocated

The following two projects were submitted to OCTA for consideration
1 Regional Traffic Signal Synchronization Program project on Magnolia Street from
Commonwealth Avenue in Fullerton to Banning Avenue in the City of Huntington Beach (in
conjunction with Caltrans and the cities of Fullerton, Anaheim, Stanton, Garden Grove,
Westminster and Fountain Valley)
2 Regional Traffic Signal Synchronization Program project on Brookhurst Street from
Commonwealth Avenue in Fullerton to Pacific Coast Highway in the City of Huntington Beach
(in conjunction with Caltrans and the cities of Fullerton, Anaheim, Garden Grove, Westminster
and Fountain Valley)
The grant amounts requested through these applications and the corresponding estimate of local
matching funds which will be required are summarized below

Brief descriptions of the projects being submitted for consideration are provided below
1 Magnolia Street Traffic Signal Synchronization Proiect- This protect will provide operational
and infrastructure improvements at 49 intersections along Magnolia Street from
Commonwealth Avenue in Fullerton to Banning Avenue The City of Anaheim will be the
lead agency on this project with participation by the State of California Department of
Transportation and the cities of Fullerton, Anaheim, Stanton, Garden Grove, Westminster
and Fountain Valley As a first stage, equipment upgrades will be installed in order to
improve the operation and communications along the network, including the installation of
traffic signal communication conduit within the City of Huntington Beach This improvement
is consistent with the City's Traffic Signal System Master Plan and will allow for faster and
improved communications with the system master at City Hall The second stage of the
project will be the development of new coordinated traffic signal timing which will reduce
stops and delays along the corridor
2 Brookhurst Street Traffic Signal Synchronization Proiect- This project will provide operational

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH APPROVING THE SUBMITTAL
OF IMPROVEMENT PROJECTS TO THE ORANGE COUNTY
TRANSPORTATION AUTHORITY FOR FUNDING UNDER
THE COMPREHENSIVE TRANSPORTATION FUNDING PROGRAM
WHEREAS, the Orange County Transportation Authority intends to allocate funds for
transportation improvements within the incorporated cities and the County; and
The Measure M2 Regional Traffic Signal Synchronization Program targets over 2,000
signalized intersections across Orange County to maintain traffic signal synchronization,
improve traffic flow, and reduce congestion across jurisdictions; and
The City of Huntington Beach has been declared by the Orange County Transportation
Authority to meet the eligibility requirements to receive revenues as part of Measure M2; and
The City of Huntington Beach must include all projects funded by Net Revenues in the
seven-year Capital Improvement Piograin as part of the Renewed Measure M Ordinance
eligibility requirement; and
The City of Huntington Beach authorizes a formal amendment to the seven-year Capital
Improvement Program to add projects appioved for funding upon approval from the Orange
County Transportation Authority Board of Directors, and
The City of Huntington Beach has currently adopted a Local Signal Synchronization Plan
consistent with the Regional Traffic Signal Synchronization Master Plan as a key component of
local agencies'efforts to synchronize traffic signals across local agencies'boundaries; and
The City Council of the City of Huntington Beach desires to implement the multi-
jurisdictional signal synchronization listed herein, and
The City s Circulation Element is consistent with the County of Orange Master Plan of
Arterial Highways, and
The City of Huntington Beach will provide matching funds for the project as required by
the Orange County Comprehensive Transportation Program Procedures Manual, and
The City of Huntington Beach will not use Renewed Measure M fwids to supplant
Developer Fees or other conunitments,

NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve as follows
The City Council of the City of Huntington Beach hereby requests the Orange County
Transportation Authority to allocate funds in the amounts specified in the City's application for
the Comprehensive Transportation Funding Programs Said funds shall be matched by funds
from the City as required and shall be used as supplemental funding to aid the City in improving
the following streets
Signal Coordination Projects Brookhurst Street, Magnolia Street
