AN STUDY SESSION MAY 7, 2012 CIRCULATION ELEMENT UPDATE Background: ✓Current General Plan adopted in 1996— Policy framework for all future development. ✓Circulation Element - one of seven required elements (including Land Use, Housing, Conservation, Open Space, Noise, and Safety). 1 r IRCULATION ELEMENT UPDATE Topics addressed include: ✓ Regional Mobility ✓ Local Road System ✓ Neighborhood Traffic Management ✓ Public Transportation ✓ Transportation Demand Management and Air Quality ✓ Parking ✓ Pedestrian, Bicycle, and Equestrian Paths, and Waterways ✓ Scenic Corridors IRCULATION ELEMENT UPDATE Milestones: ✓ 2030 land use projections completed 2008. ✓ Traffic study completed 2009. ✓ Draft Circulation Element completed 2009. ✓ Ad Hoc Committee review completed 2009. ✓ Notice of Preparation of Environmental Impact Report (EIR) completed 2009. 2 Issues • Banning/19th Street Bridge Deletion • Bicycle Master Plan efforts • Neighborhood Electric Vehicles and other alternative transportation • Significant changes to Circulation Element • Identified street network needs x t� �!
