Since the State is just beginning route location studies on this freeway, we feel that the proper preliminary' step is to inform the State that we would like them to conduct a study to redetermine the need for the Route 57 Freeway. If your Honorable Body concurs with the Public Works Department on this matter, it is respectfully requested that you adopt the attached Resolution and direct the City Clerk to fully execute three copies and return them to this office for transmittal to the State. REPORT ON PROGRAM.OF INTERIM IMPROVEMENTS -TO PACIFIC COAST HIGHWAY IN, ORANGE COUNTY This., report has been prepared by, the Orange County.,Coastal Transportation Committee,. a.special body, set up by Resolution of .the Board of Supervisors, No. 60-545, dated August. 17, 1960. The,recommendations contained,herein have, been prepared for..the General Committee by .the Technical Sub-Committee. In accordance with the above mentioned Resolution of the Board of Supervisors, the over-all objectives of the Orange County Coastal Transportation,Committee are as follows: 1. Compile basic data on what .the State,. County,., local cities, and areas have done, towards developing,a transportation system for the-Orange County coast. 2. Develop a program of study and analysis of .the Orange County coastal traffic problem. 3. Determine the.future, traffic distribution pattern in aneffort to establish..the arterial and.freeway needs, which will best serve--this area when fully developed. 4. Recommend a program of integrated development. to. accomplish ..the road system agreed.upon. 5. Promote..the, interim improvement of existing State Highways,to assure better vehicle carrying capacity. In the process. of developing basic data under .i.tems.I and 2..above,. .the Com- mittee felt .that because of .the long delays which will be experienced in the develop- ment of a freeway. system in .the. coastal section- of Orange County„ it was essential to take immediate steps to make_ the present Coast Highway an, efficient traffic artery. As,is_ widely recognized, .the, current trend along .this,highway is to:decrease:its efficiency as.an arterial. All of .the steps,which are, recommended to .the, Division of Highways.,.in .this report are designed to improve .traffic carrying capacity and retain ..the current .flexible nature of the route. The specific recommendations included,in this program are. those .that are generally agreed upon as. being the most urgent and do not.necessarily include every requirement for. left .turn.movements, signalization,, or other remedial measures. PROGRAM OF INTERIM IMPROVEMENTS ;General Objective: That.the.desirable standard.for improvement is a four- lane, divided highway or a road of equivalent.-traffic-carrying capacity,..throughout its . route within-Orange County, ,with design features.for specific areas.in accordance ., with..the, following recommendations: 1. Seal Beach: Left turn pockets at .the following, intersections: a. Main Street b. Bay Boulevard .c. 12th Street d.. 5th Street 2. Sunset Beach: Correct.the traffic .problems, created by the,limited visibility and turning movements. at .the, curve. in..the.vicinity of Anderson-Street. 3. Huntington Beach: Provide a ,four-lane divided highway with left turn pockets_at main.intersections northerly, of Highway. 39 and.a- six-lane. divided.highway southerly of Highway 39,. .including..the-widening of .the Santa Ana River bridge. _In .order to alleviate the..problems,created by .the. adopted freeway; route southerly of High- way. 39, ..the State Division of Highways,is.. requested to delay the.planning. and construction of a-freeway occupying .the,right-of-way of present Coast Highway.in .the vicinity of Huntington�Beach and Newport Beach pending further study of.the over-all route of the Coastal Freeway and the.traffic. information-now being derived.under .the Los Angeles Regional Transportation Study (LARTS) program. 4. Newport Beach: Continuation of.the, six-lane. divided highway from Huntington Beach to:Newport Boulevard, including the.widening and_realignment of.the Santa Ana River bridge; alleviation of the-.traffic. hazards at The,Arches (Newport Blvd. ).inter- change by_ implementing .the.. construction of existing plans. for the improvement of .this area. . 5. Upper Bay Bridge: Replace the present bridge. over Upper Newport Bay_ to eliminate.the traffic hazards due.,to sub-standard.alignment and width,, and design .the _,new bridge to provideJor a.minimum horizontal clearance of. 100 feet with.a vertical clearance. of 35. to 40 feet. . 6. Newport Beach,to Laguna. Beach: Correct the. present.hazards_ inherent in ..the deficient standards of vertical and horizontal alignment in, the vicinity of Crystal Cove.and, Emerald. Bay. 7. Laguna Beach and South Laguna: Improve .the Pacific Coast Highway through the City of Laguna Beach and South Laguna to Salt Creek to a four-lane standard,. giving special consideration.to .the following: a. Provide:left turn pockets_ at all signalized and main.intersections. b. Confine, all left .turn.movements,to signalized.and_main.inter sections . wherever possible. c. Synchronize signals to,expedite traffic.flow. d. Realign bad curve. at Forest. e. _Improve intersections. at Cliff Drive, Astor Street, West Street,: Seventh Avenue..