STATEMENT OF ISSUE:
Tract 4677 property owners on Somerset Lane have petitioned the City of Huntington
Beach to relocate the pierhead line to 60 feet along the Main Channel. The properties
affected in the petition are Lots 28 thru 50 inclusive.
RECOMMENDATION:
After holding a public hearing, adopt the attached resolution establishing a pierhead line
as shown on Exhibit "A".
ANALYSIS:
Pursuant to Section 13.32.020 of the Municipal Code, the pierhead line is established by
the City Council.
"Pierhead Line" means the line between the bulkhead and the waterway, which line
separates the area open for navigation from the area extending outward from the
bulkhead in which the mooring and docking of vessels is permitted.
The 40 foot pierhead line that was established for this tract was consistant with city
policy at that time. The wharfage areas were planned for 30 feet to 35 feet length boats.
The 60 foot pierhead line is necessary to accommodate the 40 foot boats which
predominate in this area and for the ease in docking without crossing their neighbors
wharfage area.
The establishment of the pierhead line has been coordinated with the U.S. Army Corps of
Engineers. The resulting clear channel width in the Main Channel is sufficient for
navigation.
To quote from "Huntington Harbour, the Planning Process" prepared by Moffat Nichol
Engineering, "Comparative statistics show the great superiority of Huntington Harbour
over the Southern California residential marinas in the liberal provision of clear channel
widths for boat navigation". Reducing clear channel width in the Main Channel from 320'
to 280' will not affect boat traffic. The primary Main Channel obstructions are,existing
at Peter's Landing and the Pacific Coast Highway Bridge, each with a clearance of 210
feet.

FUNDING SOURCE:
No expenditure of funds is involved in the recommended action.
ALTERNATIVE ACTION:
1. Deny request for pierhead line relocation.
2. Issue individual harbor permits to owners of vessels requesting mooring beyond
existing pierhead lines.

a public hearing in the Council Chamber at the Huntington Beach Civic
