Hello to all,
I am in Europe on vacation or I would be at the meeting on Monday night to ask you to
approve continuing Surf City Nights in person.
Two places that I just visited reminded me so much of what we are doing on Tuesdays in
Huntington Beach.
The Ramblas in Barcelona Spain is a mile long pedestrian walkway down the middle of the
street in the heart of old Barcelona that has outdoor cafes, artists, performers and
vendors. It is famous for its costumed performers, but I actually thought the performers
at Surf City Nights have them beat! !
Secondly, the Portobello Road Market in London was a farmer's market and then some! It
stretched down a narrow road for more than a mile and tens of thousands of people attended
the fair, it had antiques, produce, fishmongers, cheesemongers, clothing and craft
vendors, everything. And even though it was London, it could not match our naturally sunny
Main Street.
What you and the downtown merchants have created on Tuesday nights is a marvel and
shouldn't be thrown aside. Our city and our Main Street has long needed a focal point
event and Surf City Nigts seems to fit the bill.
Surf City Nights is a world class event and can get even better if given time to grow and
mature. Let's keep it going.

Subject: Main Street Pedestrian Mall
We have lived in North Huntington Beach for 36 years.
We have gone down to Main Street almost every Tuesday night since the recent
experiment started. We dine in the restaurants and buy good stuff at the farmer's market.
We would like to see a permanent closure of Main Street in favor of a pedestrian mall. No
more cruising and no more VROOM-VROOM motorcycles and hot rods.
However, comparing the Santa Monica Promenade to our Main Street is apples-and-
oranges. A much better comparison would be to Pier Avenue in Hermosa Beach where the
block between Hermosa Avenue and the beach is pedestrian-only.

Statement of Issue: On November 20, 2006, City Council/Redevelopment Agency
approved a trial program for temporary closure of Downtown Huntington Beach Main Street
which included an event now referred to as Surf CityTm Nights. This event was scheduled to
expire on May 22, 2007, but due to the popularity and increased revenues to the downtown
merchants, the Merchants Association voted at their May 9 general membership meeting to
pay for the major expenses of the event for five weeks beginning May 29. During this
extension period, the merchants and city staff will continue to improve the economics of the
event through ideas such as expanding the size from two to three or more blocks; reducing
expenses for infrastructure such as temporary barricades; and finding private sponsorships.
Staff recommends that the City/Redevelopment Agency continue to support this event
throughout the remainder of fiscal year 2006-2007 by paying for the minor supporting
expenses, such as city-related costs, by reimbursing Police, Fire, Public Works, Community
Services, and continuing to pay for advertising and seeking sponsors.
Funding Source: Economic Development 2006-07 budget account 30581002,
augmented, if necessary, by Merged Area Undesignated Fund Balance not to exceed
$90,000.
REQUEST FOR COUNCIL/REDEVELOPMENT AGENCY ACTION

Recommended Action: Motion to:
1) Approve the extension of financial participation for supporting expenses by
City/Redevelopment Agency for the Local Tuesday nights program, Surf CityTm Nights, for
the remainder of fiscal year 2006-2007.
2) Appropriate $90,000 from the Merged Project Area Unappropriated Fund Balance into
account#30581002.
Alternative Action(s):
Do not extend City/Redevelopment Agency participation for Surf CityTm Nights beyond the
original trial period ending May 22, 2007.
Analysis: After five months of analysis, discussions of alternatives and impacts, and
meetings between city staff, downtown merchants and local residents, a trial program for the
temporary closure of downtown Main Street was presented to the City Council
/Redevelopment Agency on November 20, 2006. Approved at that meeting were five
seasonal weekend festivals, a series of 12 Tuesdays Locals Nights and an appropriation of
$350,000 of Redevelopment Agency funds to support this trial program.
While the first weekend festival is now planned for June 16-17, the Tuesday events began as
scheduled, starting on March 6, and have been a success from the beginning. With great
support and cooperation by City staff, the contracting with experienced vendors to supply and
manage the street performers, Farmers Market, lighting, restrooms, attendants, and clean-up
activities; and exceptional marketing and media relations; Surf CityTM Nights has seen large
crowds of pleased customers, excited children, and record sales for the local merchants.
Named Surf CityTM Nights, discussion on how to continue the event beyond the trial,
Redevelopment Agency--subsidized period, began by the end of the first event. Already in
the review and approval process are plans to expand from the current two-block event to
become a three-block event, replace temporary barricades with installed bollards, and go
beyond our four-month temporary specific events permit. Staff and merchants are also
continually working to find ways to reduce overall expenses and increase revenues to make
the event self-sustaining; however, these efforts are taking time and the merchants have
stepped up with approximately $20,000 of their BID revenues to continue funding for five
additional weeks beginning May 29.
Strategic Plan Goal: L-4: Create an environment that promotes tourism to increase
revenues to support community services and transform the city's economy into a destination
economy. By encouraging retail and restaurants to grow and by adding new dimensions to
downtown Huntington Beach, this will attract not only Huntington Beach residents to re-visit
downtown, but invite others to also share the downtown experience.
