[Vr Yes [ ) New Policy or Exception Statement of Issue, Recommendation,Analysis, Funding Source,Alternative Actions,Attachments: STATEMENT OF ISSUE• Transmitted for your consideration is Precise Plan of Street Alignment No. 90-2 which will establish the precise alignment of Gothard Street between Ellis Avenue and Main Street as depicted in the Holly-Seacliff Masterplan which was adopted by the City Council on January 8, 1990 . RECOMMENDATION• Motion to: "Adopt Ordinance No. 3 16 a approving Precise Plan of Street Alignment No. 90-2 based on findings and conditions of approval as outlined in this report . Planning Commission Action: At the February 5, 1991, Planning Commission meeting, the Planning Commission, on motion by Richardson and second by Shomaker, adopted Resolution No. 1444 approving Precise Plan of Street Alignment No. 90-2 by the following vote: AYES: Richardson, Newman, Shomaker, Kirkland, Ortega, Bourguignon, Leipzig NOES: None ABSTAIN: None ABSENT: None i NO 5/85 l - ANALYSIS• Applicant: City of Huntington Beach Request: Realignment of the Precise Plan of street alignment for Gothard Street between Ellis Avenue and Main Street. Location: Gothard Street south of Ellis Avenue and Crystal Street with the terminus at Main Street and Clay Avenue. Precise Plan of Street Alignment No. 90-2 is a request by the City of Huntington Beach to establish the precise street alignment of Gothard Street between Ellis Avenue and Main Street. The proposed alignment is in conformance with the City' s Master Plan of Arterial Streets and Highways and the Circulation Element of the General Plan as amended by the Holly-Seacliff Master Plan. The Holly-Seacliff Masterplan was approved by the City Council on January 8, 1990 . The current alignment of Gothard Street connects at Ellis Avenue and curves to the east where it. connects with Main Street and forms a five way intersection at Garfield Avenue and Main Street. In order to improve signalization, stacking and separation, staff is recommending the proposed alignment for Gothard Street as depicted in the illustration below. In the proposed alignment, Gothard Street will curve to the west south of Ellis Avenue and merge with Crystal Street and connect with Main Street thus eliminating the five way intersection at Main Street and Garfield Avenue. The proposed alignment is also a component of the public improvement portion of the recently approved Development Agreement between the City and Pacific Coast Homes which is the major land owner in the area. The Department of Public Works, the Fire Department, the Real Estate Management Division and the Planning Division have reviewed the proposed alignment and have determined that Precise Plan of Street Alignment No. 90-2 properly implements the circulation plan in the Holly-Seacliff Masterplan and reduces the impacts of acquisition of private property. Early on in the review of the proposed alignment of Gothard Street, City staff examined the best procedure to avoid unnecessary cost generated by additional right-of-way requisition for the proposed street alignment from private property owners . The proposed alignment of Gothard Street will overlay Crystal Street between Ernest Avenue and Main Street . In order for Gothard Street (with an 80 foot right-of-way) to replace Crystal Street (with a 60 foot right-of-way) an additional 20 feet must be acquired from existing parcels between Ernest Avenue and Main Street . The Real Estate Management Division has indicated that in order to minimize the impact of the proposed alignment, severance damage will be compensated by the City and property owners will receive just compensation at fair market value for incurred losses . As indicated in the letter dated September 20, 1990, the remaining parcels will be sold to adjacent property owners at fair market value. RCA -2- (8760d) The proposed alignment will impact the existing swale which is located southwest of the intersection of Gothard Street and Ellis Avenue. The Holly-Seacliff Masterplan identified the importance of the swale areas in terms of significant land form features and the attendant environmental impact report provided mitigation to protect the swales from being completely filled for future development . Environmental Sources : Staff has determined that the proposed alignment of Gothard Street conforms with the alignment addressed in Environmental Impact Report No. 89-1. All applicable mitigation measures identified in Environmental Impact Report No. 89-1 shall be imposed on Precise Plan of Street Alignment No. 90-2 . FUNDING SOURCE: Not Applicable ALTERNATIVE ACTION: The City Council may modify Precise Plan of Street Alignment No. 90-2 as desired. ATTACHMENTS: 1. Area .Map 2. Precise Plan of Gothard Street Alignment for Gothard Street is consistent with the City' s Master Plan of Arterial Streets and Highways and the Holly-Seacliff Master Plan of Circulation. 