One house at 1006 Alabama, the other is next door on the North- East corner of Alabama and Joliet. Windows and doors have been broken out* rubbish thrown on the roof and rocks thrown thru the sidings. Both buildings have been reduced to unspeakable eye- sores. Children play in the buildings, use the toilets j and continue to wreck the buildings. Runtirigtora Beach. According to city and county records these structures are owned and/or controlled by you. The following violations of the Uniform Building Code and/or the State Housing Act were found to exist. 1. Dime to lack of maintenance, age, and type of aateriala aged these structures have become dilapidated to the extent they are no longer fit for human occupancy; Section 104 (H) Uniform! Box iso CALIFORNIA 92648 •'March'12, 1970 DEPARTMENT OF BUILDING & SAFETY Honorable Mayor and City Council City of Huntington Beach ATTN: Paul Jones, City Clerk Subject: Recovery of cost for the demo- lition and removal of two sub- standard and dangerous buildings Gentlemen: In September of 1969, the Department of Building and Safety, Fire Department, and the Orange County Health .Department inspected two single family dwellings located at 208, 2082 9th- Street, Huntington Beach, Calif- ornia on property legally described as Lot 8 in Block 208 of Huntington Beach, as shown on a Map recorded in Book 3, page 36, Miscellaneous Maps, records of Orange County, California. The title to this property is vested in the name;;of: Mr. Frank Gates, presently residing in the Huntington Beach Convelescent_ Hospital, 18792 Delaware Street, Huntington Beach, California 92646. Based on the findings of the inspection the Department of Building and Safety declared the buildings to be dangerous and substandard and ordered the two dwellings to be demolished and removed. Mr. Frank Gates was so notified. Mr.. Gates contacted the Department of Building and Safety and in- dicated that he agreed the buildings should be removed but that he was financially unable to do so. It was explained to Mr. Gates that if he could not cause the buildings to be removed that the City of Huntington Beach would and that the cost incurred in doing so would be placed as a personal obligation against him or be placed as an assessment aginst the property involved. On February 19, 1970, the Department of Building and Safety let a contract for the demolition and removal of the two buildings owned by Mr. Gates. The contract (Purchase Order #27179) has been completed and payment has been made. Total cost $630.00. 1 f } Page 2 March 12, 1970 This report is submitted for the City Councils! consideration. The Council shall fix a time, date and place for hearing this re- port and any protests or objections thereto. Upon completion of the hearing the Council may order said charge, $630.00, to be made a personal obligation of the property owner, Frank Gates, or assess said charge against the property involved. Before second reading at the April. 6 Council meeting, the proposed ordi- nance was withdrawn by Council and referred back to the City Attorney for amendment. The ordinance was designed to set up rules and regulations for the conduct of the Board of Appeals . This department has done further research on the matter and has discussed the proposed ordinance in detail with the Department of Building and Safety. The provisions incorporated in Ordinance 1570 are found in substantially the same form in the Uniform Building Code which is already a part of the Ordinance Code, and thus most of such provisions are duplications. Upon further consideration of this matter and on the advice of the City Attorney, the Department of Building and Safety is requesting; that Ordinance 1570 be withdrawn indefinitely.
