A separate resolution is required by Cal Trans for the closure of Pacific Coast Highway for final approval. Funding Source: Not applicable. Recommended Action: Motion to: Adopt Resolution No. Authorizing Street Closure for the Fourth of July; and Resolution No.1-004—XD, Requesting CalTrans Approve the Closing of Pacific Coast Highway for the Huntington Beach Fourth of July Parade. Alternative Action(s): Do not adopt resolutions for parade street closures; and direct the 4th of July Executive Board to develop an alternate route.. Analysis: Resolutions are required to be adopted by City Council for the closure of Pacific Coast Highway (PCH) and local streets for the 4th of July Parade. The parade route necessitates the closure of PCH from Beach Boulevard to Goldenwest Street from approximately 5:00 AM until no later than 2:00 PM. The California Department of Transportation (CalTrans) requires a separate resolution (Attachment #2) to be adopted by the City Council for PCH because it is a state highway. The parade will follow the same route (Attachment #3) as in the past two years, entering onto PCH at 8'' Street, turning onto Main Street, proceeding through the downtown, and ending a short distance past Yorktown Avenue. The route incorporating Pacific Coast Highway was established in 2001. It has been very successful logistically and has caused no problems for public safety. Analysis: Huntington Beach has hosted the Pacific Shoreline Marathon since 1997. The event includes a marathon, half marathon, 5K, and children's run. It now attracts over 5,000 runners from more than 300 cities in California, throughout the United States, and from several other countries. There is also a large Huntington Beach participant base, making the event both a destination for tourists and a local community event. This upcoming marathon is scheduled on February 1, 2004. F, I 03-032 Pacific Shoreline Marathon.doc -- 11/7/2003 2:01 PM REQUEST FOR ACTION MEETING DATE: November 17, 2003 DEPARTMENT ID NUMBER: CS03-032 In 1999 Council approved a ten-year agreement with Race Pace to operate the marathon in Huntington Beach. The current course has proven to be successful over the past four years, as it has grown from 1,300 participants to over 5,000 participants. The proposed course (Attachment 1) for 2004 is essentially the same. While there is some impact on city residents, extensive notification is done to minimize inconvenience. All streets are reopened as soon as public safety permits. The Pacific Shoreline Marathon is reviewed through the Specific Events Committee on an annual basis in order to address particular issues of operation and logistics. Race Pace will be paying $22,600 to the city to reimburse the city for all of its direct costs for the marathon. The event is part of the city's economic strategy of becoming an overnight destination. The Pacific Shoreline Marathon brings revenue, runners, and spectators to the city during the off- season. For the 2002 event, staff worked with event organizers to generate economic data through a survey of participants. Doug Traub, President of the Huntington Beach Con- ference and Visitors Bureau, reviewed the data and methodology of the survey. He indicated that the event generates at least $220,000 in increased spending in the city over what would normally occur at that time of the year. The Pacific Shoreline Marathon is a fund-raiser for local charities, and over $80,000 has been given back to the community through donations to non-profits since the inception of the event. For 2003, local beneficiaries included the HB Junior Lifeguards, HB Kiwanis, and Mesa View Middle School with an estimated $12,000 in total donations. A national charity, Ocean Conservancy, will receive approximately $5,000 in donations. These nonprofit groups provide volunteers to help conduct the event. Analysis: Certain events require the closure of portions of Main Street in the downtown area in the interest of public safety, crowd access, and event operation. The California Department of Transportation (CalTrans) requires a resolution of the City Council declaring its intention to close the first block of Main Street in order to issue a permit for the closure. A CalTrans permit is needed at this location because Pacific Coast Highway is a state highway with turn pockets onto Main Street. Events occurring in 2003 that require this closure are the Wavecrest Beach Cruiser Meet, Halloween in the Downtown, and the Light a Light of Love holiday activity. The times listed on the resolution, 6:00 AM to 10:00 PM, do not reflect the actual times of individual events but rather a time frame that will enable the city to fulfill the CalTrans requirement for closure. In addition, the time frame provides the city with some flexibility for accomplishing the various times for events. There is also a need to adopt resolutions for street closures Funding Source: Fourth of July Business Unit Account #20445803 in the amount of $221,250, to be reimbursed from Fourth of July fund-raising activities. Expected revenue: $261,000. Recommended Action: Motions to: 1. Approve the 2002 Fourth of July proposed parade budget as presented by the Fourth of July Executive Board, not expected to exceed $221,250; and 2. Adopt Resolution No.ao0Z-3 5, authorizing the closure of Pacific Coast Highway, and Resolution No.2'4oz-3Sauthorizing the closure of local streets for the 2002 Fourth of July Parade. Analysis: At its September 17, 2001 meeting, City Council appropriated $253,350 in operating expenditures for the Fourth of July Celebration as part of the 2001/2002 budget (Attachment 1). The Fourth of July Executive Board has broken down the revenue and expenditures by line item, and at its April 3, 2002 meeting, unanimously approved a 2001/2002 proposed budget (Attachment 2). The board feels that, based upon past experience with the income and expenses of the parade and celebration, and taking into consideration the current economic climate, the proposed budget is realistic and one that will make this year's event self-supporting with the exception of city-provided services such as I REQUEST FOR ACTION MEETING DATE: May 6, 2001 DEPARTMENT ID NUMBER: CS02-019 police, fire, etc. In addition, the board and city staff are requesting that Council approve a resolution (Attachment 3) for local street closure for the parade, which will follow the same route as last year. This route requires the closure of Pacific Coast Highway from Beach Boulevard to Goldenwest Street from approximately 5:00 AM until no later than 2:00 PM. The California Department of Transportation (CalTrans) requires a resolution (Attachment 4) of the City Council declaring its intention to close PCH because it is a state highway. The new route, established in 200.1, was very successful from a logistical perspective and caused no problems for public safety. Sponsor-hospitality and bleacher seating will again be located at Pier Plaza and television cameras will showcase the parade against a backdrop of the beach, Pier Plaza, the pier, and the ocean. It is anticipated that additional sponsor advantages provided by the new route will continue to generate long-term support for the parade and increase the event's entertainment value for the future. Alternative Action(s): Do not request closure of the first block of Main Street for events scheduled during 2002. Analysis: Certain events require the closure of portions of Main Street in the downtown area in the interest of public safety, crowd access, and event operation. The California Department of Transportation (CalTrans) requires a resolution of the City Council declaring its intention to close the first block of Main Street in order to issue a permit for the closure. A CalTrans permit is needed at this location because Pacific Coast Highway is a state highway with turn pockets onto Main Street. Events occurring in 2002 that require this closure are the Wavecrest Beach Cruiser Meet, Halloween in the Downtown, and the Light a Light of Love. The times listed on the resolution, 6:00 AM to 10:00 PM, do not reflect the actual times of individual events but rather a time frame that will enable the city to fulfill the CalTrans requirement for closure. In addition, the time frame provides the city with some flexibility for accomplishing the various times for events. Time is of the essence for this approval as the first event is scheduled for March 23, 2002.
