Presented in this report are two alternatives for a temporary closure of Main Street for this purpose. Funding Source: Potential funds are available through the Redevelopment Agency for installation and removal of modifications identified for each alternative. Maintenance of the area during the trial period would require appropriations from the General Fund. Some revenue losses are anticipated due to the loss of use of parking meters and citations within any block closure area. The "second block" closure alternative would result in anticipated costs of between $62,000 and $133,000 with $19,000 to $88,500 eligible for use of Redevelopment funds, and the remainder (approximately $42,000 to $44,000) with a net impact to the General Fund (both in expenditures and revenue loss). The two-block closure alternative would result in anticipated costs of between $117,000 and $258,000 with $33,500 to $171,500 eligible for use of Redevelopment funds, and the - ' remainder (approximately$83,500 to $86,500) with a net impact to the General Fund (both in expenditures and revenue loss). Recommended Action: Direct staff and authorize funds of$88,330 ($44,730 from Redevelopment Funds and $22,500 from the General Fund) to implement Alternative 1 at enhancement level 1 from early August to late October 2004, and incorporate all items identified in the recommended implementation program outlined in the attached report. Authorize the use of sole source purchasing methods to obtain contract services as necessary to meet time deadlines. Alternative Action(s) 1. Direct staff and authorize funds to implement Alternative 2 at a designated enhancement level and incorporate all items identified in the recommended implementation program outlined in the attached report. Authorize the use of sole source purchasing methods to obtain contract services as necessary to meet time deadlines. 2. Postpone or terminate further consideration of a pedestrian promenade trial for Main Street at this time. Analysis: Attachment 1 presents a review of alternatives for the potential conversion of up to three blocks of downtown Main Street to a pedestrian promenade on a trial basis. The report includes a review of several key issues related to this concept, including: • Project goals • Operational issues • Implementation issues • Feasible alternatives • Potential amenities • Estimated costs — including equipment, installation, maintenance, restoration and lost revenues from parking and citations • Implementation Schedule Based on the information assembled and evaluated in the analysis, and input received from several City Council members who authored the original City Council action, and local merchants, staff has concluded that implementation of Alternative 1 would best satisfy the community interests in this effort. However, staff is confident that the implementation of either pedestrian promenade alternative is feasible for the trial period based on the physical installation, maintenance, operation and restoration needed. Implementation of several aspects of either alternative are likely to require additional City Council action and services from contractors. It may not be feasible to secure contract services within the short lead-time before the anticipated trial period. To minimize this conflict, staff is requesting that the City Council authorize sole source contracting authorization for any required contract services, as necessary. Staff evaluated several schedule alternatives for the trial implementation period. Should the City Council authorize either implementation alternative, it is recommended that a trial ID, It period between early August and late October be used. This would provide a reasonable opportunity to take the necessary steps to implement the project and should provide a reasonable test of the potential impacts of a long-term treatment during peak and off-peak visitor seasons. Public Notification: A notice of the City Council consideration of this item was mailed on May 24, 2004, to all property owners and occupants within the area bounded by Pacific Coast Highway, First Street, Sixth Street, and Orange Avenue and posted in the local newspaper. Stachelski:jg 3 ATTACHMENT # 1 CITY OF HUNTINGTON BEACH DOWNTOWN MAIN STREET PEDESTRIAN PROMENADE ALTERNATIVES EVALUATION The City Council has expressed an interest in reviewing alternatives for the temporary conversion of as many as three blocks of Main Street into a pedestrian promenade. This report evaluates a wide range of issues that should be considered in developing an approach to this effort. Specific items include: • Identification of project objectives • Review of required actions • Minimum requirements for any alternative • Discussion of opportunities and constraints • Identification and review of street closure alternatives • Detailed review of two feasible alternatives • Review of schedule alternatives The result is a recommended plan for presentation to the City Council and