STREET AND GARFIELD AVENUE/GISLER AVENUE BRIDGES
STATEMENT OF ISSUE:
In November 1993 and again in February 2003, the City Council unanimously approved
resolutions requesting the removal of the proposed Banning Avenue/19'h Street and Garfield
Avenue/Gisler Avenue bridges from the Orange County Master Plan of Arterial Highways
(MPAH). In recent months, certain parties have reintroduced discussion on the Banning
Avenue/19th Street bridge concept. As the concerns voiced by Huntington Beach in the past
have not changed, a resolution reaffirming the City's position on this proposed project is
presented for Council consideration.
Residents have also expressed strong support for the City to pursue complete removal of the
Banning Avenue/19th Street Bridge from the MPAH. Resolving this issue will not only ensure
that our residents will no longer have to be concerned that the bridge project will resurface again
in the future, but also ensure that all long-term transportation planning reflects a street system
that is feasible and likely to be provided at some point in the future. Current OCTA policy would
require that affected agencies all support the removal of the bridge from the MPAH. This will
include Huntington Beach, Costa Mesa and Newport Beach and may also include Caltrans and
the County of Orange. Opposing views by the three primary agencies have prevented this
action from moving forward in the past and may continue to do so. The City of Huntington
Beach should request that OCTA review their policy regarding modifications to the MPAH and
consider actions even when there is not unanimous agreement among all affected agencies.
RECOMMENDED ACTION:
Adopt Resolution No. 2012-04 (A Resolution of the City Council of the City of Huntington Beach
asking the Orange County Transportation Authority (OCTA) to remove the Banning Avenue/19th
Street Bridge from the Orange County Master Plan of Arterial Highways — MPAH) reaffirming - -
the 2003 City Council's opposition to the Banning Avenue/19'h Street Bridge, and ask OCTA to
remove the Banning Ave./19'h Street Bridge from the MPAH and to consider actions even when
there is not unanimous agreement among all affected agencies.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON
BEACH ASKING THE ORANGE COUNTY TRANSPORTATION AUTHORITY
(OCTA) TO REMOVE THE BANNING AVENUE/19' STREET BRIDGE FROM THE
ORANGE COUNTY MASTER PLAN OF ARTERIAL HIGHWAYS (MPAH)
WHEREAS, the City Council of the City of Huntington. Beach has received
significant input from the public regarding the viability, financial feasibility and
construction of the westerly extension of 19t' Street/easterly extension of Banning
Avenue over the Santa Ana River; and
The Circulation Element of the General Plan of the City of Huntington Beach, as
well as the Master Plan of Arterial Highways of the County of Orange, remains affected
by listing the 19t' Street Bridge in the County's Master Plan of Arterial Highways; and
The Community has expressed concerns that construction of the Banning
Avenue/19t' Street Bridge over the Santa Ana River will severely and adversely impact
the adjacent residential neighborhoods; and
In November 1993 and February 2003, the City Council passed Resolutions
requesting the County of Orange to initiate the process to remove the Banning
Avenue/19t' Street Bridge from the County's Master Plan of Arterial Highways;
NOW, THEREFORE, the City Council of the City of Huntington Beach does
hereby resolve as follows:
1. The City of Huntington Beach supports the "no bridge" scenario.
2. The City of Huntington Beach requests the Orange County Transportation
Authority to delete the Banning Avenue/19t' Street Bridge over the Santa Ana River from
the Orange County Master Plan of Arterial Highways.
3. The City of Huntington Beach requests the Orange County Transportation
Authority to review its current policy regarding Master Plan of Arterial Highway
amendments and adopt a policy that does not require unanimous agency agreement to
amend the County's Master Plan of Arterial Highways.

I am writing in support of Council Member Joe Shaw's effort (No. 2012-04) to have the City of
Huntington Beach formally reaffirm its opposition to the proposed Banning Ave. / 19th St. bridge and to
request that the Orange County Transportation Authority (OCTA) remove this bridge (and the Garfield
Ave. / Gisler Ave. bridge) from the Orange County Master Plan of Arterial Highways (MPAH).
I would also urge the City Council to go beyond a mere reaffirmation of the City's opposition to the
bridge, and task City staff to monitor and report all developments regarding the bridge on either the
local level (with Costa Mesa and Newport Beach) or the county level.
g o date, the public has not enjoyed complete transparency regarding the political machinations of these
external parties to the process we are dealing with in Huntington Beach. Many SEHB residents (those
citizens most directly affected) had no idea that other scenarios were being entertained by the County
(and affected cities) prior to their unveiling at the Eader Elementary School meeting earlier this month.
We also had no idea whose "brainchild" these other options or concepts were. This leads to rampant
speculation that our HB representative, Mayor Don Hansen, acquiesced to the alternatives (both
involving the bridge being built) that he should have known would be non-starters to Southeast
Huntington Beach residents. Our public officials must be held accountable for their participation in
deliberations at the county or regional level.
If the alternate options or concepts presented (involving the bridge being built) were trial balloons, they
were machine-gunned upon release. That message should be communicated to all parties remotely
interested in the construction of a bridge at this location.
I urge the City Council to actively lobby its counterparts in Costa Mesa and Newport Beach (and any
warties at the county level) to not allow any development to go forward in the affected area that depends
upon a Banning Ave. / 19th St. bridge being built. Failure to do this will result in continuous attempts to
destroy the quality of life in the established neighorhoods in Southeast Huntington Beach that have been
at risk for many years.

Description: Please do more tonight than just make a resolution that has no teeth to it. Create
significant wording in the "Resolution for No Bridge" like Costa Mesa did. Make a
document saying the City of Huntington Beach will not support building a bridge from
19th Street to Banning Avenue for 100 years (or certain date parameters). This will let
the other cities involved who want the bridge know that for all intents and purposes, the
bridge is off the MPAH for HB.