2 . Precise Plan of Street Alignment No. 90-2 will not adversely affect the City' s General Plan because it will allow the construction of arterial streets necessary to provide adequate circulation. CONDITIONS OF APPROVAL - PRECISE PLAN OF STREET ALIGNMENT NO. 90-2 : 1. The site plan dated received January 30, 1991, shall be the approved layout with the following revisions : a. Add ties at intersections to adjacent major streets . b. Add basis of bearing. C. Add License Surveyor or Registered Civil Engineer and seal . d. Provide free-flow right-turn area on future street improvement plans as required by the traffic section. e. Any local street connection to Gothard Street between Ernest Avenue and Ellis Avenue shall occur on a tangent section. f . Signalize and provide "opticon" signal controls at the following intersections : 1. Gothard Street/Main Street/Clay Avenue 2 . Gothard Street and Garfield Avenue 2 . The project shall comply with all mitigation measures contained in Environmental Impact Report 89-1 including the following specific measures : a . Arterial links within the project study area shall be improved to their ultimate width, consistent with the proposed Circulation Element for the General Plan Amendment request . Gothard Street shall become a secondary 4 land undivided arterial from Ellis Avenue to Main Street . These improvements should include all necessary curbs, gutters, and median requirements per the City of Huntington' s standard plans . In addition, all residential collectors, industrial collectors and residential streets should be improved to their ultimate width consistent with the proposed Circulation Element for the General Plan Amendment project . b. Individual projects should be required to construct or upgrade on-site and off-site drainage facilities needed to drain the site according to City requirements . This should include: limited improvements to existing earth swales so as to convey nuisance flows as well as floodwater; required storm drain conduits; storm drain crossings under Goldenwest Street, Ellis Avenue and other proposed streets; and any other facilities determined as needed in the more detailed hydrology studies . C. There should be support and compliance .with the AQMP for the basin to achieve regional air quality. The AQMP includes improvement of mass transit facilities and implementation of vehicular usage reduction programs . Energy conservation measures are also included. Specific measures which may be appropriate for the proposed project include: • Encourage the use of alternate transportation modes by promoting public transit usage including the designation of the transportation corridor and providing secure bicycle facilities . • Provide public transit accommodations : such as bus turnout lanes, park and ride areas, and bus shelters . • Provide energy conserving street lighting. • Provide traffic signal synchronization where feasible. d. Appropriate types and heights of street lights should be consistently established in future Specific Plans . Street lighting should be standardized throughout the project area. e. The effects of night lighting can be mitigated by the following measures : 1) use of low intensity street lamps at the development edge; 2) use of low elevation lighting poles; and 3) shielding by internal silvering of the globe or internal opaque reflectors . The degree to which these measures are utilized should be dependent upon the distance of the light source to the urban edge. Use of private sources of illumination around homes should also be restricted to prohibit area lighting on lots adjacent to open space areas . -2- (8778d) 3 . If required by the Department of Public Works, a detailed soils analysis shall be prepared by a registered soils engineer. This analysis shall include on-site soil sampling and laboratory testing o,f materials to provide detailed recommendations regarding grading, chemical and fill properties, foundations, retaining walls, streets, and utilities . 4 . A grading plan shall be. submitted to the City' s Department of Public Works . A plan for silt control for all water runoff from the property during construction and during initial operation of the project may be required by the Director of Public Works if deemed necessary. 5 . A map shall be submitted to the Fire Department indicating the location of all current and abandoned oil wells within the right-of-way area . Any oil well that is required to be abandoned or reabandoned shall meet all existing requirements of the City of Huntington Beach and the State Division of Oil and Gas. Further protective measures may be required, depending upon the conditions and quality of the abandonments and reabandonments. 6 . All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable material, shall be disposed of at an offsite .facility equipped ..to handle them. 7 . An on-site qualified archaeologist shall monitor all initial grading and excavation activities . a. Should any cultural materials be encountered during the initial site survey or during grading and excavation activities, all activity shall cease and the archaeologist shall determine the appropriate course of action. b. Should any human bone be encountered during any construction activities on the site, 'the archaeologist shall contact the . coroner pursuant to Section 5097 . 98 and 5097. 99 of the Public Resources Code relative to Native American Remains . Should the coroner determine the human remains to be Native American, the Native American Heritage Commission shall be contacted pursuant to State Law SB 297 . 