Funding Source: Not applicable. Recommended Action: Motion to: Adopt Resolution No;()A-S , a Resolution of the City Council of the City of Huntington Beach Authorizing the Closing of Main Street to Vehicular Traffic for Certain Specific Events. Alternative Action(s): Do not adopt resolution to close streets Analysis: Certain events require the closure of portions of Main Street in the downtown area in the interest of public safety, crowd access, and event operation. The California Department of Transportation (CalTrans) requires a City Council resolution declaring the city's intention to close the first block of Main Street in order to issue a permit for the closure. A CalTrans permit is needed at this location because Pacific Coast Highway is a state highway with turn pockets onto Main Street. Events occurring in 2004 that require this closure are the Wavecrest Beach Cruiser Meet, Halloween in the Downtown, and the Light a Light of Love holiday activity. The times listed on the resolution, 6:00 AM to 10:00 PM, do not reflect the actual times of individual events but rather a time frame that will enable the city to fulfill the CalTrans requirement for closure. In addition, the time frame provides the city with some flexibility for accomplishing the various times for events. Time is of the essence for this approval as the first event is scheduled for March 27, 2004. Alternative Action(s): 'Do not adopt resolutions for parade street closures; and direct the 4th of July Executive Board to develop an alternate route.. Analysis: Resolutions are required to be adopted by City Council for the closure of Pacific Coast Highway (PCH) and local streets for the 4th of July Parade. The parade route necessitates the closure of PCH from Beach Boulevard to Goldenwest Street from approximately 5:00 AM until -no later than 2:00 PM. The California Department . of Transportation (CalTrans) requires a separate resolution (Attachment #2) to be adopted by the City Council for PCH because it is a state highway. The parade will follow the same roul:e (Attachment #3) as in the past two years, entering onto PCH at 81h Street, turning onto Main Street, proceeding through the downtown, and ending a short distance past Yorktown Avenue. The route incorporating Pacific Coast Highway was established in 2001. It has been very successful logistically and has caused no problems for public safety.
