None • Nonsi fr Page 2 - PPSA 07 "B" DISOCUSS ION i On February 7, 19781 the Planning Commission approved Precise Plan of Street Alignment No. 77-7, an alignment of an existing ;private street located south of Neil Avenue, approximately 312 feet west of Graham Street , The approved street extended from Heil Avenue approximately 620 feet south to the northern property line of the City-owned future park site, Sims Grove. The City Council modified the approved alignment and only approved approxi- mately 490 ft. of the proposed street and requested that the staff explore alternatives for the termination ,o£ the new street and the location of the cul-de-sac. Precise Plan of Street Alignment No. 774' was divided into two sections in , order to hav-. u 'portion of it approved and the remaining portion reanalyzed for alternative solutions to;,the termination of the proposed street . PPSA No . . 7777"A" is that portion of Graham Place :,from Heil Avenue south„appi!pximately 490 feet . PPSA No. 77-7 "B" i� that portion from the southerly end of PPSA No. 77-7 "A" to the termination of the subject street . At the May, 16 , 1978 , Planning Commission meeting, the Commission reviewed thrue alternatives for Precise Plan of Street Alignment No . 77-7"B" . . After reviewing the three alternatives , the Com- mission requested that the ataFf prepare an additional alternative that would minimize disruption to Parcel 10 but still provide access for possible future division of the site . Attached ii Alternative 4 . This alternative satisfies the request of the Planning Commission and has been reviewed.'by the _pr.operty owner of Parcel 10 . Each of the other three alternatives are part of the attached staff report and each have been analyzed for both advantages and disadvantages . After reviewing the three alternatives, the Commission requested that the staff prepare an additional alternative that would minimize disruption to Parcel 10 but still provide access for possible future division of the site . Attached is Alternative 4 . This alternative satisfies the request of`� . the Planning Commission and has been reviewed by the property owner of Parcel 10. Alternative 4 would locate the knuckle of the cul-de-sac far enough onto Parcel. 10 to provide two 45-foot frontages onto the proposed oui-de•-sac. PPSA No. 77-7"B" is that portion, ' Erom. the southerly end of PPSA No. 77-7"A" to the termination of the subject street LOW ' PPSA 77-7B Page Two 3 . 0 SUMMARY OF ISSUES : The only major issue regarding Precise Plan of Street Alignment No. 77-7 "B" is at what point should the subject street be terminated and where should the cul-de••sac be placed. Alternatives for the comple- tion of this street fall into two categories ; one is to place the cul- de-sac on the future park site and the other is to provide the cul-de- sac ji:st at the north property line on the fuL-ure mark site. These alternatives will be discussed in Section 6 of this report . 4 . 0 ENVIRONMENTAL STATUS: Precise Plan of Street Alignment No. 77-7 was assessed for environmental effects by Negative Declaration No. 78-8 , which was ad,.)pted by the Plan- ning Commission at the time this precise plan was approved . The Staff has prepared and posted a new tentative negative declaration on the 'alternative that would extend the proposed street into the future park site. Therefore , all of the -alternatives will be assessed for envi`.on- mental issues. The Planning Department posted tentative Negative Declaration No. 78-43 for a period of ten days in the office of the City Clerk . The posting period will run between May 4 , 1978 and t•fay 15 , 1978 . It was also published in the Huntington beach News at the same time . All comments received either written or oral will be submitted to the Commission on or before the May 16 , 1976 meeting. The Department has drafted Negative Declaration No . 78-43 which is attached herewith for the Planning Com- mission 's review as required by Section 15083 (c) ( 4 ) of the States Guide- lines of the Califo.nia Environmental Quality Act. The initial study information is attached to the Negative Declaration as documentation' in support: of the findings. Prior to action on this Precise Plan of Street Alignment, it is necessary for the Planning Commission to receive and review comments on and adopt Negative Declaration No. 78-43 in conjunction with ' Precise Flan of Street Alignment No. 77-7" B" . 5. 0 SURROUNDING ZONING, LAND USE AND GENERAL PLAN DES MOTION: Graham Place is located on the south side of Heil Avenue approximately 310 ft. west of Graham Street and will extend approximately 720 feet south of Heil Avenue. The properties located on both the east and west ' s►ides of Graham Place are zoned and general planned as low density residential. The prope rties to the east are,, oeveloped with several single-family dwellings and a pre-school. The property to the.. west - is 'pr eserfitly developed as a little league baseball field but .has a 'church facility-, approved for construction on it. Located to the south ofthis' proposed street the property as zoned CF-R, Comr7unity Facility- Recreation, general planned low density_ residential and �'is vacant or development with a large stand of- eucalyptus trees. This property (Sims 'Grove) is presently,'owned by the 'City and is, planned -as a future park site. The properties located to the north, across Heil. Avenue `:'are Boned, general planned' and developed as low density 'residentiail. yr. PPSA 77 -78 Page Three 6 . 0 ANALYSIS : The following are three alternatives for the completion of Graham Place . Each o: the alternative, have both advantages and disadvantagcis , which will be discussed under each respective alteCnative . Attached to this report are maps showing each of the alternatives . Alternative l : 'Phis would be to extend Graham Place to the northerly property line of the Sims Grove, and extend cul-de-sac sev4ra1 feet into the futi;re park site . This alternative would provide access off of Graham Place onto the future park site and also provide the ability to develop a parking area adjacent- to the cul-de-sac . This parking area could be dev- eloped in any location adjacent to the cul-de-sac . Alternative 1 would provide access to the park, with the minimum disruption o the existing trees on the site . However , the cul-de-sac. would require additional land be dedicated and additional improvements be made by the two abutting. property owners . This alternative was the original proposal .of PPSA No. 77-7 . Alternative 3 : This alternative would terminate Graham Place on th;: Sims Grove and provide the entire cul-de-sac on the future park site . This al- ternative would allow for a small parking lot to be designed in conjunction with the cul-de-sac, which would provide for several different larking configurations and utilize the cul-de-sac for maneuvering area into the parking spaces . This alternative would require the removal of approxi- mately one dozen of the existing eucalyptus trees . This combinAtion parking and cul-de-sac could be accomplished in an area of approximately 100 feet by 100 feet . Alternative 'do. 2 would require Lees land be dedicated by the abutting property owners thUan alternative No . 1, but would rV quire more of the Finall nark !;lte be devoted to circulation and paricina . Alternative 3 : This would terminate Graham Placte at the north property line of Sims Grove with only the sout.herly-most portion of the proposed cul-de-sac touching the property linr . This alternative would not allow for any access onto the future park site from this street and, . therefore, requires that access to the park brt taken from Graham Street. This would , require removal of numerous frees in the area of heaviest concentration of the eucalyptus on the parcel . The Parksand Recreation Connission reviewed the three alternatives at their meeting of: May 10 , 1978 and recommended Alternative No . 1 based on the fol- lowing comments?,, Alternative No. 1 will provide access to Lhe proposed park site while minimizing the disruption to the trees and natural setting of the ,site . Alternative .io. 1 will also provide the most flexibility for the lesinn -�of the - future park . Alternative No. 2 requires that too many .treCH be removed and too large of an area would be devoted to street and parking. _Alternative 3 does not provide access 'to the site and therefore , . requires access -be provided from Graham Street.