8 . During cleaning, grading, earth moving or excavation, the applicant shall: a . Control fugitive dust be regular watering, paving construction roads, or other dust preventive measures . b. Maintain equipment engines in proper tune. 9 . During construction, the applicant shall : a . Use water trucks or sprinkler systems to keep all areas where vehicles move damp enough to prevent dust raised when leaving the site. -3- (8778d) b. Wet down areas in the late morning and after work is completed for the day. C. Phase and schedule construction activities to avoid high ozone days, (first stage smog alerts) . d. Construction shall be prohibited on Sundays and Federal holidays . 11. The proposed alignment is in conformance with the City' s Master Plan of Arterial Streets and Highways and the Circulation Element of the General Plan as amended by the Holly-Seacliff Master Plan. The proposed alignment is consistent with the circulation component of the Draft Specific Plan which is consistent with the Holly-Seacliff Masterplan. 7. 0 SUBDIVISION COMMITTEE: Not Applicable 8 . 0 ISSUES AND ANALYSIS: Introduction• The current alignment of Gothard Street connects at Ellis Avenue and curves to the east where it connects with Main Street and forms a five way intersection at Garfield Avenue and Main Street . In order to improve signalization stacking and seperation, staff is recommending the proposed alignment for Gothard Street as depicted in the illustration below. In the proposed alignment Gothard Street will curve to the west south of Ellis Avenue and merge with Crystal Street and connect with Main Street thus eliminating the five way intersection at Main Street and Garfield Avenue. I � EXISTING N � G gWW I 3 9 ....... a PROPOSED wFE - - Staff Report - 2/5/91 -2- (8525d) The proposed alignment of Gothard Street between Ellis Avenue and Main Street is designated a secondary arterial with a right-of-way of 80 feet . in the Holly-Seacliff Masterplan. The City of Huntington beach has initiated Precise Plan of .Street Alignment No . 90-2 in response to ,the forthcoming Draft Holly-Seacliff Specific Plan and future development in the area . The proposed alignment is also a component of the public improvement portion of the recently approved Development Agreement between the City and Pacific Coast Homes which is the major land owner in the area . The Traffic Engineer, Department of Public Works, the Fire Department, the Real Estate Management Division and the Planning Division have reviewed the proposed alignment and have determined that Precise Plan of Street Alignment No. 90-2 properly implements the circulation plan in the Holly-Seacliff Masterplan and reduces the impacts of acquisition of private property. Impacts to Existing Parcels : Early on in ,the review of the proposed alignment of Gothard Street, City staff examined the best procedure to avoid unnecessary cost generated by additional easements for the proposed street alignment from private property owners . The proposed alignment of Gothard Street will overlay Crystal Street between Ernest Avenue and Main Street . In order for Gothard Street (with an 80 foot right-of-way) to replace Crystal Street (with a 60 foot right-of-way) an additional 20 feet must be provided from existing parcels between Ernest Avenue and Main Street . Pacific Coast Homes owns the highest percentage of land adjacent to the proposed alignment and has agreed to provide the entire additional 20 feet of right-of-way between Ellis Avenue and Garfield Avenue. This significantly reduces the number of existing parcels impacted by additional acquisitions thus reducing costs to the City. Pacific Coast Homes has also agreed to dedicating the additional 20 feet of right-of-way on parcels they own south of Garfield Avenue to Main Street . This has reduced the impacts to existing parcels along Crystal Street to the greatest extent feasible. Since Pacific Coast Homes does not own all the parcels on the east side of Crystal Street between Garfield Avenue and Main Street, individual property owners will be affected. The Real Estate Management Division has indicated that in order to minimize the impact of the proposed alignment, severance damage will be compensated by the City and property owners will receive just compensation at fair market value for incurred losses . As indicated in the letter dated September 20, 1990, the remaining parcels will be sold to adjacent property owners at fair market value. Staff Report - 2/5/91 -3- (8525d) Impact to Topography: The proposed . alignment will impact the existing swale which is located southwest of the intersection of Gothard Street and Ellis Avenue. The Holly-Seacliff Masterplan identified the importance of the swale areas in terms of significant land form features and the attendant environmental impact report provided mitigation to protect the swales from being completely filled for future development . Although the precise plan of street improvement plans have not been completed; the proposed alignment will not impact the swales to a greater degree than anticipated in the Holly-Seacliff Masterplan and Environmental Impact Report No. 89-1. All adopted mitigation pertaining to the proposed alignment has been imposed on this project . Precise street improvement plans and drainage plans will protect the swales to the greatest extent feasible. The existing topography will be modified in order to properly engineer the required drainage. The general character of the terminus will be restored after the drainage facilities are installed. Staff will require that the swale areas remain open space in the forthcoming Holly-Seacliff Specific Plan. Summary• The proposed alignment has the least impact on the number of surrounding property owners by shifting all right-of-:-way (ROW) north of Garfield Avenue onto property controlled by either `Pacific Coast Homes or the Huntington Beach Company. The number of affected property owners south of Garfield Avenue has been reduced by half by shifting all necessary ROW acquisition to the east side of existing Crystal Street . By selecting this exact . alignment, the ROW acquisition on three parcels will require a total take'. These include parcels numbered: Assessors Parcel Number Record Owner 111-150-i3 Weir 111r1_50-'24 Elliot �r1-150-25 Lindley Staff Report - 2/5/91 -4- (8525d) I The remainder of these (total -take) parcels, after street right-of-way, would -be offered to adjacent property owners at the per square foot (proportional.) city acquisition cost. These remainder parcels would. then be incorporated into adjacent parcels in addition to vacated abandoned streets . The portion of Clay Avenue between existing Crystal Street and Main Street would be abandoned and vacated from centerline to adjacent property owners to the north and south. However, we have now received the necessary input from Public Works and Real Estate Services to prepare for a Precise Plan of Street Alignment (PPSA) request. Based on a consensus recommendation from the two departments above and some initial input from your department, the proposed plan will show the realigned Gothard Street routed southwest from the existing intersection of Gothard Street and Ellis Avenue and connecting with the existing Crystal Street at Ernest Avenue. This routing will have 1200 feet radius curves as recommended by Public Works. South of Ernest Avenue the plan will be to align Gothard Street parallel to existing Crystal, but centered 10 feet east of the existing centerline of Crystal Street. This alignment will be maintained from Ernest to Garfield Avenue and south to a location near the intersection of Main Street and Clay where the realigned Gothard will curve east to intersect with Main Street at Clay. The required right-of-way acquisition will include several total takes of parcels south of Garfield Avenue. Following condemnation and City acquisition, the remainder of the parcels outside of the proposed right-of-way will be sold to adjacent property owners at the proportional acquisition price. Also, the portions of Clay Avenue and Crystal Streets abandoned by the new alignment, specifically, near the Main and Clay intersection,will be vacated to adjacent property owners from the centerlines of the existing streets. Mitigation Measures (8160d) l _ EA 90-55 Mitigation Measures Environmental Assessment No-. 90-55, regarding the realignment of Gothard Street, is thoroughly addressed -by Final EIR 89-1. The project shall comply with all mitigation measures contained. in the Environmental Impact Report including. the following specific measures : 1 . Arterial links within the project study area shall be improved to their ultimate width, consistent with the proposed Circulation Element for the General Plan Amendment request. Gothard Street shall become a secondary 4 land undivided arterial from Ellis Avenue to Main Street . These improvements should include all necessary curbs, gutters, and median requirements per the City of Huntington' s standard plans . In addition, all residential collectors, industrial collectors and residential streets should be improved to their ultimate width consistent with the proposed Circulation Element for the General Plan Amendment project . 2 . Individual projects should be required to construct or upgrade on-site and off-site drainage facilities needed to drain the site according to City requirements . This should include: limited .improvements to existing earth swales so as to convey nuisance flows as well as floodwater; required storm drain conduits; storm drain crossings under Goldenwest Street, Ellis Avenue and other proposed streets; and any other facilities determined as needed in the more detailed hydrology studies . 3 . There should be support and compliance with the AQMP for the basin to achieve regional air quality. The AQMP includes improvement of mass transit facilities . and implementation of vehicular usage reduction programs . Energy conservation measures are also included. Specific measures which may be appropriate for the proposed project include: • Encourage the use of alternate transportation modes by promoting public transit usage including the designation of the transportation corridor and providing secure bicycle facilities . • Provide public transit accommodations: such as bus turnout lanes, park and ride areas, and bus shelters . • Provide energy conserving street lighting. • Provide traffic signal synchronization where feasible. 