interested local merchants, property owners and the public. PROJECT" OBJECTIVES The following objectives were considered in identifying and evaluating alternatives for the closure of portions of Main Street in the downtown area to develop a pedestrian promenade environment: • Enhance the downtown experience for visitors by creating a pedestrian-friendly and family-oriented environment; • Provide additional business opportunities for current and future businesses downtown, including expanding revenue opportunities during traditionally "off- peak" seasons; • Accommodate special events that currently use the street (e.g. 4t" of July Parade, Light-a-Light-of-Love, Halloween); • Reduce traffic congestion impacts on the downtown area; • Minimize adverse accessibility impacts to current businesses (including emergency services); and • Provide a realistic test of the potential benefits of the pedestrian promenade concept, to determine a long-term strategy for downtown. Downtown Main Street Peaestrian Promenade Alternatives Evaluation REQUIRED ACTIONS A temporary pedestrian promenade on Main Street through the closure or partial closure of the street to vehicular traffic requires that the City take several actions: • Encroachment permit from Caltrans (If first block is also closed); • Appropriate necessary funds; and • Adopt a resolution to close portions of Main Street to vehicular traffic It is important to note that the need to address several issues and actions that would be required for a permanent conversion to a pedestrian promenade would not be required for a temporary conversion. Additional staff evaluation would be required to identify those areas requiring additional consideration under a permanent conversion scenario. REQUIREMENTS . ALTERNATIVES A list of basic minimum requirements that must be considered with any promenade alternative has been identified. This list includes items for addressing public safety, maintaining the promenade, maintaining vehicular access to downtown, and achieving some of the identified goals: • Maintain two points of access in each block for emergency vehicles • Provide substantial barriers to inadvertent vehicle entry at key locations • Retain street function of Walnut Avenue crossing Main Street (MPAH consistency) * • Incorporate some pedestrian-oriented amenities within the closed street section(s) (e.g. benches and landscaping) • Provide an accessible path for emergency vehicles throughout block • Ensure access for all utilities and maintenance functions • Inform motorists of street changes and detours through effective signage • Establish method for evaluating effects of the treatment (e.g. traffic, revenues, visitor acceptance/reaction, merchant reaction) • Restore roadway for vehicular use following completion of trial period * Walnut Avenue must remain open to ensure compliance with Measure M requirements and to enhance traffic circulation access with key facilities (e.g. parking structure). EMERGENCY ACCESS CONSIDERATIONS Staff from the Police and Fire Departments have reviewed the issues related to accessibility requirements and impacts within the potential closure areas. The Fire Department has concluded that with the use of unsecured lightweight closure systems, access delays to the area would still be acceptable. However, they have also indicated a preference to a single block closure of the second block due to the presence of fire page 2 May 26, 2004 Downtown Main Street Peaestrian Promenade Alternatives Evaluation protection systems within the block and a smaller area being impacted. The Police Department has indicated that neither closure alternative will significantly affect their ability to provide enforcement within the closure areas or other parts of downtown. While they have expressed some concerns for vehicle and pedestrian congestion as well as the need to secure the closure areas from vehicle entry, the treatments identified to address these concerns within each alternative appear to reduce impacts to acceptable levels. OPPORTUNITIES CONSTRAINTS The following presents a block-by-block review of issues, opportunities and constraints within each of the three blocks of Main Street being considered for temporary conversion to a pedestrian promenade. FIRST BLOCK- PACIFIC COAST HIGHWAY (PCH) TO WALNUT STREET The first block of Main Street generally has a higher percentage of retail uses with some second floor outdoor dining in Pierside Pavilion. There are no outdoor dining areas at street level. First block contains 21 on-street parking spaces. Generally, Main Street is one lane in each direction. However, near the intersection with Pacific Coast Highway, an additional lane is added as a right turn lane. The intersection of Main Street and PCH is controlled by a traffic signal and provides an exclusive pedestrian phase operation. At the north end of the block, traffic at the intersection of Main Street and Walnut Avenue is controlled by an all-way stop. This