Element for the City of Huntington Beach is in conformance with the Master Plan of Arterial Highways (MPAH) allowing the City to qualify for participation in the Combined Transportation Funding Programs (CTFP) Statement of Issue To be eligible for participation in the Combined Transportation Funding Program (CTFP), the " Ov is required to adopt a resolution informing the Orange County Transportation Authority (OCTA) that the City s Circulation Element is in conformance with the Master Plan of Arterial '4h.,jays (MPAH) Any changes to the Circulation Element in the past two years must be luo3d in the resolution Financial Impact °O 3 f inding is required CTFP funds of approximately $3 million have been authorized over me next three years and additional grant opportunities are anticipated with the -nplementation of Renewed Measure M in 2012 Recommended Action Motion to adopt Resolution No 2010-55 A Resolution of the City Council of the City of Huntington Beach Declaring the Status of the Circulation Element for the City of Huntington Beach Alternative Action(s) Do not adopt the resolution and forego eligibility for participation in the CTFP This action /, o flo result in adopt a resolution every even numbered year informing the OCTA that the City s Circulation Element is in conformance with the Master Plan of Arterial Highways and whether any changes to any arterial highways of the Circulation Element have been adopted by the City This resolution allows the City to qualify for participation in the CTFP The CTFP is a combination of Measure M federal and local funding programs These programs were consolidated under one set of procedures and general policies to maximize flexibility in the allocation of funds and minimize the application and administrative burden for local Jurisdictions Huntington Beach has been awarded approximately $4 million for CTFP projects in the past two years Environmental Status Not applicable Strategic Plan Goal Maintain Circulation Element for the City of Huntington Beach Item 15 -Page 2 -21 S- ATTACHMENT #1 RESOLUTION NO 2010-55 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH DECLARING THE STATUS OF THE CIRCULATION ELEMENT FOR THE CITY OF HUNTINGTON BEACH WHEREAS, the City of Huntington Beach desires to maintain and improve the streets within its jurisdiction, including those arterials contained in the Master Plan of Arterial Highways (MPAH), and The City of Huntington Beach has endorsed a definition of, and a purpose for, determining consistency of the City's Traffic Circulation Plan with the MPAH, and The City has adopted a General Plan Circulation Element which does not preclude implementation of the MPAH within its jurisdiction, and The City Council is required to adopt a resolution informing the Orange County Transportation Authority (OCTA) that the City's Circulation Element is in conformity with the Master Plan of Arterial Highways, and set forth any changes to the arterial highways of said Circulation Element that have been adopted by the City during Fiscal Years 2008-09 through 2009-10, and The City is required to send annually to the OCTA all recommended changes to the City Circulation Element and the County Master Plan of Arterial Highways for the purpose of requalifying for participation in the Combined Transportation Funding Programs, NOW, THEREFORE, IT IS HEREBY RESOLVED by the City Council of the City of Huntington Beach as follows a) The arterial highway portion of the City s Circulation Element is in conformance with the County Master Plan of Arterial Highways b) The City Council affirms that no unilateral reduction in through lanes have been made on any MPAH arterials during Fiscal Years 2008-09 through 2009-10 c) The City has adopted a uniform setback ordinance providing for the preservation of rights -of -way consistent with the MPAH arterial highway classification d) The City has adopted provisions for the limitation of access to