(South Coast Community Hospital) and Vista del Sol. 8. Dana Point: Eliminate-the sharp curve, immediately westerly of the, community of Dana Point. We are planning to commence studies for a freeway as replacement of the ado ted Legislative Route ltl from Route 60 (Pacific Coast Highway to Route 174 (Santa Ana Freeway) , as indicated on the attached index map. The present route is commonly known as Huntington Beach Boulevard, Stanton Avenue, and Grand Avenue. As our studies progress, we hope to contact you and your technical staff to discuss possible locations and to obtain all information possible regarding local interests. In the interest of promoting a mutual basis for these discussions, we would appreciate your furnishing us with a copy of any Master Plan you may have developed for the area in ques- tion. A public meeting or meetings will be held at a later date to secure all possible local reaction as to community bene- fits from our proposals. This geometric plan has been revised. The revision consists of lengthening the approach radii on relocated Sugar Avenue . Attached in duplicate is a revised plan, dated September 30, 1958, showing a radius of 1,000 feet on the easterly end of relocated Sugar Avenue and a radius of 600 feet on the westerly end. The 600 feet radius is the maximum length allowable at this location as a longer radius would require a new crossing of the Southern Pacific Railroad. We would appreciate having the City' s comments on the revised approach radius on the westerly end of Sugar Avenue and also on the proposed design as it affects City streets . Overall Freeway Picture A coastwise freeway is urgently needed to carry the present Pacific; Coast Highway traffic . To be useful and convenient it should pass close to, or through the Cities of Laguna. Beach, Newport Beach, Costa Mesa, Huntington Beach, etc . The existing Coast Highway served in the past as the hub of development for most of the above cities. Therefore, a freeway built on this route would completely disrixpt their pattern of development . In Huntington Beach this would wean severing the business district from the beach. This would seriously affect business and probably kill the parking plan. In addition, if an interchange was proposed. at Main Street, a large section of the business district would be wiped out. Therefore, an inland freeway route, much like that shown on the Orange County Master Plan, is both the most economical and practical . To spend money now, which could be used on the inland _freeway, is to waste it completely because the inland route Will sufficiently reduce the traffic can the present Coast Highwiay that a full non-access freeway here will not be warranted. Specific Faults with Proposal The map dated July 29; 1957, shukTing preliminary plans of the proposed freeway, Is detrimental to the city for the following reasons.* a., Once constructed, it will leave serious points of congestion at either end where it empties into the Cities of Newport and Huntington Beach., Obviously, to clear this up, . it will have to be extended, This extension will have the disadvantages mentioned in Section I herein. b-. Industrial development of lands near the steam plant will have to be served from narrow existing streets, since no frontage roads are proposed. c. Access to city property west of Huntington Beach Boulevard will be similarly affected, thus ruining, its highest and best use: Development of trailer park and motel, and other uses tied in with the beach. d. The beach-city relationship will be seriously hurt, thus economically depressing private development of residential and commercial facilities serving summer visitors. III. Alternative Suggestion Obviously, the Coast Highway is in need of recon- struction in the subject area. It is dangerous because there is no center divider and because the shoulder area on the south Is narrow, yet used for beach parking. There are also considerable auto accidents along the entire route and at intersections.. Rather than construct expensive bridges and a full freeway in the wrong place, we suggest a development of the subject section of highway to "Expressway" standards. This development would only require 142 feet of right-of- way, and not the 190 feet tentatively proposed. It would have no bridges or structures. There would be room for frontage roads and access could be had into these roads; therefore into abutting property. The opposing "Expressway" lanes should be spread wider apart at the intersection of Wright Street and Huntington Beach Boulevard, to permit safer crossings at these points. This proposal would be far more In keeping with ultimate development of Huntington Beach, residential, commercial and industrial potential. IV. Recommendations Because of the foregoing analysis we submit the follow- ing: �A. �� s a. The city, in conjunction with neighboring beach communities, should vigorously oppose the develop- ment of this' section of the Pacific Coast Highway as a full freeway. ba The city should request, instead, plans for an "Expressway" development with adequate pedestrian crossings to the beach. c; The city .should vequeut a pxwgress ;report from the Highway Department on the Inland Freeway Study., -together with such maps and •supporting text material a's ,ma r' be available at this time. In connection with this project, we have had a number of discussions with Mr. William Gallienne, Secretary-- anager of the Huntington Beach Chamber of Commerce, and rather private citizens relative to this development. Due to the rapid development in this area$ it was necessary for the State to proceed expeditiously with protecting the right of way along the existing Route bQ within the limits of the a freeway- declaration. Although it is recognised that there is a possibility that a new freeway may be constructed in this area, the limitations of finances indicate that this project may be more than a decade I away* Right Of way for the adopted freeway will have a minimum width of 190 feet which will provide for the construction of an eight—lane facility. As you may know* we are acquiring 40 feet 4 of right of way from the railroad and will secure the balance on the northerly side.
