PLANNING COMMISSION ACTION: ON MOTION BY NM%N AND SECOND BY PARKI14SON PPXCISE PLAN OF STREET ALIGN- MENT NO. 77-2 WAS APPROVED WITH THE FOLLOWING FINDINGS BY THE FOLLOWING VOTE* 1 The alignment is necessary to implement the secondary street classift cation of Saybrook Lane. 2. SUMMARY &NALYSIS: 'he City' s Circulation Elan of Arterial Streets and Highways presently Slaybrook Lane as a secondary highway (eighty (80) foot right- of-way) . However, because of the - ate ' s proposed Route I freeway and 0t the subsequent deletion of this freeway, there was a period of time designated on the hen Saybrook w;..,s not Circulation Plan. t'{' PPA' 7 7-2 During.;this. period of• non-desi.gnation�, a mobil.ehome. park was proposed, • ' approved, and developed on property which included the ettsterly : halr : , o,f� the,,'now 'designated secondary : street (Saybrook Lake) . . Therefore, the street will now have � to be located entirely �6n the adjacent property to }} .the we t,��, which includes the State' s surplus property as .wall as the Ocean .View .School District property. it is because of this 'locational situation that a preciso plan process is necessary. The 'State' s property has recently been sold to a privLite developer .through the bid process. . The Planning Staff has had a number of meetings with, , 'this new .owner and have encouraged the designer of the projact to ins corporate this proposed street alignment. Preliminary indications, vis- u'. '; . . a-vis conceptual site plans , are that the property owner will incorporate the proposed street alignment. P 9 The staff therefore recommended approval of the precise plan in order to implement Saybrook Lane as a secondary street as designated on the Circu- lation Element. ADDITIONAL INFORMATION : The Planning Commission at its meeting of June 7 , 19771 held a public hearing on the proposed precise plan of street alignment, There was no one present to speak either in favor or in opposition to the proposal.