latter intersection generally experiences significant delays due to the volume of vehicles and pedestrians using the location. At times during the summer, the Police Department closes access to Main Street from PCH to avoid creating gridlock. No businesses have direct vehicular access to Main Street within this block. Issues: • Any closure of this block would require an encroachment permit and coordination with Caltrans regarding the operation of the intersection of PCH and Main Street • Closure has not been supported by majority of first block businesses in the past due to concerns for access to downtown. • City's average meter revenue within this block is as follows (17 meters out of 21 spaces): o August - $8,500 o September- $9,588 o October- $7,786 • The estimated parking citation revenue for this block is as follows: o August— $1,200 o September— $1,000 o October - $900 page 3 May 26, 2004 Downtown Main Street Peaestrian Promenade Alternatives Evaluation Opportunities • Provides substantial traffic operations benefit and congestion relief at the intersection of PCH and Main Street • Significantly limits the likelihood of inadvertent vehicle entry into the pedestrian promenade area due to turn restrictions and lane closures on PCH • May enhance opportunities for pedestrian access across PCH to Pier Plaza • Provides a visual link of pedestrian orientation between Pier Plaza/Beach areas and downtown Constraints • Caltrans processing may complicate process and delay implementation • Closure must be stopped at Walnut Avenue even with closure of second block since Walnut Avenue is an arterial roadway • Without an effective supplemented signage program, some visitors may be confused by the change in access to businesses and downtown area SECOND BLOCK- WALNUT AVENUE TO OLIVE AVENUE The second block of Main Street has dense retail and restaurant uses with a few specialty shops. This block has a concentration of outdoor dining, particularly along the west side of the street. Traffic at both ends of the block is controlled with all-way stops. There are 20 on-street parking spaces within this block. The intersection of Olive Avenue and Main Street on the north end of the block is generally slightly less congested than at Main Street and Walnut Avenue. However, there is still a substantial number of pedestrians in this area that, when combined with the automobile traffic, results in significant congestion. No businesses have direct vehicular access to Main Street within this block. Issues: • Recommended for implementation in previous Phase 1 study on a trial basis (second block alone) • Alternative received stronger support in the past by downtown merchants • Higher concentration of restaurant/sidewalk business use than adjacent blocks • City's average meter revenue for this block is as follows (18 meters out of 20 spaces): o August- $9,000 o September- $10,152 o October - $8,244 • The estimated parking citation revenue for this block is as follows: o August— $1,200 o September— $1,000 o October- $900 page 4 May 26, 2004 Downtown Main Street Pecaestrian Promenade Alternatives Evaluation Opportunities • As a single block closure, continues traditional access to downtown with traffic diversions at either end of the block Constraints • As a single block closure, Main/Walnut will remain a complicated, busy intersection • As a single block closure, greater opportunity for northbound Main Street motorists to inadvertently enter the pedestrian promenade area as a through move at the intersection of Main Street and Walnut Avenue THIRD BLOCK- OLIVE AVENUE TO ORANGE AVENUE The third block of Main Street has a varied mix of land uses either fronting or accessing the street. There is outdoor dining in the sidewalk area on the west side of the street. There are 17 on-street parking spaces provided in this block. The Post Office is located on the northeast corner of Main Street and Olive Avenue and is the only site that has direct vehicular access to Main Street within the block. The Post Office also has access to the alley east of Main Street. Post Office representatives have previously indicated that they cannot rely solely on access from the alley due to site constraints and the space requirements of the large vehicles entering the lot. Issues: • Not recommended for implementation in previous Phase 1 study • Did not receive strong support from downtown merchants • Only block that has a driveway to a business (Post Office) • Increased implementation cost for more blocks • Operational questions if Olive Avenue were closed to vehicular traffic Opportunities • Provides a closure for southbound Main Street at an Arterial Street (Orange Avenue) Constraints • No feasible accommodations identified for Post Office access page 5 May 26, 2004 Downtown Main Street Peaestrian Promenade Alternatives Evaluation ALTERNATIVES Several options were identified, but were considered infeasible or did not meet key elements of the project