Hopkins, PE, Director of Public Works SUBJECT: Authorize the Director of Public Works to request a one-year delay from the Orange County Transportation Authority (OCTA) of the deadline to initiate the preparation of final plans, specifications & estimates and right-of-way engineering for the widening of the Brookhurst Street and Adams Avenue intersection Statement of Issue: Final environmental review for potential improvements at the Brookhurst Street and Adams Avenue intersection has taken longer than had been anticipated when a grant application was submitted for the next project phase. The current schedule will delay the start of the design phase of the project beyond the funding deadline. Program requirements for the Orange County Transportation Authority (OCTA) grant state that any request to extend or delay commencement of a project phase must be authorized by the City Council. Financial Impact: No funding is required for this action. Recommended Action: Authorize the Director of Public Works to request a one-year delay of the deadline to initiate final plans, specifications & estimates and right-of-way engineering for the intersection of Brookhurst Street and Adams Avenue from the Orange County Transportation Authority. Alternative Action(s): Do not authorize the Director of Public Works to request a project delay. This alternative action may require modifications to the engineering and right-of-way scope, possibly resulting in higher design costs. Analysis: In 2011, the Orange County Transportation Commission approved funding under the Comprehensive Transportation Funding Programs, Regional Capacity Program, Intersection Capacity Enhancements, for final engineering and right-of-way analysis for the widening of the Brookhurst Street and Adams Avenue intersection. The project application specified commencement of these efforts in OCTA fiscal year 2012/2013, which ends on June 30, 2013. Under a previously approved OCTA grant, the City is in the process of completing the preliminary engineering and Environmental Impact Report (EIR). The public scoping,period.for the EIR closed HB -223- Item S. - I Dept. ID PW 13-017 Page 2 of 2 Meeting Date: 4/15/2013 on March 1, 2013, and the preparation of the draft EIR is underway. The public hearing for the EIR is scheduled for September 2013. The best approach to defining the appropriate scope of work for the final engineering phase of the project is to wait until the environmental processing is complete or nearly complete. Staff expects to begin the engineering scoping phase in early Fall 2013. A 12-month extension on the funding deadline will provide ample time get a consultant under contract while providing a sufficient safeguard of time should anything unforeseen take place during the environmental processing. In accordance with OCTA's Comprehensive Transportation Funding Program Guidelines, City Council approval is necessary before any project delays can be considered.
