After reviewing all eleven of the alternatives, the Planning Commission selected Alter- native No. 10 to be presented to the City Council as the conceptual ( design for the Lake Street/Atlanta Avenue Alignment. Cit,tw.tian Plan 'of Arterial Streets ands High-ays . As* a result, PPSA 70-4 no longer reflects 'the City circulation plans and objectives. In ,1977 , -the Planning :Staff developed five alternatives for a, new precise ;.'plan ' for Atlanta and Lake. All five ali.gn6ents called for a 100 foot width on Atlanta ' (presently 60 feet wide) . with the additional. right-of-way coming off the south side. Three of the. alternative , pro- vided a direct connection between Atlanta. and Orange, accomplished 'by curving Atlanta northward between Huntington Street and Lake.; Alternative 4 corresponded essentially 'to .the existing configuration, with Atlanta intersecting Lake °at right angles : Alternative 5 proj.*Aosed to :terminate at Atlanta , which was to curve southward to intersect. with ,. { Pacific Coast Highway utilizing the existing Lake Street right-of-way. At ics . June 22 study session, the Planning Cotranission directed staff -to prepare additional alternatives based on the following criteria (1) the Atlanta Avenue right-of-way should be 80 feet •wide; (2) a direct connection should 'be provided between Atlanta and Orange; (3) - impacts on developed parcels on the north side of Atlanta should he minimized. Four new alternatives (Alternatives 6 , 7 , 8 and 9) ;•.ere devel.dped. by staff and presented to the Planning Commission at: the Jul.y. 18th meeting . These alignments involve significant design problems due . to undesirable curve radii and sight distances . An alignment that provided an adequate radius would necessarily have a greater impact on developed parcels on the north side of Atlanta ,. since the curve would begin at a point closer to Huntington Street. Therefore, choosing among tl.ese alternatives involves a tradeoff between'. design safety/traffic flow considerations and, the cost of right-of-way acquisition and relocation . The following discussion presents a summary of each, of the ten alternative alignments that have been previously considered by the Planning Commission. ` 4 . 1 Alternative 1 i Alternative .1 would provide a 1.00. foot wide right-of-way and would be • realigned 'north to intersect with arnnge Avenue at Lake Street . . .The , 100 foot 'Wide right-of.-way would be maintained to 3rd Street at .which f oF.ECISE 'P.LAR. 'The .'alignment: would require purchase of property and relocation of Persons living in''•housing structures .lying within 'the proposed right--of7way Alternative l would k also entail the cul--de--sacirig'„of, three `local streets . Alabama Street. would be cull--!7."saced. where . it „ intersects .with Atlanta Avenue. 2nd Street and olive 'Street would :be', cul-de-sated at Lake Street. f ff F Ir .4 . 1. 1 .Alternative"1 Advantages . Beach traffic would tend to utilize Atlanta` as an access route to and from Beech Boulevard. This configuration would 'do very little to improve east/west circulation or downtown access. Alternative 5 is the least .expens.Lve of the proposed . alignments, since it impacts vacant Land . It also provides for increased traffic. safety, since the configuration wo,.-,1d involve, fewer vehicular coi-i= flicts than the others . Alignment No. 70-4 was before the Council for public -iicaring, the item'.: %-.as continued to April 16 to allow the Planning Deb artment to on again set the alternative designs on the intersection of Lake and Atlanta before the Planning Commission at a public hearing for a recom- mendation to the Council concurrently with your. action on P.P.S .A. 76-4 . The Department was unable to get this new alignment (79-1) before the Planning Commission for its April 3, 1979 meeting and it has subsequently oeen . set for review for recommendation by the Commission at `its April 17 meeting. Therefore, if the Council wishes to hear Precise Plan of Stre-it Alignment No. 79-1 in conjunction with , 70-4 , it will' be necessary' to continue the hearing over to allow this new intersection . design to catch uZ., with the prior precise plan. As a result , PPSA 70-4 no longer. . : rdflects the City ' s circulation plans• and objectives. `tn '1977 , the Planning . Staff ,developed five alternatives for a new precise plan for Atlanta and Lake. All five alignments called ' for a 100. foot width on Atlanta (presently 60 feet wide) with the additional `right-of-way coming off the 'south side. Three of the alternatives pro- vided a direct connection between Atlanta and Orange, accomplished by a curving Atlanta northward between Huntington Street and Lake. Alternative 4 -corresponded essentially to the: existing configuration, with Atlanta intersecting .Lake at right angles . Alternative - 5 proposed to terminate at Atlanta , which was to curve southward to intersect with ` Pacific Coast Highway utilizing the existing Lake Street right-of-w.-ly : At its June 22 study session,, the. Planning Coirunission directed staff. ` to prepare additional alternatives .based on the following criteria : . ,4 '(1) the Atlanta Avenue right-of-way should .be 80 feet wide; ► : (2) a• direct connection should be provided between Atlanta and Orange ; (3) impacts 'on developed parcels vn .the north side of Atalanta should be minimized. Pour new alternatives (Alternatives G , 7 , Q and 9) wer'e developed .by staff and .presented ,to the Planning Coinmissi.on at the July 184h meeting : These alignments iiivolve significant design problems due to undesirable curve radii and sight distances . An alignments that provided an adequate radius would necessarily have a greater impact on developed' parcels on. ' the north. side of Atlanta, since the curve would begin at a paint closer to Huntington Street. Therefore, choosing Among these alternatives involves a tradeoff between design safety/traffic flow considerations and the cost of right-of-way acquisition and relocation. The following discussion presents a summary of each of the toll alternative alignments that have' been previously considered by the. Planning Commission. 4 . 1 Alternative 1 Alternative 1 would provide a 100 toot wide right-of-way and would tie realigned north to intersect with Orange Avenue at Lake Street .
