LOCATION & A proposal to precisely align' Saybrook Lane, a secondary
REQUEST: arterial street, between Neil Avenue and Edinger Avenue .
The street is proporied to be an eighty foot ( 80 ' ) right-
of-way.
PLANNING COMMISSION ACTION:
ON MOTION BY NEWMAN .A,ND SECOND BY PARKINSON PRECISEPLAN OF;,STREST ALIGN-
MENT NO. 77--2 WAS APPROVED WITH THE FOLLOWING FINDINGS BY ME FOLLOWING
VOTE:
1. The alignment is necessary to implement the secondary street classifi-
cation of Saybrook Lane.
2. The alignment will provide for the safe and orderly flow of northerly
traffic to Edinger Avenue and prevent potential traffic probleae 'on
the su*-rounding local and private street systems.

The Planning Commission recommends approval Of Precise Plan of Street
Alignment No. 77(-2.
SUMMARY ANALYSIS:
The; City' s Circulation�.Plan of Arterial Streets and .Highways' preer_,ntly,
dessignatee `Saybrook Lane as `a recon'da`ry highway (eighty (80) . foot _ rigl t-
:1 of=way) . However, because of the states. proposed Route I freeway and
then „the subsequent ; delet;on' of this freeway, there was a period of ti:aer
when Saybrook was riot designated on the Ci:rcu).ation Plan.

PPA 77-2
During this ',aerfo'd of non-designation , a mobilehome park was proposed,
approved , and developed on property which included the easterly half
of the now designated secondary street (Saybrook Lane) . Therefore, the
street will now have to be located entirely on the adjacent property to
the west, which includes the State' s surplus property as well as the
Ocean View School District property. It is because of this locational
situation that a precise plan process is necessary .
The Staie ' s property has recently been sold to a private: developer through
the bide process . The Plann ,z - Staff has had a number of meetings with
this new owner and have encouraged the designer of the project to in-
corporate this proposed street alignment. Preliminary indications, vie-
a-vis conceptial site plans , are that the property owner will incorporate
the proposed . ptreet alignment.
The staff therefore recommended approval of the precise plan in order to
implement Saybrook Lane as a secondary street as designated on the Circu-
lation Element.
ADDITIONAL INFORMATION :
The Planning. Comtmission .at its meeting of June 7 , 19771 held a public
hearing on .the proposed precise plan of street alignment. There was
no one present to speak either in favor or in opposition to the proposal .
ENVIRONMENTAL STATUS
The Environmental Review Board at its meeting of July 31, 1973 granted
Exemption Declaration No . 73--137 , having found that the proposed project
will riot have a significant adverse effect upon the environment. , Therefore,
there is no further environmental assessment necessary at this time_ .

• A proposal to precisely align Saybrook Lane, a secondary
arterial street, between Heil Avenue and Edinger Avenue .
The street is propooed to be an eighty foot ( 80 ' ) right-
of-way.
1 . 0 ENVIRONMENTAL STATUS :
The knvironmental Review Board at its meeting of July 31, 1973 granted
Exemption Declaration No. 73-137 , having found that the proposed
project will not have a signtficant adverse effect upon the environ-
ment. Therefore, there is no further environcnen'ral assessment' neces-
sary at this time.
2 . 0 GENERAL INFOMATION:
Precise Plan of Street Alignment No. 77-2 is a proposal by the Dept.
i of Public Works to precisely align Saybrook Lane as an eighty (80)
foot secondary arterial highway from Santa Barbara Lane , to Edinger
Avenue . The City ' s adopted Circulation Element does indicate Saybrook
Lane as the secondary arterial between Edinger and Santa Barbara
Lane , however , because the stroet is proposed to be aligned on a
single property at certain locations , .is necesnary to implement this
alignment through the precise plan process.
3 . 0 ADJACENT USES AND ZONING:
The property to the west consists of a City park site , ,-3 proposed
school site and State freeway surplus property which in' proposed to
be developed as an R1 project . To the east of the proposed street is
an existing Mobilehome Park which is zoned accordingly.
4 .0 ANALYSIS:
The" City,'s Circulation Plan of Arterial streets and Highways presently
designates Saybrook Lane as a secondary highway (eighty (80) foot
right-of-way) . however, because of the State' s proposed Route I
freeway and then the subsequent deletion of this freeway , there Was a
period of time when Saybrook was not designated on the Circulation plan .

During this period of non-defAgnation , a m.')bilehome park waa proposed!,

a privatd developer through th+a bid process„ The Planning Staff has
had a number of meetings withthis new owner and have encouraged the
designer of the project to incrorporate this proposed street alignment.
Preliminary indications , vis-a-vis conceptual site plans, ar'e that the
property owner will incorporate the proposed street alignment .

The design specifications for Saybrook Lane will be a standard eighty
(80) foot right-of-way . The alignment will have a slight curve off-set
to the west , in order to accommodate the existing mobilehome park to
the east . (Refer to engineering plot map. )
5. 0 RECOMMENDATION :
The staff recommends approval of Precise flan of Street Alignment No . 77-2
based on the following findings:
1. The alignment is necessary to implement the secondary street classifi-
cation of Saybrook Lana .
2 . The alignment mill provide for the safe and orderly flow of northerly
traffic to Edinger Avenue and prevent potential traffic problems
on the `surrounding local and private street systems .

PRECISE PLAN OF STREET ALIGNMENT NO. 77-2
NOTICE IS HEREBY GIVEN that a public hearing will be held
by the City Planning Com ission of the City of Huntington Beach , ,
California , for the purpose of considering Precise Pian of Street
Alignment No. 77-2 which is a proposal to precisely align
Saybrook Lane, a secondary arterial street, between Heil Avenue
and Edinger Avenue. The street is proposed to be an eighty afoot
(801 ) right-of-way.
A copy of the legal and proposed plan is on file in the Planning
Department Office .
Said hearing will be held at the hour of 7s00 P.M. , on
June 7 , 1977 , in the Council Chambers Building of the
Civic Center, 2000 Main Street , Huntington Beach, California.
All interested persons are invited to attend said hearing and
express their opinions for or against the proposed Precise Plan of
Street Alignment No. 77-2 .
