A. Pied Boardwalk - This area, located at the pier and Pacific Coast Highway, should emphasize the ocean view-oriented experience. This area should include fast food stands and novelty shops, eating areas, umbrellas and overhead porticca; are recommended. Banners, graphics, color scheme, t.nd "pier boardwalk" signage will create a festive atmosphere and further complete the transition from this area to the Main Street plaza. Lighting will also be extremely important in promoting a day and night activity area. Other possible uses in this area are a museum and new dining establishments in a multi-level area, and the necessary parking to support tiw.%e functions. Pedestrian movement, sirnlling, window shopping and eating should be the primary focus of this area. B. Main Strert .Plajs - They Main Street plaza should be a focal point inland from Pacific Coast Hitthway. Strong landscape elements such as color and texture should be incorixxated into this area. County Sanitation districts are financed individually through taxation of tM properties in each District and through sewer connection feeds► for new development. There is currently a lack of funds in County Sanitation District Ko. l 1 to complete all the projects shown on the District's Master Plan; the-refore, an annual priority for projeecu must be established. That Inability of District No. 11 to make all the necessary improvements could cause problems in local sewers and may constrain developme nt in certain areas of the City unless other funding sources are identified. County Sanitation District No. 1 l is studying the need to establish increased tares in order to fund the needed improvements. No additional major improvements, after the toast Trunk is completed, are; forecast by District No. 11 as necessary in the near term for the Downtown a is. The sewer connection fee is the primary source of funding for proposed City sewerage projects. The Public Works Department. as a condition to approving an application for sewer connections, is Authorized to collect a fee for the purpose of reimbursing the City for the cost of upgrading the sewer system and of future replacements and extensions to this system. This fee is placed into the City's sewer fund. They City's sewer fund balance is expected to be adv*mtek to fund the majority of improvements needed to co"ect existing and potential capacity deficiencies and to provide adequate service to new dvftlopmeent at ultimate buildout. Replacement of sewers in the Do+intown was not , Included in this estimate. However, if replacement becoams necessary because of difficulties in connecting the older- lines to the new trunk sewer. the City's Dspartment of Public Works estimates that this could cost approximately $4 miliim for the entire Townlot/DoFwntown area. I 3.6.2 Drainage The purpose of the City's drainage system is to convey water away from propett`ty and streets. The existing drainage system is Incorporated into the City's overall flood control system which is designed to prevent floeadletg during heavy storms. Rainfall coertstitutets the arort important sourtt Of water runoff; however, activities such as watering lawn and wadW* cars also generate waste water which roust be remor*d and disposed of. The existing drainage system in that Specific Plan area is a small portion of a much larger network which includes regional flood control channels maintained by the County and tributary drainage facilit+.as which are the responsibil',ty of the City. These deftciencies are not primarily in the Spocifle flan am, but reflect a Wrote wlddpread problem in the Tawnlot area. Impleawntation of these impmwements would alleviate existing drairep problems in the Townlot area. The recommended improvements by District are outlined below: Drainage District SH - Extend the existing drains in Goldrnwest (42 Inches in diameter), Sixteenth (34 inches) and Twentieth (42 incl►s:s) Streets to Orange Avenue. Construct a new drain in Eighteenth Street between Orange and PC H. i - [district aD - Construct a drain in Thirteenth Street from Orange to the ocean (96 inches). (completed) - District BA - Construct a drain an Sixth Street (42 isnctm). = District 88 - No Improvements are recommended, 1>-ainage projects are funded primarily throuSh drainage tees. The City collects drainage furs from property ownen prior to iasuir4g a building ,,,grit or recording a subdivis'.on map in any drainage District and depcolts +xis fee into a "plasrxred local drainage fund" for the ptrpo w of defraying the costs of constructing master-planned facilitiidr in that District. Each of the City's 34 drainage Districts mVrwrent kcal runW areas with different drainage characteristics and needs. The amorarot of the dminage fee is based an the estimated costa of roaster-pianried facilities and varks far each drainage District. According to the State law (Cove+rnuent Cask :Section 66493), fees collected from development activitWo in any one District can +only be used to construct facilities in that District. in Borne instances, other oxxv +s besides tees, such as tiausirng and Community Development pant fir& or tax-increment from a redevelopment project, could be available for drainage improvements. The cost of all its protrewants in Districts SH, gD and IIA was estimated at $5.7 million in 1979, and these would be constructed with District drainage fees and other sowces in accordance with a priority establiOwd by the City's Master plan of Drainage. Through the pir age of bands, that City has trade ma* imprtrvtments to the system enabling it to accommodate anticipated furture growth. 1Mmt notably, the City helped construct pipelines to brim water from the MetrWolltan Water District (MWD) reservoirs into the City, thereby enlarging the potential supply for future development. In the Specific Plan area, the existing system consists of water maim (12-inches in diameter) which are located In the fallowing streets: Coldenwest, Seventeenth, Main, Lake, Beach, Atlanta, Palm and Orange. These maim carry the water from reservoirs to the Downtown and Towniot, where distribution lines branch off to supply water to individual users. In the Downtown and Townlot areas, these branch limes are currently located beneath the alleys. Gentettlly speaking, the large water mains located throughout the Ctty are ade*ate; however, in the Downtown area the pipes are old. undersized snd In a deterkwating condition. measly of the mains will have to be upgt`oW or replaced to meet the demands of future development. The Public Works Department has compiled a list of water projects for implementation over a five-year period. Included in this list is the replaceruent of old cast iron pipes in the Downtown. Ultimate Implementation of these projects is based on a number of cor siwderations. Anmxg them, high priority Is given to projects that provide new water supply (i.e., yells) or improve fire flow deficiencies, and lower prkw ty is given to improvements such as those Downtown, which may be only at ultimate build-out.
