The City requires that all applicants for specific events within the city limits provide liability insurance nam the
City if Huntington Beach as an additional insured on the policy. Since the Joe Molloy Memorial Public Safety
Triathlon is co -sponsored by the City of Huntington Beach in cooperation with the Cities of Fullerton and �.
Anaheim, and the event is solely for public safety officers of other municipal agencies, and proceeds from the
event is for charity, the Police Department is requesting a waiver of the insurance requirement for this event and
self -insure the event. In addition, the city must obtain permission from the California Department of
Transportation to close portions of Pack Coast Highway (SR 1) for this event.
RECOMMENDED ACTION
Waive the City's specific event insurance requirement for the Joe Molloy Memorial Public Safety Triathlon and
self -insure the event, and adopt the attached Resolution declaring the city's intention to close portions of Pacific
Coast Highway (SR 1) between Warner Avenue and Sixth Street between 6:00 AM and 11:00 AM for this
event.
ANALYSIS
Anaheim Police Chief Joe Molloy died in his office after a morning run several years ago. He was committed to
promoting physical fitness throughout the law enforcement community. He always encouraged his officers to
engage in some sort of physical training and was himself an accomplished athlete competing in many triathlons.
His sudden loss was a blow to the entire law enforcement community and a tremendous loss to the Anaheim
Police Department.
Shortly after his death, a Joseph T. Molloy Memorial Fund (non-profit reg #95-4492906) was established to
provide scholarships and assistance to those in need throughout the community. This event was created to raise
money for the memorial fund which will be given to the Fullerton Community College Administration Justice
Program.
This years event will be held on Saturday, May 20, 1995. The start/finish line will be in the lower parking lot just
north of the pier. The course will be a swim around the pier, a bike ride of about fifteen miles down the bicycle
trial to Warner returning on Pack Coast Highway, and a six mile run on the service road of the beach to
Brookhurst and returning to the pier. Participants will be restricted to public safety employees of local municipal
agencies. Every athlete will pay an entry fee, and be required to sign a Liability Release prior to competing.
Helmets are mandatory.
The main purpose of the event is to raise money for the non-profit memorial fund. The money that would
normally be spent for a one day insurance policy, which is estimated to be in the area $1000.00, could be used
for charitable causes. In addition, since each athlete is employed by a local government agency as a public safety
officer who will sign a Liability Release before the event, and the fact that the City is self -insured for its daily
operations, it is requested that the additional insurance requirement be waived and the city self -insure this event.
Because the city wishes to close a portion of Pack Coast Highway from Warner to Sixth Street for public
safety, crowd access and event operation, the California Department of Transportation requires a resolution of
the City Council declaring its intention to close PCH. Permission must be obtained from Cal -Trans since PCH is
a state highway.

ALTERNATIVE ACTION
Do not waive insurance requirement and direct the Joe Molloy Memorial Fund to obtain insurance from a private
source and adopt Resolution requesting closure of PCH, or do not waive insurance requirement and do not
adopt Resolution requesting closure of PCH.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF HUNTINGTON BEACH DECLARING ITS
INTENTION TO REQUEST THE CLOSURE OF
PUBLIC STREETS FOR A SPECIFIC EVENT
WHEREAS, the City of Huntington Beach has agreed to host the swim event of the
Chief Joseph T. Molloy Memorial Public Safety Triathlon;
This event will involve activities on Pacific. Coast Highway between Warner Avenue and
Sixth Street; and
It is expected that this event will draw a large crowd which has the potential to create
pedestrian and vehicle conflicts.
NOW, THEREFORE, the City Council of the City of Huntington Beach resolves as
follows:
The city wishes to close Pacific Coast Highway between Warner Avenue and Sixth
Street in the interests of public safety, crowd access, and event operation. The City Council
declares by this resolution its intention to request closure of Pacific Coast Highway between
Warner Avenue and Sixth Street from 6:00 A.M. to 11:00 A. M., by the California
Transportation Commission on May 20, 1995.
PASSED AND ADOPTED by the City Council of the City of Huntington Beach at a
regular meeting held thereof on the 17th day of A ' 1 , 1995.

BIQY—CLIST: Any non -motorized one person bicycle is allowed. No nvn-competitor will be allowed on the course
for the purpose of drafting or repair of equipment malfunction. All equipment problems to be handled by the competi-
tor. Riders must wear their number on the left side of their clothing. Drafting during the race will be grounds for
immediate disqualification. PROTECTIVE HEADGEAR is &gNDA ORY. Hard-shell helmets that meet ANSI stan-
dards must be wom (skid -lids are not acceptable).
RUNNERS:. Each runner must also wear the number provided on the front of his/her clothing. For relay teams,
two identical numbers are provided - one for the bicyclist and one for the runner.