objectives. Alternatives considered but found infeasible include: • Incorporation of third block (Post Office access) • Conversion of Main Street to one-way inland - away from PCH (separation of pedestrian and vehicle areas within block) • Conversion of Main Street to one-way southbound - towards PCH (separation of pedestrian and vehicle areas within block) • Conversion of first block only (does not address outdoor dining area in 2"d block) • Conversion of second and third blocks only (Post Office access) The following two physical options have been identified for providing a temporary pedestrian promenade treatment for Main Street. ALTERNATIVE 1 - CLOSURE OF SECOND BLOCK ONLY Description — Close only the block of Main Street north of Walnut Avenue and south of Olive Avenue to vehicular traffic. Closure would be accomplished with a combination of removable bollards and gates at the intersections and large planters offset from the intersections. Pedestrian and seating spaces would be provided while maintaining a 15-foot wide emergency vehicle circulation path through the area. Main Street traffic would be directed around the closure using Olive Avenue and Walnut Avenue, with supplemental directional signs to 5' Street and 3rd Street. Key Features o Removable bollards at each end of the block to allow for emergency vehicle access from each end o Large planters or groups of boxed trees strategically located to stop inadvertent vehicle entry o Reduced installation, maintenance and restoration costs compared to Alternative 2 o Retains current access to downtown from PCH o Slurry seal of street surface to cover all parking space markings o Retains current parking meters during trial period o Deletes 20 on-street parking spaces from use o Estimated revenue reduction $18,000 in meter revenue (based on 2/3 loss of current revenue) plus $3,100 in parking citations page 6 May 26, 2004 I Downtown Main Street Peaestrian Promenade Alternatives Evaluation Advantages o Minimizes costs for installation, maintenance and restoration by limiting size of area o Opportunity to concentrate increased amenities within a more limited area o Directly addresses area with the most sidewalk activity due to the concentration of outdoor dining uses o Retains current access from PCH to downtown o Limits impacts from reduced parking availability and revenue losses o Does not require approvals from Caltrans or any other agency o Potential for more effective supplemental vehicle directional signage o Less impacts to emergency vehicle accessibility—fewer blocks affected Disadvantages o Lacks connection with Pier Plaza and beach area o Does not address the most heavily congested vehicle areas (first block and PCH) Cost Analysis Staff has prepared a cost estimate for three treatments for Alternative 1. With each level of enhancement, additional amenities have been included to enhance the pedestrian environment. The estimates include the cost of initial installation, including the purchase of materials, maintenance requirements for a 3-month period and the cost of restoring the street to serve traffic and parking. Alternative 1 - Basic Treatment The basic treatment for Alternative 1 includes only the requirements for the basic closure of the second block of Main Street without any additional amenities for pedestrians. The Alternative is illustrated in Exhibit 1. It includes bollards and gates at each end of the block with 2 additional large concrete planters that the City already owns to serve as substantial barriers to vehicular traffic. A supplemental maintenance budget is included to address additional anticipated maintenance for the area. It is anticipated that the majority of these services will be acquired through contract services. The amount of basic maintenance under each sub-alternative is assumed to be approximately the same. Closures would be accomplished with a combination of movable bollards and gates at the intersection and large planters offset from the intersections at PCH and Olive. Pedestrian and seating spaces would be provided while maintaining a 15-foot wide emergency vehicle circulation path through the area. Main Street traffic would be directed around the closure using Olive Avenue and PCH, with supplemental directional signs to 6th Street and 1 st Street. Key Features o Removable bollards at each end of the block to allow for emergency vehicle access from each end o Large planters or large boxed trees strategically located to stop inadvertent vehicle entry o Provides a greater sense of pedestrian connection with the Pier Plaza/Beach area o Capitalizes on street closure to simplify vehicular traffic control at Main and PCH. This effort would provide better insight into the overall impacts of the pedestrian promenade treatment in areas including business impacts, public opinions, traffic and pedestrian circulation and parking revenues. Staff would return to the City Council with a description of the plan for evaluating the trial prior