UBERUAGA, City Administra or PREPARED BY: RON HAGAN, Director, Community Services SUBJECT: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH DESIGNATING DATES FOR THE CLOSING OF MAIN STREET Statement of Issue, Funding Source, Recommended Action, Alternative Action, Analysis, EnviroWVgntal Status, Attachment(s) Statement of Issue: The city must obtain permission from the California Department of Transportation to close Main Street for specific events for the 1996 season. Funding Source: Not applicable. Recommended Action: Adopt the attached Resolution declaring the city's intention to close Main Street on specific dates and times during 1996. . Alternative Action(s): Do not request closure of Main Street for the 1996 specific events. Analysis: The city wishes to close Main Street from Pacific Coast Highway to Orange Avenue in the interests of public safety, crowd access, and event operation. The California Department of Transportation requires a resolution of the City Council declaring its intention to close Main Street. Because PCH is a state highway with turn pockets onto Main Street, state law requires the city to gain CalTrans approval to close Main Street to vehicular traffic. Time is of the essence for this approval as the first event sponsored by the downtown merchants and the city is the Art Fair, March 23 and 24. Attachment(s): Resolution 0011031.01 02/13/96 5:11 PM RESOLUTION NO. 96-14 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH DESIGNATING DATES FOR THE CLOSING OF MAIN STREET WHEREAS, the City of Huntington Beach has agreed to host several specific events to promote visitation and tourism in the city; and These specific events involve activities located on Main Street in the downtown area, These specific events draw large crowds which create pedestrian and vehicle conflicts. NOW, THEREFORE, the City Council of the City of Huntington Beach resolves as follows: The City wishes to close Main Street from Pacific Coast Highway to Orange Avenue in the interests of public safety, crowd access, and event operation. The City Council declares by this resolution its intention to request closure of Main Street from 6:00 a.m. to 6:00 p.m., by the California Transportation Commission for the following listed events: March 23rd and 24th, 1996 Art Fair in the Downtown April 27th and April 28th, 1996 Olympic Torch Run September 7th and 8th, 1996 Fifth Annual Pierfest September 21 stand 22nd, 1996 Art Fair in the Downtown PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a regular meeting thereof held on the 4th day of March '1996.
