Statement of Issue: The California Department of Transportation requires an approved
Council resolution to close Pacific Coast Highway, the first block of Main Street, and other
local streets for special events, and for the 2006 Pacific Shoreline Marathon.
Funding Source: Not applicable.
Recommended Actions: Motions to:
1) Adopt Resolution No. 2005- cis , A Resolution of the City Council of the City of
Huntington Beach Authorizing the Closing of Main Street to Vehicular Traffic for Certain
Special Events;
2) Adopt Resolution No. 2005- 81v , A Resolution of the City Council of the City of
Huntington Beach Requesting Cal Trans Approve the Closing of Pacific Coast Highway
for the Huntington Beach Pacific Shoreline Marathon Run; and
3) Adopt Resolution No. 2005-- A Resolution of the City Council of the City of
Huntington Beach for the Temporary Closure of Portions of Goldenwest Street, Garfield
Avenue, Edwards Street, Ellis Avenue, Talbert Avenue, Seapoint Street, Inlet Drive,
Overlook Drive, Summit Drive, Varsity Drive, and Central Park Drive for the Pacific
Shoreline Marathon Run.
Alternative Action(s):
1) Do not adapt Resolution No. 2005- to close Main Street;
2) Do not adopt Resolution No. 2005- CoC_to close Pacific Coast Highway; or
3) Do not adopt Resolution No. 2005- �7_to close local streets.
REQUEST FOR ACTION
MEETING DATE: 1219/2005 DEPARTMENT ID NUMBER:CSOS-035
Analysis: Certain special events require the closure of portions of Main Street in the
downtown area in the interest of public safety, crowd access, and event operation. The
California Department of Transportation (CalTrans) requires a City Council resolution
(Attachment 1) declaring the city's intention to close the first block of Main Street in order to
issue a permit for the closure. A CalTrans permit is needed at this location because Pacific
Coast Highway is a state highway with turn pockets onto Main Street.
Events occurring in 2006 that require closure of Main Street in downtown Huntington Beach
are the Wavecrest Beach Cruiser Meet, 4t" of July downtown activities, and Halloween in the
Downtown_ The times of the day listed on the resolution, 6:00 AM to 10:00 PM, do not reflect
the actual times of individual events but rather a time frame that will enable the city to fulfill
the CalTrans requirement for closure. In addition, the time frame provides the city with some
flexibility for accomplishing the various times for events.
CalTrans also requires a resolution for the closure of Pacific Coast Highway from Beach
Blvd. to Warner Ave. for the Pacific Shoreline Marathon (Attachment 2). The final resolution
(Attachment 3) authorizes the temporary closure of portions of local streets along the
Marathon's course. The proposed course for 2006 event is essentially the same as it has
been for the past several years. While there is some impact on city residents, extensive
notification is done to minimize inconvenience. All streets are reopened as soon as public
safety permits.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH
AUTHORIZING THE CLOSING OF MAIN STREET TO VEHICULAR TRAFFIC
FOR CERTAIN SPECIAL EVENTS
WHEREAS,the City of Huntington Beach hosts several special events and related
activities to promote visitation and tourism in the City; and
These special events and related activities occur on Main Street in the downtown area;
and
These special events and related activities draw large crowds which create pedestrian and
vehicle conflicts; and
In order to promote public safety, the City Council has determined that the closure of
Main Street during the special events listed hereinbelow is necessary for the safety and
protection of persons who might use said streets,
NOW THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve that Main Street shall be closed to all vehicular traffic, including bicycles, from 6:00 a.m.
to 10:00 p.m. on the dates and for the events listed below:

FOR THE HUNTINGTON BEACH PACIFIC SHORELINE MARATHON RUN
WHEREAS, the City Council of the City of Huntington Beach desires to support
community events and bring tourism to the City; and
The City of Huntington Beach is a participating host to the Pacific Shoreline Marathon
run on February 5, 2006; and
This community event will require the closing of Pacific Coast Highway, which requires
approval of CalTrans,
NOW, THEREFORE, the City Council of the City of Huntington Beach does hereby
resolve as follows:
SECTION 1. That the City Council of the City of Huntington Beach requests that
CalTrans approve the closure of Pacific Coast Highway between Beach Boulevard and Warner
Avenue on February 5, 2006, to accommodate the participants in the Huntington Beach Pacific
Shoreline Marathon.

WHEREAS, the City Council of the City of Huntington Beach desires to support

The event organizers desire to build a world-class marathon in the City of Huntington
Beach and to showcase portions of the City; and
This community event will require the closing of city streets to accommodate participants

SECTION 1. That the City Council of the City of Huntington Beach approves the
