Precise Plan of Street Alignment No. 77-7 was divided—into two sections.,
in order to have a portion of it approved and ti:e remaining portion
reanalyzed for alternative solutions to the termination of the
proposed street. PPSA No. 77--7 "A" is that portion of Graham. Place '
c ..
from Heil Avenue south approximately 490 feet. PPSA No. 77-7 "B"
'?- is that portion from the southerly end or PPSA No. 77-7 "A" to the
termination of the subject street.
At the May ifl 1978 , Planning Commission meeting, the Commission
reviewed . three alternatives for Precisa Plan of Street Alignment
No. 77-7"B" . After reviewing the three alternatives, the Com-
mission requested that the staff prepare an adJitional alternative
that would minimize disruption to Parcel 10 but still provide
access for possible future division of the site.
' Attached is Alternative 4 . This alternative satisfies the request
of the Planning Commission and has been reviewed by the property
owner of Parcel l0 . Alternative 4 would loca�e the knuckle of
.A the cul-de-sac far enough onto Parcel. 10 to provide twe: 45-foot
frontages onto the proposed cul-de-sac . They placement of the
cul-de-sac. at this location will require minor alteration of
the proposed church ' s parking lot . Because there is a 25-foot
casement on the cast side of the property linty on Parcels 9 and 10 ,

reviewed three, alternatives for Precise Plan of Stretrt
Alignment No. '77-7B,' the completion of Graham Place. After reviewing
the- three alternatives, the Commission requested that the staff prepare
an additional alternative that would minimize disruption to Parcel , 10
but still provide access for possible Future division of the site.
Attached is Alternative 4 . This alternative satisfies the request of
the Manning Commission and has been reviewed by the property owner of
3 Parcel 10. Alternative 4 would locate the knuckle of the: cul-de-sac
far enough onto Parcel 10 to provide: two 45-foot frontages onto the
proposed cul-de-sac. The placement of the cul-de-sac at this location
will require minor alteration of the proposed church' s parking lot.
Because there i!, a 25-foot casement: on the east side of the property '.ine
on Parcels 9 and 10 , prior to any division of land taking place on
Parcel 10 the property owners north of this site would have to relinquish
their easement rightsacross the southwest portion of Parcel 1.0. A1te.L
native 4 provides access to the southern portion of the church ' s parking
lot and possible future divisions of land on Fl arcel 10; howevor, it will
not provide access to Site: Grovc, a i'uture park site.

ning Conunission at the time this precise plan was approved. The Staff
has prepared and posted a new tentative negative declaration on the
alternative that would extend the proposed street into the: future par):
site. Therefo.e, all of the alternatives will be assessed for environ-
mental issues .
The Planning Department posted tentative Ner.,ative Declaration Po. 78-43
for a period of ten days in the office of the City Clerk . The posLinq
period will run between, I•lay 4 , 1978 and May 15, 1978 . it was also

} Alternative 1: This would be to extend Graham Place to the northerly

the future park site . This alternative would provide access off of Graham
Place onto the future park site and also provide the ability to develop a
parking area adjacent- to the cul-de-sac. This parking area could be dev-
eloped in . any location adjacent to the cul-de-sac. Alternative l mould
provide access to the park with the mitiimurt d:isruptio13 to the existing
tr -es on the site. However, the cul-de-sac would raquire additional land
.', be dedicated and additional improvements be made by the two abutting
property owners. This alternative was the original proposal of PPSA ;to.
77-7.
Alternative 2 : This alternative would terminate Graham Place can the Sims
_ Grove and provide the entire cul-de-sac on the f.uturL park sit-c. --'his al-
ternptive would allow for a small parking lot to be utrsi+.1neci in c njunctior.