4 . Appropriate types and heights of street lights should be consistently established in future Specific Plans . Street lighting should be standardized throughout the project area . 5 . The effects of night lighting can be mitigated by the following measures : 1) use of low intensity street lamps at the development edge; 2) use of low elevation lighting poles; and 3) shielding by internal silvering of the globe or internal opaque reflectors . The degree to which these measures are utilized should be dependent upon the distance of the light source to the urban edge. Use of private sources of illumination around homes should also be restricted to prohibit area lighting on lots adjacent to open space areas . Reference is made to the City adopted Holly-Seacliff General Plan Amendment, Draft Environmental Impact Report (G.P.A./EIR) No. 89-1, Volumes I and 11, and the exhibits contained within those reports. In this approved G.P.A./EIR, the realignment of Gothard was addressed and graphically presented. Also, both the existing and proposed drainage conditions of the Holly Property were discussed and graphically presented. In Section 4.4 of the G.P.A./EIR, the hydrology impacts and mitigation measures of the entire Holly-Seacliff Project were addressed. In Section 4.7 of the G.P.A./EIR, the traffic impacts for the entire Holly-Seacliff Project were addressed. These two sections include an analysis and summary of both the existing conditions and proposed improvements and the negligible impacts due to the realignment of Gothard Street. Subsequent to the City's adoption of the G.P.A./EIR, the City has revised the recently installed Garfield storm drain criteria. Originally, a small portion of the Holly Property was to drain south into the Garfield line. However, due to the lack of this system's capacity much further down stream, the tributary area within the Holly Property is now to be redirected in an underground storm drain system to the north and is to cross under the realigned Gothard Street along with the flows addressed in the G.P.A./EIR. This slight addition of runoff through the Holly Property system makes no significant change in the discussion, exhibits or impacts as addressed in the G.P.A./EIR. OFFICES IN IRVINE AND SAN DIEGO Mr. Ray Byerley Huntington Beach Company/Garfield Partners December 20, 1990 Page 2 Also following the adoption of the G.P.A./EIR, a viable alternative to the open channel drainage through the Holly Property has been analyzed. This alternative is to install underground conduits within the existing swales to transport the collected runoff flows ultimately to Sully Miller Lake. The proposed system from realigned Gothard Street would connect the 72" storm drain crossing Gothard (as shown in the G.P.A. hydrology Exhibit 14) to the culvert crossing of Ellis Avenue. If this conduit system is selected, the ground above the conduit should be graded in an open swale configuration so as to accommodate local adjacent runoff and to preserve the exiting open space affect. The alternative underground conduit system poses no additional significant impacts to the environment from what was demonstrated in the G.P.A./EIR. In closing, the hydrology information prepared by Walden & Associates for the G.P.A./EIR accounted for the anticipated land use density and the realignment of Gothard Street. Therefore, other than the two minor items mentioned above, the approved hydrology study, calculations and exhibits for the Holly-Seacliff G.P.A./EIR remain unchanged and are valid for identifying the impacts to the environment due to the realignment of Gothard Street. With the implementation of the proper drainage facilities as listed in the approved G.P.A./EIR, the proposed Holly Property development and the proposed realignment of Gothard Street should cause no significant impact to the environment. As you know we or the Huntington Beach Company control the majority of the property impacted by this realignment. The alignment selected conforms to the recently adopted General Plan Amendment 89-1 and results in the least impact to other adjacent property owners by shifting the right—of— way 10 feet east onto our property. This reduces the number of affected.property owners south of Garfield Avenue by half and those north of Garfield Avenue to ourselves or Huntington Beach Company. We understand this realignment has been contemplated for more than 10 years. The proposed alignment was recommended in the Circulation Element Amendments 83-1 and 88-1 as well as GPA 89-1. By adopting this precise plan now, we will be able to continue street design work necessary to meet our obligations under the Holly—Seacliff Development Agreement and finalize land use planning for this area. In response to your question today regarding our ultimate plans for the existing drainage Swale that is located southwest of the Ellis Avenue/Gothard Street intersection, we would reference the December 20, 1990 letter from Walden &Associates previously submitted regarding hydrology. To expand on that letter, we anticipate collecting existing drainage into storm drain pipes and routing this drainage to Sully—Miller Lake via a culvert crossing under Ellis Avenue. The grade of the existing Swale will be increased to cover these storm drain pipes.