to commencing the evaluation. page 13 May 26, 2004 Downtown Main Street Peaestrian Promenade Alternatives Evaluation Several options for scheduling the trial period for the Main Street closure were reviewed, including the summer period only (July — September), fall only (October — December) and a combination of late summer and early fall (August to October). Staff considers that the best period to test of the pedestrian promenade concept and provide the basis for evaluating the potential of a long-term/permanent implementation is to include the late summer period and early fall. This would provide an evaluation of the effects of the pedestrian promenade treatment on peak summer traffic, merchants' business (during both the summer period and off-peak season), parking revenue and public acceptance. This will also provide a more realistic time frame in which to develop and implement the closure. With any option that includes summer months, there is a greater economic risk to local merchants should a negative impact result. RECOMMENDATION" The alternatives available for the Main Street pedestrian promenade conversion include many advantages and disadvantages in specific elements. The aspects of each of the two most viable alternatives along with the input received from various segments of the public have made it difficult to identify a preferred alternative. However, staff believes that in consideration of all of the ideas and input received, along with the likely costs associated with implementation, Alternative 1 at enhancement level 1 is the best implementation alternative. We think that it is a very good idea because of the high traffic and congestion on the narrow sidewalks in that area. Every time we have visitors we take them to the pier and are embarrassed because of the extremely dirty sidewalks. Please take into consideration that the construction of the CIM development project in downtown Huntington Beach will disrupt the present traffic patter and it is still unknown how the additional commercial area will affect the flow. I believe it is premature to put into meet a street closure before the completion of the CIM development. The success of the revitalization effort has resulted in considerable increases in both pedestrian and vehicular traffic volumes along Main Street in the downtown core, especially during the summer months. The temporary closure of Main Street within the downtown core between July 4th and Labor Day will improve public safety, enhance the experience of visitors (in particular those dining outdoors), and stimulate patronage for downtown business. Many residents have echoed this sentiment over the years. Dave Sullivan, and Gil Coerper (City Council) Direct Staff to Prepare a Plan for the Closure of Main Street Between the Fourth of July and Labor Day (Downtown Huntington Beach) and Return for Council Approval on June 7. 2004 (960.20) Communication from Councilmembers Pam Houchen, Dave Sullivan, and Gil Coerper transmitting the following Statement of Issue: Since adoption of the "Village Concept" of the Downtown Specific Plan in 1995 and its subsequent implementation in the years following, the downtown district has experienced a renaissance in new development, patronage and economic vitality. The success of the revitalization effort has resulted in considerable increases in both pedestrian and vehicular traffic volumes along Main Street in the downtown core, especially .during the summer months. The temporary closure of Main Street within the downtown core between July 4th and Labor Day will improve public safety, enhance the experience of visitors (in particular those dining outdoors), and stimulate patronage for downtown business. Many residents have echoed this sentiment over the years. Accordingly, we recommend that the City Council approve the following motion: Planning Director Howard Zelefsky responded to Councilmember Sullivan's inquiry regarding feasibility of returning in 3 months. Acting City Administrator referred to a study in November 2001. Submitted By Councilmember Connie Boardman (City Council) Direct the City Attorney to Draft an Ordinance Banning the Use of the Bird Poison Avitrol in the City of Huntington Beach (520.20) Communication from Councilmember Connie Boardman transmitting the following Statement of Issue: In recent weeks concerned residents contacted the Council over the use of the bird poison Avitrol by a concessionaire in Central Park. This poison, while usually used to kill pigeons as was intended in this case, can also be consumed by other birds that eat the poisoned bait. Central Park is a very important bird area to migratory birds and attracts birders from all over the world. In addition, the Friends of Shipley Nature Center are in the process of restoring the Shipley Nature Center to make it even more attractive to birds. In light of this, I was very surprised to find out that Avitrol is being used to poison birds at a facility in the park.
