Way) to Gothard Street . The pro?-)osed alignment is reflective of streets ' that Dave been previously approved upon Tentative: Tract 10446K . These streets and the extension of Burke Street northerly would serve as access to the industrially zoned property cast of Gothard Street and. .south of Heil Avenue. RECOWMENDED ACTION: Adopt. The staff' has since met with Sir. Subnick and discussed the nature of the project proposal as well as discussing his concerns in more detail . The staff requested the developer to employ a traffic engineering con- sultant to address these: concerns as previously noted. 'Tentative Tract Map No. 10447 is a 19 lot subdivision designed to onvey a previously approved building site into separate ownerships . Admini- strative Review No. 78-49 , approved by the Board of Zoning adjustments on May `31, 1978 , entitled the development of 164 , 899 square feet of industrial building area among 20 buildings . Most of the developments upon the property would share reciprocal easements for vehicular ingress and egress . Tentative Tract No. 10446-X establishes a street configuration serving a ,-,, 4l' � y -' 16 acre parcel of land as well as linking the two maps with access to Heil Avenue and Gothard Street. Precise Plan of Street Alignment No. 78-3 reflects the intended design of the industrial streets depicted upon Tentative Map Nos , 1.0446X and 10447 . The staff initiated the precise plan to insure than an acceptable: intertying street design is achieved whether or not the property on- compassed within Tentative 'Tract No . 10446--X is developed at this time. 3 . 0 SUMMARY OF ISSUES : The following issues are raised as a result of the project proposals : (A) Sewer capacity, to accorirodate the projects . Eased on this premise and previous environmental do,::uments, the precise ,plan is exempt from further environ- : mental review. 5. 0 PRESENT LAND USE, ZONING, AND GENERAL FLAK DESIGNATION: The subject properties are presently vacant and zoned MI Light Industrial . The General Plan designation for the property is Light Industrial . There- fore, the subject property is in compliance with the General Plan and zoning . Property to the north is developed with industrial uses within the M1 zone. Property to the east across the railroad rifht-of-wiry .is developed with single family homes in the R1 Low Density Rvsidenti.al District . The Warner Avenue drive-in is located to the south across the. County Flood Control District Channel within the M1 District . Property to the west across Got.hard Street contains an apartment develop. went in the: R3 , Medium Nigh Density Residential District and vacant lard in the Ml zone. The developer of Tentative Tract No. 10446X anticipates a probable develop- ment schedule of proceeding six months after occupancy of the ten.,nts of buildings within Tentative Tract No. 10447 . Since the two tracts will not necessarily develop concurrently, a temporary means of insuring through access from Nail Avenue to Gothard Street has been required . 40-font wide east-west ingress and egress easement (the equivalent of 2 travel and 2 parking lanes) between Burke Street and Gothard Street at the common property lines of the two tentative tracts would be provided to carry traffic through during this interim period . The terminus of "Burke Street" would be barracaded during this period of time. Precise Plan of Street Alignment 78-3 would set a street pattern for ;:he eventual build-out of the property south of Tentative Tract tfo. 10447 . The "X Map" process is a means in which the street configuration among other plarn,:�d improvem. ents is set on the tentative map but lot configu- rations are cstablishe-J later through the parcel map process .
