Subject : Route 1 Corridor Transportation Study
At the request of the Council, we transmit resolution
requesting the appropriate state agencies to participate
'in a Route 1 corridor transportation study, and declaring
the intent of the City of Huntington Beach to participate
in such study . Further studies of the deleted Route 1
Freeway between Route 5 and Route 605 are necessary to
meet present and future transportation demands .

This is to acknowledge receipt from you of a copy of Resolution
No. 3665 adopted by the City Council. of Huntington Beach on
April 2 , 1973 concerning participation in a cooperative trans-
portation corridor study of Route 1 between Seal Beach and
San Clemente.
District Engineer Haig Ayanian's office is cooperating with
. Orange County Road Commissioner Ted McConnville in initiating
study guidelines and participation. Huntington Beach will be
contacted by them after all cities along the Route 1 corridor
have indicated their interest in the cooperative studies .

Request to Huntington Beach, City Council to oppose r�� ,:
Coast Freeway
April a. , '1972
We would like to urge the city council of Huntington Beach
to support a resol.ut.ion ,stati.ng that. the city is opposed . to the
construction of the Pacific Coast Freeway in- this city. We further , .
urge the council members to take whatever steps are available to '
insure that the .Coast Freeway will not be built through this' city,
such as refusing.. to :sign a freeway agreement with the state division, i
of highways and requesting state senators and• assemblymen .to propose
legislation deleting *Huntingt,on Beach from the Pacific Coast 'Free-
way route.

Our reasons for urging you to take these'. steps are :
1 . The Pacific Coast Freeway no longer the regional artery
that it was originally conceived to be. Various legislative -actions
have already eliminated many portions of the Route 1 Freeway and
additional efforts are 'being made to eliminate still -more. —
The cities of Long Beach : Laguna Beach, Newport Beach, and
Seal Beach have, all taken strong stands against this freeway:'
Groups in the South Bay cities of Torrance, - Redondo Beach, Lomita ,
Lawndale, Rolling Hills, and Hawthorne are actively fighting the
state ' s efforts to impose the freeway on their' areas.,
It is quite conceivable that the freeway could end up to be
a. path of noise, pollution, and destruction leading from one '.end
of Huntington Beach to the other. It could bring undesired extra,
population, local street e.xparision, apartment building, etc. , with--.
out helping the residents of. Huntington Beach who .wish to -commute
outside of the .city, either to the north or to .the' south.
2. It has been noted 'that one reason mentioned by certain .
local city officials for favoring freeway construction in .this, city
is to bring more people into the downtown area where they will,, .
supposedly spend money in the tourist shopping area which may, .,or
may not be developed.
We feel 'that numerous surveys , petitions , and community di-scussion,,
project results should make it clear that the citizens of, Huntington
Beach .would like, to slow down, not step-up, the local population
explosion. We also question the desirability of attracting thousands
of additional people to , the beach .area on summer week-ends . In any
case is it ' really ,neces-sary to haveafreeway in order to bring .them
here even if some people want them? Coastal shopping areas such. a,s ,
Balboa and Ports, of. Call have not suffered for lack .of a freeway to
deposit people at their doorsteps.
' The suffering; imposed on residents' on and near a •freeway path
is not warranted for the-purpose of bringing •more' people Into-
. -downtown Huntington Beach'. This is not a proper reason 'for building
a freeway:;
3. The location of the Coast Freeway route in Huntington Beach
goes near or through areas of residential development. It would
impose noise and air, pollution on many people who chose to live in
the coastal area because it affords some measure of e'scape . from the
air pollution and environmental ugliness that is so prevalent in
inland' areas of Orange County. „
The nearly constant sea breezes would insure that noise and air
pollution from the freeway would be carried inland to affect the
most heavily populated. residential, school, and park zones in the, city.
The seriousness of these problems is reflected in a recent case
where the Bellflower Unified School District ., sued the• state.' after
finding it necessary to close a school adjacent ' to . a new freeway due
to the ill effects. on the children from ,both noise and air pollution,,

projections 'which have failed to materialize. If the city reflects
citizen desires and imposes zoning restrictions on apartment building,
the population projections will be less than projected. in the 'future.
The type of heavy traffic that is experienced along the 'coas•t, in
Huntington Beach is unique in .that it is seasonal, consisting of
people from all over Los Angeles and Orange Counties coming; to the
beach on warm summer days . A freeway loop off the San Diego Freeway
down to the beach .in Huntington Beach urould probably be just as .
crowded on summer week-ends as Pacific Coast Highway is now and.
probably without relieving the jam on Pacific Coast Highway. It
would create more parking. problems, local street, traffic problems,
crowd control problems and clean-up problems . 'Alli.of this would
end-up costing the citizens of Huntington Leach more money, again
. without, in any way, bene.fitting the local 'citizens.

Section 1. That the City Planning Comi.-iission app.reciates
what has been accomplished to date on establis,ing
a scenic highway corridor along High��way I and
will continue to work on i::inlementation of
this progra-m;
Section 2 . That the City Planning Commission supports the
initiation of a Scenic 1.ighway Corridor Survey
and a Highway Facility Study by the State
Division of Highways along Pacific Coast
Freeway;
Section 3 . That the City Planning Commission recognizes
that the immediate limits of these studies'µshbuld be
that portion of the Pacific Coast Freeway,
Route I, that lies between Anaheim Bay and
the Santa Dina Diver;
Section 4 . That this City will work in cooperation with
the State Division of Highways and with the
County of Orange in the implementation of said
studies ;
Section 5 . That this City will work in cooperation with
the State Division of Highways and with the
County of Orange to achieve a well-planned
relationship between the motorist, freeway
and scenic corridor;
Section 6 . That the City Planning Commission recommends
that the City Council review and adopt this
resolution and instruct the City Clerk to
transmit a copy of their resolution to the
Scate Division of Highways , County Board of
Supervisors and to the Orange County Planning
Department ;
Section 7 . The Secretary shall certify and attest to
the adoption of this resolution by the members
of the City Planning Commission and the
Secretary shall transmit a copy of this
resolution to the State Division of Highways ,
County Board of Supervisors and to the
Orange County Planning De-:artment.
REGULARLY PASSED AND ADOPTED by the City Planning
Commission on the 23rd , day of March , 1971 , by the following
